Information Sought:
1. Please give names and addresses of the daily, fortnightlies and monthly/yearly magazines,
newspapers of Maharashtra registered in last one year. Please give weekly news also.
2. Why our ‘KSHATIY CHHAYA’ monthly magazine is not yet registered? When Editor, Printer
and publisher is one and the some – i.e. myself: Avinash D.Thakur.
3. Please give copy of my affidavit and which portion has to be alter? By which wording, perfectly!
Till which date?
4. What are the major steps to update the present registration method to match the present
development i.e. printing procedure, computer – DTP, Photoshop etc.?
5. If the period of registration is over. What is the procedure to extend the period? Is there any fees?
6. Please provide me the name, designation, address, phone no. of PIO/CPIO of RNI.
7. Whether it is compulsory to print the same printing press? Now a days you can print any material
in home also. What is rule position?

Reply of the Public Information Officer (PIO):


Information related to Query No.1 – Query No.7 relates to RNI.

Reply provided by RNI:


1. Last year 954 newspapers and periodicals were registered with Registrar of Newspapers for India
from Maharashtra State and this information would run into approximately 45 pages. If you want
to get the same in hard copies, you have to remit Rs.90/- i.e. Rs.2/- per page in the form of DDO,
RNI. The informationis also available in our website www.rni.nic.in.
2. As per the declaration dated 30.06.2009 duly authenticated by the Addl. Chief Metropolitan
Magistrate, Mumbai, the publisher and printer are different persons. Publisher is Shri Avinash
Dattatray Thakur and Shri Chandra Balwant is the printer. A discrepancy letter on this behalf has
also issued to you on 25.08.2009. Copy of the same is enclosed. The reply from your side has not
received so far.
3. Copy of the affidavit is enclosed. However, there is no discrepancy in the affidavit.
4. Registration method in RNI has nothing to do with technological development in the field of
printing. Hence no steps are needed to be taken for upgradation of registration procedure in the
O/o RNI.
5. The title will be deblocked if the title is not registered within the stipulated period. There is no
extention of period for registration. After deblocking the title you have to apply afresh for title
verification. There is no fee for any service provided by RNI.
6. Undersigned is the CPIO/PIO of this office.
7. Yes, Declared Printing Press in the declaration should be printed in the printline of all issues.

The following were present
Appellant: Mr. Avinash Dattatray Thakur on video conference from NIC-Mumbai Suburban Studio;
Respondent: Mr. Narendra Kaushal, Public Information Officer & Dy. Press Registrar;
The Appellant has evidently received the complete information as admitted by him. He contends
that the Department has wrongly dealt with his application for allotment of name ‘KSHATIY CHHAYA’.
The Commission has no jurisdiction in this matter and he will have to approach the appropriate authority
for this. The PIO is giving information that the appropriate authority for appealing is the Registrar of
News Papers.

Decision:
The Appeal is disposed.
Information available has been provided to him.
This decision is announced in open chamber.
Notice of this decision be given free of cost to the parties.
Any information in compliance with this Order will be provided free of cost as per Section 7(6) of RTI Act.
