I have following queries. 

1. Ideally it should be ZERO, but is there is any acceptable limits of plagiarism. 

Agreed.  However it is not always possible.  Hence each university sets a minimum limit for 
overall similarity index (complete dissertation/thesis).  Example a maximum of 15% in the 
similarity index with not more than 3 % of similarity from any specific publication. 

Some university also has it sectionwise too, ie. percentage allowed for introduction, M & 
M, Result, Discussion like wises 

2. What a student will write in review of literature. 

The current available knowledge in published scientific literature globally, nationally / 
regionally.  The flow has to be sequential with appropriate side heading and leading the 
reader to what is already known, what is not known (lacunae).  This brings us to the Aim & 
Objective of the study and Need of the study 

When writing this section, the student has to read full articles (not just abstracts), 
understand what they say, assimilate them, and write in his/her own words by quoting the 
articles appropriately.
