AUGUST 2018

Survey conducted August 26 through August 27, 2018. 1,125 likely 2018 General Election voters
participated in the survey. Survey weighted to match expected turnout demographics for the 2018
General Election. Margin of Error is +/-3% with a 95% level of confidence. Totals do not always equal
100% due to rounding.

Q: On the ballot this November is Measure 2. “This initiated measure would amend Article II of the North
Dakota Constitution to state that ‘only a citizen’ of the United States is a qualified elector, instead of the
current provision that states ‘every citizen’ of the United States is a qualified elector. The measure also
would state that only a qualified elector may vote in any general, special, or primary election for a
federal, statewide, state legislative, district, county, township, city, or school district office or ballot
measure”.

Q: Supporters of Measure 2 say the amendment is needed to clarify that only U.S. citizens are eligible to
vote in all North Dakota elections and that non-citizens are not permitted to vote.

Q: Supporters point out that, weeks ago, non-citizens began registering to vote in San Francisco. Non-
citizens are also voting in Chicago and in 11 cities in Maryland. The effort to allow non-citizens to vote is
spreading to other cities and states.
