Flooding fears surge as rivers rise; Wilmington cut off
By Chuck Burton
THE ASSOCIATED PRESS

WILMINGTON, N.C. — Catastrophic flooding from

Florence spread across the Carolinas on Sunday, with
roads to Wilmington cut off by the epic deluge and muddy
river water swamping entire neighborhoods miles inland.
“The risk to life is rising with the angry waters,” Gov.
Roy Cooper declared as the storm’s death toll climbed to
17.
The storm continued to crawl westward, dumping more
than 30 inches of rain in spots since Friday, and fears of
historic flooding grew. Tens of thousands were ordered
evacuated from communities along the state’s steadily ris-
ing rivers — with the Cape Fear, Little River, Lumber,
Waccamaw and Pee Dee rivers all projected to burst their
banks.
In Wilmington , with roads leading in and out of the city
underwater and streams still swelling upward, residents
waited for hours outside stores and restaurants for basic
necessities like water. Police guarded the door of one
store, and only 10 people were allowed inside at a time.

Shortage of truckers has

industry considering teens
THE ASSOCIATED PRESS

KANSAS CITY, Kan. — A nationwide shortage of truckers

has some industry officials and national lawmakers sup-
porting a plan to allow 18-year-olds to become long-haul
drivers, while others in the industry say it’s a bad idea that
will decrease safety on the nation’s road.
Apex CDL Institute in Kansas City, Kansas, trains truck-
ers and would likely have more students if federal proposals
to allow those under 21 to drive big rigs across the country.
But institute director Jeffrey Steinberg thinks most 18-
year-olds would make bad long-haulers.
“Sure, I’d make money” if the law was changed, Steinberg
said. “But is it going to create more problems than it would
solve? In my opinion, yes. I don’t think it’s safe.”
Bills before the U.S. House and the Senate — co-spon-
sored by U.S. Sen. Jerry Moran of Kansas — both propose
that people under 21 who have commercial drivers’ licenses
be allowed to take their cargo across state lines. Federal law

Speakers were also concerned that charity care — health
care provided for free or at a discount for low-income
patients — would by compromised by the merger.
During the hearing, about as many people spoke in favor
of the merger and said it will only enhance Sequoia

“The goal of Dignity Health Sequoia has always been to
provide the highest quality medical care and this alliance
will help them further that goal. ... I’m hoping that these
issues can be clarified and resolved so that you can allow
this alliance to move forward,” said Diane Howard, vice
mayor of Redwood City. “Historically, [Dignity Health] has
joined with UCSF and the Cleveland Clinic to share
resources and knowledge. Now it plans to join with
Catholic Health Initiative to once again up its game.”
After the merger, the new hospital system will be called
Integrated Healthcare Operations, and it will include more
than 700 care sites and 139 hospitals across 28 states. It
will also employ more than 159,000 people and over
25,000 physicians and other advanced practice clinicians,
according to a press release.
