Please log-in to your computer with administrator rights to be able to work with
MCGM’s e-Tendering application.

B. If your operating system is Windows Vista and later, open Internet Explorer by
right clicking on the IE short cut and selecting the option ‘Run as Administrator’
for working with MCGM’s e-Tendering application.

C. Ensure to carry out the following steps for Internet Explorer Settings before
start working with the MCGM’s e-Tendering application:

1. Open Internet Explorer

2. Click on the ‘Tools’ menu button as shown below :

3. Click on the ‘Internet Options’ as shown below :

4. Click on the ‘Security’ tab as shown below :
5. If accessing the web site using Internet then select the ‘Internet’ zone from the
zone selecting options as shown below :
6. If accessing the website from Local Intranet then select the ‘Local Intranet’ zone
from the zone selecting options as shown below :
7. Click on the ‘Custom Level’ button after selecting the zone as shown below :
8. Scroll down to the ‘Active X Controls and Plugins’ options :

9. Make the following settings for the options :

a. Allow previously unused ActiveX controls to run without prompt : Enable
b. Allow Scriptlets : Prompt
c. Automatic prompting for ActiveX controls : Enable
d. Binary and Script Behaviours : Enable
e. Display video and animation on a webpage that does not use external
media player : Disable
f. Download Signed ActiveX Controls : Prompt(Recommended)
g. Download Unsigned ActiveX Controls : Prompt
h. Initialize and Script ActiveX Controls not marked as safe for scripting :

10. Scroll down to the ‘Downloads’ options as shown Below :

11. Make the following settings for the options :

a. Automatic prompting for file downloads : Enable
b. File Download : Enable
c. Font Download : Enable

12. Click on OK button and then click Yes on the message box that appears as shown
below :
D. Unknown Publisher Problem :
While working with eTendering application, the users are likely to encounter an error
'Unknown Publisher'. Below is the screenshot of the problem :

Reasons for the Problem :

1. The Certificate trust chain is not present in the Internet Explorer.
o Solution : Install the TCS-CA certificate and the CCA certificate in the
Internet Explorer.
2. The Code Signing Certificate from the TCS-CA has expired.

How to install certificate chain?

1. There are two certificates included in this ZIP file. Save these files to a folder in
your computer and install both the certificates following the steps given below.
2. Right click on the .cer file and click on the ‘Install Certificate’ as shown below :

3. Click on the Next button

4. Click on the Next button :

5. Click on the Finish button :

6. The Message appears indicating successful import:

7. Install the second certificate also following the above steps.
