Report on Anti-Illegal Drugs Buy-bust Operation Resulting in
Armed Encounter in Guiguinto, Bulacan
What: Buy-bust operation with dated May 24, 2018. The incident
report was received by Bulacan-PIDMB about 5:54 AM of May 24,
2018. Where: Barangay Tabang, Guiguinto, Bulacan. When: May 24,
2018 about 3:28 AM. Who: The suspect was alias Dame (DIPO), of
legal age, listed in the BADAC Watch list and one unidentified
companion (at large). How: Initial investigation revealed that a buy
bust operation was conducted against @ Dame in Brgy Tabang,
Guiguinto, Bulacan. During the met up for the transaction, subject
person, while in the waiting shed with his companion onboard one (1)
motorcycle, sensed the presence of operatives and immediately ran
while firing towards the incoming operatives. This prompted the
operatives to retaliate, hitting the suspect and leading in the latter’s
instantaneous death while his companion eluded arrest by
accelerating his motorcycle along the national highway going Plaridel.
Bulacan SOCO Team was requested to process the crime scene.
Visible at the crime scene is one (1) Caliber 38 used by the suspect.
Further verification disclosed that the suspect was listed in the BADAC
Watch list. On May 24, 2018 about 4:58 AM, Bulacan SOCO Team
arrived and processed the crime scene. Recovered at the crime scene
are one (1) caliber 38 revolver without trademark, with defaced SN
loaded with one (1) fired cartridge case and five (5) ammunitions, one
(1) fired cartridge case for caliber 9mm, ten (10) transparent plastic
sachets containing suspected shabu, one (1) yellow pouch, one (1)
green cellphone, one (1) key, one (1) eyeglasses, one (1) scissors and
cash amounting to Php160.00. All recovered pieces of evidence were
brought to Bulacan Crime Laboratory Office except one (1) green
cellphone, one (1) key, one (1) eyeglasses, one (1) scissor and cash
amounting to Php160.00 which were turned over to the investigator on
case. The cadaver of the victim was brought to Superior Funeral in
Brgy. Bintog, Plaridel, Bulacan. Progress report will follow. Investigator

Report on Service of Warrant of Arrest in Angat, Bulacan
What: Service of Warrant of Arrest under Memorandum from COP,
Angat MPS and Warrant of Arrest for Attempted Homicide with
Criminal Case No. 29-A5-2018 issued by Hon. SALVADOR R.
SANTOS, JR, Presiding Judge of MTC, Angat, Bulacan dated May 18,
2018 and with a Php12,000.00 recommended bail. Where: Brgy. San
Roque, Angat, Bulacan. When: May 24, 2018 at about 8:45 A.M. (The
incident report was received by this Office about 1:11 PM of May 24,
2018). Who: The accused is MICHAEL MORONIA, 47 years old,
married and a resident of Brgy. San Roque, Angat, Bulacan. How:
Initial investigation disclosed that on the said date, time and place of
occurrence, personnel of Angat MPS arrested the accused by virtue of
the above-mentioned warrant of arrest. The accused are presently

Report on Rape in Malolos City, Bulacan
What: Report on Rape. Where: Brgy. Mojon, City of Malolos, Bulacan
When: May 22, 2018 about 7:00 PM. The incident was reported to
Malolos CPS on May 24, 2018 at 7:40 AM. (The incident report was
received by this Office about 8:28 AM of May 24, 2018). Who: The
victim is Rannisha Emmalice Nichole, 19 years old, student and a
resident of Brgy. Bintog, Plaridel, Bulacan. The suspect is Marvin
Librado, 21 years old, student and a resident of Brgy. Mojon, Malolos
City, Bulacan. How: According to the victim, on May 22, 2018 about
5:00 PM, she and his friend @ Gifford went to the house of the
suspect. When the victim arrived at the suspect’s house, the victim
and the suspect decided to have a drinking spree with their other
classmates which are all men and she was the only woman in the
group. After a few minutes, the victim felt dizzy due to the alcohol she
drunk and then went to the comfort room. Later, she noticed that the
suspect was there and saying her that if she would not stand up he will
kiss her and suddenly the suspect kissed her lips. The suspect and her
friend @Gifford accompanied her to one of the rooms in their house for
her to relax but when she was there, the suspect locked the door and
come closer to her. Thereafter, the suspect stay beside her and
forcibly inserted his finger to the vagina of the victim and she felt
asleep. When the victim was awake, she found out that she was half
undress with her lower garments and she said that she felt the penis of
the suspect was inserted in her vagina twice then she decided to go
home. Appropriate criminal complaint is being prepared against the

