1.2.10 306018 TCH overflow total number(exclude handover)

Description
This statistic provides the number of overflow due to no TCH resource and queue overtime
after seizing SDCCH. It counts allocation failure (where, due to non availability of radio
resource) + clear request (where, due to non availability of radio resource) sent from BSS to
MSC. (It includes the number of overflow due to no TCH resource and queue overtime after
the calling and called sides seize SDCCH, this excludes the case to assign TCH channel
as SDCCH during early allocation, and excluding different handovers, but including direct
retry.)

Definition
The number of TCH overflow equals to the number of TCH (including TCH/F and TCH/H)
attempt failures while assigning voice channel and the number of TCH (including TCH/F
and TCH/H) seizure attempts while assigning data channel.

Description
This statistic provides the percentage of handovers that were attempted from the source
cell (the cell for which This statistic is presented), that successfully reached the target
cell, and returned to the source cell successfully. A handover attempt is counted when a
handover command is sent to the MS. This key statistic includes inter-BSC Handovers.
Congestion on the target cell does not result in the BSS sending a handover command to
the mobile. Therefore this measurement is not impacted by target cell congestion.
