elections?
I will now read you a few brief statements you may hear during the November 2018 General Election.
Please indicate after hearing each statement whether you would be more likely or less likely to support
Measure 2.
Q: Supporters of Measure 2 say the amendment is needed to clarify that only U.S. citizens are eligible to
vote in all North Dakota elections and that non-citizens are not permitted to vote.
Q: Opponents of Measure 2 say it is unnecessary, because non-citizens are currently not allowed to vote
anywhere in North Dakota.
Q: Opponents of the measure argue it is merely an attempt to whip up anti-immigrant sentiment in this
election.
Q: The sponsor of the measure said, “a lot of people say this is an immigration issue. It’s really not. It’s
really about preserving the right for U.S. citizens, and in our case, North Dakota residents, to be the only
voters in all elections in North Dakota”.
Q: If a candidate running for public office supported Measure 2 would that make you more likely or less
likely to vote for that candidate?
Q: Recently, there has been discussion of a federal constitutional amendment that, if passed, would allow
only U.S. citizens to vote in all federal, state and local elections. If you knew that a candidate for Congress
had sponsored this amendment, would you be more likely or less likely to vote for that candidate?
Q: On the ballot this November is Measure 2. “This initiated measure would amend Article II of the North
Dakota Constitution to state that ‘only a citizen’ of the United States is a qualified elector, instead of the
current provision that states ‘every citizen’ of the United States is a qualified elector. The measure also
would state that only a qualified elector may vote in any general, special, or primary election for a
federal, statewide, state legislative, district, county, township, city, or school district office or ballot
measure”.