Bocaue, Bulacan
What: Report on Violation of Sections 5 and 11, Article II of RA
9165. Where: Brgy, Duhat, Bocaue, Bulacan (GC Lat
14.786800699999999°N Lng 120.95464659999995°E) When: May 24,
2018 about 6:30 AM. (The incident report was received by this Office
about 9:46 AM of May 24, 2018). Who: The arrested suspects are
Chyrill Ducut y Cuerdo @ Chyrill, 38 years old, female, married,
G.R.O, DOB: February 9, 1979, native of Bicol and a resident of NV3
Bayugo, Meycuayan City, Bulacan and Meldy Peraman y Abragan,
39 years old, female, with live-in partner, jobless, DOB: January 25,
1979, native of Bicol and a resident of NV3 Bayugo, Meycuayan City,
Bulacan. How: After PDEA coordination made by Bocaue MPS with
PDEA control number 10004-052018-0499, personnel of Bocaue MPS
conducted Buy-bust operation against the suspect @Chyrill, which
resulted to her arrest after selling one (1) heat sealed transparent
plastic sachet of suspected shabu to a poseur buyer in exchange to
One (1) Php500.00 bill marked money while her cohort Meldy was also
arrested for the possession of illegal drugs. Confiscated from the
suspects’ possession are one (1) Php500.00 bill marked money and
four (4) heat sealed transparent plastic sachets of suspected shabu
(including buy-bust item) with total estimated weight of 2 grams with
estimated street value amounting to Php20,000.00. The arrested
suspects and recovered evidence are now under the custody of
Bocaue MPS to be brought to Bulacan Provincial Crime Laboratory
Office for laboratory examination. Appropriate criminal complaints are

What: Report on Rape in relation to RA 7610. Where: Regina
Heights, Kaypian, CSJDM, Bulacan. (GC: Latitude 14.812689°N and
Longitude 121.069566° E) When: Sometime in 2015 to August 2017.
The incident was reported to SJDM CPS on May 24, 2018 at 9:30 AM.
(The incident report was received by this Office about 10:08 AM of
May 24, 2018). Who: The victim is SHERICKA ROMERO y
MANRIQUEZ, 11 years old, born on December 14, 2007 in Oriental
Mindoro, grade 5 student and presently residing at Regina Heights,
Brgy Kaypian, CSJDM, Bulacan. The suspect is ARNEL MANRIQUEZ
y MANEJA (at-large), 20 years old, born on August 31, 1998 in
Muntinlupa, student and presently residing at Regina Heights, brgy
kaypian CSJDM, Bulacan. How: Initial investigation disclosed that on
the said date and place of occurrence, the suspect told the victim to
enter his room, the victim asked him why then the suspect told her to
closed her eyes and then suspect mashed her vagina, victim got mad
but suspect continue his lewd desire, undressed the victim touches her
body parts. Thereafter, the suspect undressed himself positioned on
top of her and inserted his penis inside victim’s vagina. Appropriate

What: Report on Acts of Lasciviousness in relation to RA 7610.

14.812689°N and Longitude 121.069566° E) When: Sometime in
2014. The incident was reported to SJDM CPS on May 24, 2018 at
9:40 AM. (The incident report was received by this Office about 10:09
AM of May 24, 2018). Who: The victim is PRINCESS ANGEL
ROMERO y MANIQUEZ, 12 years old, born on June 16, 2006 in
Oriental Mindoro, grade 7 student and presently residing at Regina
Heights, Brgy Kaypian, CSJDM, Bulacan. The suspect is ARNEL
MANRIQUEZ y MANEJA, 20 years old, born on August 31, 1998 in
Muntinlupa, student and presently residing at Regina Heights, Brgy

the said date and place of occurrence, the victim was playing with her
sister when the suspect told her to enter his room. The victim asked
why, but suspect did not answer, there and then suspect mashed

