FINAL VERSION- APRIL 2010 CONSULTATION DRAFT - FEB 2009 vi.0a cuent Concerts HOTWELLS & CLIFTONWOOD COMMUNITY TRAFFIC STRATEGY AIMS & OBJECTIVES FINAL VERSION APRIL 2010 “The Hotwells and Cliftonwood community, lke other inner urban communities, suffers from high levels of commuter through trafic and its negative impacts. By contrast, local people ate relatively low car users as they live within walking and cycling distance of the city centre and its amenities. Unfortunately increased traffic, poor design and management of highways and streets and lack of investment have created a situation of significant enviconmental injustice where local journeys and our freedoms of movement, safety and activities are compromised, appears that the needs of car driving commuters from outside Bristol are put ahead of those of local people making local journeys and the wider life quality of local residents. ‘This has led to damage and ongoing constraints not just to our local environment but also to our economy and community ‘The alm ofthis strategy isto dently a set of actions across the whole area that reduce risks, minimise congestion, allow us to reclaim our streets and help us to become a more balanced and sustainable community. However, italso alms to deliver reduced congestion and improvements to through traffic flows by seeking a rationalisation ofthe main route network. “The linked issues of parking and controlled parking zones are beyond the scope of this, strategy. It aims to be fully independent of these issues, However, while not addressing parking it does seek a coherent set of actions that will stop dangerous and Inappropriate parking on corners and on pavements and improve emergency vehicle access to residential streets The aims can be summarised as; “YF Get beyond highways accident statistics that donot show the toting effects of dangers on our ‘movements around our neighbourhood. “YF Wdentity constructive ways to reduce obstructions. and manage the specific dangers and the impacts of tafe. YW Better accommodate at least the current volumes of through flow traffic. YY Promote and enable changes to local transport infrastructure to encourage regeneration and sustainable (low car dependant) development of key sites. ‘YF Develop and promote proposals that are fully independent of any residential parking scheme proposals. HOTWELLS & CLIFTONWOOD COMMUNITY TRAFFIC STRATEGY METHOD FINAL VERSION APRIL 2010 ‘This Trafic Strategy san initiative of CHASE, twas fist agreed at its meeting in Apri 07. “The intention being to develop a comprehensive, area-wide proposal that would avoid the risk and perception that demands for improvements in one neighbourhood would end Up being atthe expense of surrounding neighbourhoods, ‘The proposal agreed atthe April 07 meeting was to start with a participatory mapping exercise seeking descriptions of people's common local journeys and theie Identification of danger spots/problems and obstructions {simple one sheet questionnaire (with freepost return) was drawn up and inserted into the Summer 2007 Hotwells& Cliftonwood News which was distributed to every home across the whole community. ee StASE Are You Sick of Traffic? but don'know what youcan do about it) wit you please help us bul a Communty Trae Seategy {oral ot Hotels and Cittonwood? In initial reply (late Autumn 2007) over 120 had been completed and returned covering almostall streets. These have been map plotted in terms of = + route ofdentitied local journeys colour coded by modes of travel and + dangers identified in terms of specific junctions/crossings and aso linear fssues raised, ‘The resulting traffic map, an update report onthe top ten traffic hotspots identified ‘by local people and proposed actions to address through traffic flow problems ‘was discussed and agreed at the December 2007 CHASE meeting. [Traffic Strategy Update was then included in the Spring 2008 Hotwells & CCitonvood News that identified the top ten Traffic Hotspots as well as four substantial improvements to local main roads to address the fundamental cause ~ the high volume of through-trffic being miss-directed off the main roads through residential side streets (rat-running) The Draft Strategy was produced in February 2009 and exhibited in the Create Centre for ‘a meek. Access details were posted online, a further public meeting was held and responses to the Draft, oth verbal and written, were received. Those reactions with significant support have been incorporated Int this final version ot have altered parts of the Draft Strategy such that there is now a confidence that this Strategy has an overall ‘approval rating among local respondents of ‘88%, Itis now the intention to engage with officers and members of the Council and any cother relevant authorities to try and secure ‘action on the hotspots but also on the Inter-linked improvement programmes to the area's main roads. An extension is needed to fil the critical missing section of pavement around the bend (with protective bollards). Ideally this would be done in combination witha road table to minimise speeds and collision risks (A road table being an area of raised oad, like a much extended sleeping policeman) SCORE 17 [Atthe junction of Avon Crescent & Cumberland Road. Very bad sight ines, channelling of raffic Into 2 residential stret (asa result of continued use of temporary traffic lights on Smeaton Road Bridge), the high speed of cars and lorries swinging across the junction, and combined with the dangers of ‘crossing both the junction of Avon Crescent and Cumberland Road to access the cycle path and Chocolate Path al urgently need addressing These need tobe resolved witha range of actions that Feduce or stop through traffic on Avon Crescent, by reopening Smeaton Road Bridge to two-way traffic and restricting or blocking the tum into and possibly out of this end of Avon Crescent. The crossing of ‘Cumberland Road will need to be light controlled and carefully positioned to get best it between pedestrian and cycle desire lines (cross) andl best trafic sight lines and should aso be combined with ‘ther speed control actions on Cumberland Road. SCORE 15 & 10 Between the top of Constitution Hill & Goldney Avenue a crossing needs to be installed (ideally a zebra on a road table) to provide a safe route across Regent Street /Clfton Road where they meet Constitution Hill /Goldney Road etc. to provide for a route to Christchurch School and between Clifton and Ciftanwood via St Andrew's Walk. One way of assisting reclaiming Hotwell Road would be to stop traffic exiting from the lower part of Hopechape! Hil Tis latter possibilty met with considerable opposition during consultation and has therefore been removed from the detail on p14 Hopechapel ills therefore shown as allowing traffic access to Hotwell Road as now. Itis hoped that the changes made recently and the new pedestrian crossings introduced wil receive positive responses during consultation. However action on these willnt themselves adress the fundamental ‘cause of negative traffic impacts ~ the high volume of through trafic ‘overflowing from the main roads into residential side-streets and ratrunning to try to avoid congestion much of which arises from the inconsistency of capacity ofthe main road network. The following actions are proposed to improve the local network of main roads (for through tafficicommuters as well s local people increase cor balance through flow capacity while delivering significant Improvements to the quality and sustainabiliy of the local environment and economy, The proposed traffic inkiatives and outlined site regeneration opportunities created interrelate with the hotspots and with each other. They are ‘more complicated and some involve change ust beyond the Hotwells and Clitonwood area. Detaled design, costings and appraisal are beyond the scope ofthis strategy. Hotwells and Cliftonwood (low cost) Homezone Implement a ring of road tables'informal zebra crossing on an extended flat-topped, speed hump) on all the entranceways from surrounding main roads, Sign Its 20mph and as a Homezone where pedestrians have priority and apply a7 tonne weight limit (with exemptions) This cross-area initiative could be implemented from the top and bottom of Granby Hilln the west, Cornwallis Cresent & Goldney Avenue in the north, from the top of Clifton Wood Road inthe east and at the bottom of Ambra Vale.ifton Vale, Hopechapel Mill and Joy Hill inthe south, Implementation of a Homezone could deliver (on Nos. 1, 4,68 8 of ourTop Ten Traffic Hotspots Itshould be combined with proposed refreshment of roadmarkings.
