Subject : Submission of Method Statement for test & commissioning

The method statement documents submitted with the above referenced letter do not comply
with the contract requirements for submission of test & commissioning documents prior to
proceeding with the test & commissioning activity.

As per clause1.4 ‘stages of commissioning tests’ under the heading ‘1. Commissioning and
start up’ of the contract document, the test & commissioning activity comprises of the
following:

 Step-1 Pre-operational checkout – to ensure item is ready for functional testing


 Step-2 Functional testing – test items of equipment using sewage, STP effluent,
potable water or other pre-approved substitute
 Step-3 Startup testing – test components within a system collectively
 Step-4 Acceptance testing-test under actual operating conditions

While the step-4 activity could not be performed at present due to lack of sewage flow, there is
no reason why steps 1 to 3 could not be carried out as stipulated in the contract document.
Therefore, the Contractor is required to submit the following as per clause1.4:

 Commissioning test plan


 Startup test plan (steps 1-3)

A ‘Commissioning test report’ and a ‘Startup test report (steps 1-3)’ will be prepared during
and after the test & commissioning activity based on the above documents.

The test & commissioning documents to be submitted should include:

 An implementation schedule as per clause1.5 ‘start-up program implementation’.


 Documentation & test plan organization as per Clauses 1.5.3 & 1.5.4

 Detailed start up plan implementations as per clause1.6 start-up plan implementation

Furthermore, while Tests to be carried out on equipment under dry & wet conditions are given
under clause 2.3.2 ‘pre-commissioning & commissioning tests’, the contractor should detail its
recommendations regarding dry/wet testing of particular items/equipment, taking into
consideration that it will not be possible to proceed to step-4 acceptance testing, immediately
after completion of step-3, giving clear & detailed technical reasons for each component and
piece of equipment.