Bulacan. How: After PDEA coordination made by San Miguel MPS
with PDEA control number 10004-052018-0505, personnel of San
Miguel MPS conducted Buy-bust operation against the suspect, which
resulted to his arrest after selling one (1) heat sealed transparent
plastic sachet of suspected shabu to a poseur buyer in exchange to
One (1) Php500.00 bill marked money with serial number GB872662.
Confiscated from the suspect’s possession are one (1) Php500.00 bill
marked money and three (3) heat sealed transparent plastic sachets of

this Office about 2:17 PM of May 24, 2018). Who: The arrested
suspect is Reynaldo Averilla y Amor @ Rey, 38 years old, single,
sub agent Intercity Ricemill and a resident of Block 33, Lot 5, Northville
6, Santol, Balagtas, Bulacan. How: After PDEA coordination made by
Balagtas MPS with PDEA control number 10004-052018-0510,
personnel of Balagtas MPS conducted Buy-bust operation against the
suspect, which resulted to his arrest after selling one (1) heat sealed
transparent plastic sachet of suspected shabu to PO2 Jonathan
Lagario who acted as poseur buyer in exchange to One (1) Php500.00
bill marked money with serial number GZ933611. Confiscated from the
suspect’s possession are one (1) Php500.00 bill marked money and
three (3) heat sealed transparent plastic sachets of suspected shabu
(including buy-bust item) with total estimated weight of 1 gram with
street value amounting to Php5,000.00. The arrested suspect and
recovered evidence are now under the custody of Balagtas MPS to be
brought to Bulacan Provincial Crime Laboratory Office for laboratory
examination after the conduct of proper inventory in the presence of a
Brgy Official, Boy Cruz of Pilipino Star Ngayon and Oliver Umpacan,

Report on Anti-Illegal Drugs Buy-bust Operation Resulting in
Armed Encounter in Plaridel, Bulacan
9165 Resulting in Armed Encounter. Where: Brgy Banga 1st,
Plaridel, Bulacan When: May 24, 2018 about 1:22 PM. (The incident
report was received by this Office about 3:59 PM of May 24, 2018).
Who: The suspects are Shernan James Casino y Balaan @Pulis, 40
years old and a resident of Brgy Ilang-ilang, Guiguinto, Bulacan and
one still (1) unidentified male person. How: Initial investigation
disclosed that on said date about 1:05 PM, personnel of SDET/INTEL
of Plaridel MPS received an information from confidential asset that a
certain @Pulis was engaged in selling illegal drugs in Brgy Banga 1st,
Plaridel, Bulacan. Instantaneously, a coordination was send to PDEA
Region 3 to conduct operation, after securing PDEA coordination a
Buy bust operation was set wherein PO1 Brian B Nisperos acted as
poseur buyer together with confidential asset and was able to bought
one (1) piece of heated sealed plastic sachet of suspected shabu with
markings “BBN” weighing more or less 0.13 gram in exchange to one
(1) Php500.00 bill. After the consummated drug transaction, @Pulis
together with his companion sensed that they were transacting with
police operative, suddenly suspect @pulis pulled out a hand gun under
his waist and fired towards the police officer. This prompted them to
exchange gunfire which resulted to the death of the suspect @pulis,
while his unidentified companion managed to elude arrest onboard an
unknown type of motorcycle heading towards Guiguinto, Bulacan.
Bulacan SOCO team were requested and processed the crime scene
led by PCI Alexander R Ancheta. Recovered at the crime scene are:
one (1) Colt Mac 4 Caliber 45 pistol with serial no. 179361, one (1)
Magazine loaded with six (6) pcs of cal 45 ammunitions, one (1) fired
cartridge case for Caliber 45, one (1) fire cartridge case for 9mm, three
(3) pcs of heated sealed plastic sachets containing of suspected shabu
marked as SC1, SC2 and SC3 weighing 0.37g, one (1) Php500.00 bill
marked money with serial no. H096901, one (1) body bag, two (2) pcs
wallets and two (2) cellular phones. Further, the suspect @Pulis has a
previous case in Bocaue, Bulacan in the year 2014 under IS Number

