THE CHARTER OF THE OSEAN

LEAGUE
JULY 2018

This contains the Charter of the Osean League as agreed to by the nations on July 30th, 2018.
It espouses the stability as well as representation to the member nations, balancing the need
for an efficient and accessible alliance leadership.

PART 1

Article 1
SECTION 1
Only nations that have ratified this Charter may become members of
the Osean League.

SECTION 2
Nations ratifying this Charter will inform the Cabinet if it does not want
to join the League.

SECTION 3
A nation may resign from the Osean League after notifying the Cabinet
of its intentions to do so not less than a week before such actions is
carried out.

Article 2
SECTION 1
No member of the League may declare war on another member
without the approval of the Senate.

SECTION 2
If the interests of any member of the League is being disregarded by
another member nation and the matter requires such urgency that the
nation may bring to the attention of the Cabinet of such a situation.

Article 3
No nation may expend the resources of the Osean League without the
sanction of the Cabinet or of such authority that the Cabinet may
appoint.

Article 4
No member may be expelled from the League without sanction from both the Cabinet and the Senate
but nothing in this Article will be interpreted to prohibit the suspension of a member from the League by
either or both of them.

PART 2

Article 5
All members of the Osean League will have the right to be represented in the Senate.

Article 6
Each member will have only one vote in the Senate but nothing in this Article will be interpreted to
prohibit

1. Non-representation in the Senate by free choice of the member subject that the Secretariat may
subsequently address any issues that may be faced by such member.
2. More than one representative of the member in the Senate provided that only one
representative will vote when the member is called upon to do so, subject to reasonable
restrictions placed on the number of representatives present on the floor of the Senate.

Article 7
SECTION 1
The Senate will elect among itself as First Secretary, a member to preside over its meetings

SECTION 2
The Senate will elect among itself as Second Secretary, a member except the member already serving
as First Secretary, to preside over its meetings in absence of the First Secretary.

SECTION 3
In case neither the First Secretary nor the Second Secretary is competent to preside over a meeting of
the Senate, the Senate will elect among its members, except members already serving as the First or
Second Secretary or unable to discharge the duties of such, a Special Secretary to preside over only
that meeting.

SECTION 4
No such member will preside over those meetings of the Senate considering any issue involving itself.

SECTION 5
No such member that is already part of the Cabinet or serving amongst the committees of the Senate
may preside over the meetings of the Senate without resigning from such position.

Article 8
SECTION 1
If the Senate,

1. Declares that the First Secretary is unable to discharge its duties by not less than two thirds in
favour of such declaration,
2. Receives the resignation of the First Secretary,

The Second Secretary will assume the position of the First Secretary with full responsibility and
privileges of the position and the Senate will as soon as possible elect among themselves a Second
Secretary.

SECTION 2
If the Senate thinks that the Second Secretary is unable to discharge its duties, it may elect by simple
majority from among its members a Second Secretary.

PART 3

Article 9
The Senate after every 10 weeks will elect by simple majority an Administrator from among the
members of the Osean League.

Article 10
SECTION 1
The Administrator will choose at its discretion from members and observer nations of the Osean
League, five nations to form the Cabinet, in order of line of succession

1. Minister of the Administration


2. Minister of External Affairs
3. Minister of Defense
4. Minister of Internal Affairs
5. Minister of Finance

SECTION 2
No nation may occupy more than one position in the Cabinet but nothing in this article will be
interpreted to prohibit a Cabinet member to assume additional charge of a Ministry without a Minister.

Article 11
SECTION 1
The Senate may issue an ‘order of recall’ for any member of the Cabinet at any time which shall render
the Administrator incapable to choose such a member among its Cabinet.

SECTION 2
On the admission of a member to the Cabinet, an ‘order of recall’ pending against any member will be
considered to have lapsed.

Article 12
All members of the Cabinet serve at the pleasure of the Administrator.

Article 13
The Administrator may be recalled before expiry of its term by a majority of not less than two thirds of
the Senate.

PART 4

Article 14
In case of disputes among the members of the Osean League, the Senate will commence a hearing
between the disputants, in presence of the Senate or in presence of a committee, with fair opportunity
being given to all sides to present arguments and at the conclusion of which, the Senate votes by
simple majority on any penalty awarded to any of the disputants, provided that no disputant be expelled
from the Osean League without approval by the Cabinet, further provided that the Senate may not
proceed to vote until a report on the dispute by the subcommittee, if formed, has been published in the
Senate.
