TITLE OF ACTIVITY: Orientation Training on People’s Public Finance Institute


(PPFI): Strengthening Citizen’s Engagement in Public
Finance Among Peoples Organization in Aborlan, Palawan

IMPLEMENTING AGENCY: WPU-College of Business and Management-Master of

Target Participants: Active POs officials(cooperatives, farmers organizations,


women org, etc)

DURATION: September 21-22, 2018

VENUE: TAGCODEC Training Center, Bgy. San Juan, Aborlan, Palawan

BUDGET: Php 75,680.00

RATIONALE:

The conduct of this training is a commitment with the Social Watch Philippines
and the People’s Public Finance Institute, Incorporated (PPFI) which the university has
forged a Memorandum of Understanding on March 14, 2017. The WPU-CBM-MPA was
considered as the hub for trainings on public finance and served as the extension arm of
the Master of Public Administration Program as stipulated in the MOU. The first training
was held last December 6-7, 2017 among the faculty and staff of the university. This time,
the intended trainees are from active peoples organizations from Aborlan, Palawan. This
hub served as center for citizens to share and learn the different aspects of public finance,
as well as meeting point for citizens to build the constituency for citizen’s participation in
all public finance processes in the province and in the MIMAROPA Region in the future..

OBJECTIVES

The overall objective of this training is to improve the knowledge and skills needed
to strengthen citizen’s engagement in public finance.

1. To gather interested and committed individuals and to collectively understand


and appreciate the importance of people’s participation in public finance
2. To learn the basic concepts and different aspects of public finance
3. To build the capacities for citizen’s intervention in participatory public finance
4. To develop doable plan towards strengthening PPFI in the area

METHODOLOGY

The usual training methods- lecture/discussion, workshop, and simulation will


be employed. However, at the end of the training, an Expressios of Commitment to PPFI
will be administered.

The following are the tools and aids to be used in the training:

Training Manpower

The following faculty, staff, and students will served as the training manpower of
the activity:

EXPECTED OUTPUT

At the end of the training, it is expected that all participants shall be equipped
with the basic knowledge of public finance and citizen engagement in public finance
processes.

EXPECTED OUTCOME

From among the 40 expected participants, 50% of them shall be active in public
finance processes at the local, provincial, and national levels. Moreover, they may
engage in research on public finance processes.

MONITORING STRATEGY

The Training Coordinator will conduct a monthly meeting with the participants
to track-down their activities in relation to public finance processes.
COUNTERPART FROM SOCIAL WATCH PHILIPPINES/PPFI

The two SWP/PPFI fellows will served as resource speakers of the training, free of
charge. However, WPU will shoulder their roundtrip airfare, food and accommodation,
and transportation from the airport to WPU-Aborlan, and back to Puerto Princesa on
designated dates.