Report on Theft in San Ildefonso, Bulacan
What: Report on Theft. Where: Savemore Supermarket, Brgy.,
Poblacion, San Ildefonso Bulacanin (GC: Latitude
15.077598606493977 N and Longitude 120.94149649143218 E).
When: May 24, 2018 about 11:41 AM. The incident was reported to
San Ildefonso MPS on May 24, 2018 at 1:45 PM. (The incident report
was received by this Office about 4:00 PM of May 24, 2018). Who: The
victim is Mark Angelo Villaceran y Raymundo, 23 years old, single,
RDU clerk of Savemore Supermarket and a resident of Palapala,
San Ildefonso, Bulacan. The arrested suspects are Micaela Omilid y
Potentes, 18 years old, single; and Christian Labian y De Guzman,
28 years old, single; both are resident of Letre, Malabon City. How:
According to the duty guards of the said establishment, on the said
date, time and place of occurrence, the suspects were inside the
establishment acting suspicious and then approached them in the exit.
During confrontation, suspect Micaela tried to escape to get their
vehicle Innova gray with plate number AGA-7831 but intercepted by
the other on duty guard. Recovered from the suspects’ possession
are the following: a) four (4) cans of 900g. Promil Gold S-26 and two
(2) cans 850g Pedia sure; b) seven (7) pcs. 180ml Vaseline tube
lotion; c) two (2) pcs. 100g Olay; d) three (3) pcs. 100ml Bench (so in
love); e) one (1) pc. 320 ml Glade; f) one (1) pc 100 ml Axe You; g)
three (3) pcs. 150ml Kojic Acid; h) four (4) pcs. 50g Sun block; i) four
(4) boxes Maybelline Powder foundation; j) one (1) pc 50g Vick
vaporub; k) seven (7) pcs Maybelline Lipstick; l) seven (7) pcs
Maybelline Brow Shaper; m) one (1) pc Johnson’s baby wipe 75; n)
eight (8) pcs. 50ml Belo Kojic Cream and o) two (2) Shoulder Bag
(Black and Blue) with a total amount of Php16, 595.46. Appropriate
criminal complaint is now being prepared against the suspects.

PM of May 24, 2018). Who: The arrested suspect is Marciano
Villarta y Cruz, Alias Mar, 33 years old, married, driver and a resident
of Brgy. Gabihan, San Ildefonso, Bulacan. How: After PDEA
coordination made by San Rafael MPS, personnel of San Rafael MPS
conducted Buy-bust operation against the suspect, which resulted to
his arrest after selling one (1) heat sealed transparent plastic sachet of
suspected shabu to PO2 Antonio C Simbre who acted as poseur buyer
in exchange to One (1) Php500.00 bill marked money with serial
number JX461309. Confiscated from the suspect’s possession are one
(1) Php500.00 bill marked money and three (3) heat sealed
transparent plastic sachets of suspected shabu (including buy-bust
item) with total estimated weight of 0.021 gram. The arrested suspect
and recovered evidence are now under the custody of San Rafael
MPS to be brought to Bulacan Provincial Crime Laboratory Office for

9165. Where: Brgy, Biñang 2nd, Bocaue Bulacan (GC Lat

Poblacion, CSJDM, Bulacan. The arrested suspect is Ricky Herrera y
Mendoza, 39 years old, married, jeepney driver, born on August 14,
1978, native of San Rafael Bulacan and residing at Sitio Hulo,
Brgy.Sapang Palay Proper, CSJDM, Bulacan. How: According to the
victims, they saw the PUJ bearing plate no. TWD 519 loading in a no
loading zone. Subsequently, victim Belbert San Joaquin approached
the suspect and asked for his driver's license and OR CR of the said
PUJ (Public utility Jeep), instead suspect showed a traffic violation
ticket issued by LTO. The victims decided to confiscated the plate
number of the PUJ afterwards a heated argument ensued between
them. As a result, victims called for backup and they went in front of
the PUJ. On that juncture, the suspect drove his driven PUJ forward,
luckily the two enforcers avoid it, but still victims sustained injury on
their right arms from the side mirror of the PUJ. The incident was
reported to SJDM CPS on May 24, 2018 about 11:50 PM after they

Report on Violation of RA 9262 in Plaridel, Bulacan
What: Report on Violation of RA 9262. Where: Brgy. Parulan,
Plaridel, Bulacan When: May 24, 2018 about 5:30 PM. The incident
was reported to Plaridel MPS on May 24, 2018 at 11:40 PM. (The
incident report was received by this Office about 2:09 AM of May 25,
2018). Who: The victim is JOCIELYN GUTIERREZ y ROQUE, 27
years old and a resident of Brgy. Poblacion, Hagonoy, Bulacan. The
arrested suspect is FRANCISCO SANTOS, 24 years old and a
resident of Brgy. Parulan, Plaridel, Bulacan. How: Initial investigation
disclosed that, on the said date, time and place of occurrence, the
suspect was drinking liquor while the victim was just sitting and waiting
for him, until the grandfather of the suspect came and said that the
victim’s father was there. The suspect ordered the victim to look at her
father but the victim did not respond, later the suspect hit the victim’s
back and punched her arms. The victim also added that he always
does the same when he was under the influence of liquor. Appropriate
criminal complaint is now being prepared against the suspect.
