United Civil Design Group, LLC. is pleased to submit this Final Drainage Report for the Foothills
Solar and Substation site in Loveland, Colorado. In general, this report serves to document the
stormwater impacts associated with the proposed Foothills Solar and Substation.
We understand that review by the City of Loveland is to assure general compliance with
standardized criteria contained in the Storm Drainage Design Criteria and Construction
Standards. This report was prepared in compliance with technical criteria set forth in both the
Urban Drainage and Flood Control District (UDFCD) Urban Storm Drainage Criteria Manual and
the City of Loveland Storm Drainage Design Criteria and Construction Standards manual.

The Foothills Solar and Substation site (referred herein as ”the site”) is located in
portions Tracts B, C and D of the Vanguard-Famleco Second Addition to the City
of Loveland in the Northeast Quarter of Section 9, Township 5 North, Range 69
West of the 6th Principal Meridian to the City of Loveland, Larimer County,
Colorado. The site is bounded by West 29th Street on the north, West 22nd
Street on the south, MeHaffey Park on the east, and undeveloped land to the
west.
On the west side of the site is a drainageway that will be unaffected by the
development of this site. Within the development limits of the development on
the east side of the site there are no major drainageways, facilities, or
easements.
B. Description of Property
The site has a platted area of 52.6 acres of mostly undeveloped land.

C. Description of Development
The planned development for the site on this property will consist of the
following improvements:
The construction of an 19 acre Solar Field.
The construction of a 2.4 acre Substation.
The construction of a public major collector road (Rio Blanco Drive).
The construction of gravel drives in support of access to the Solar Field
and Substation.
The construction of landscaped areas and berms.
The construction of storm drains culverts and drainage swales to support
the proposed site in regards to storm runoff.
The construction of a water quality pond located in the southeast
portion of the site.
The westerly 17 acres of the site will remain undeveloped and continue
to drain to the west unaffected by the proposed improvements.
The site is split by the Rist Benson and Hogback basins of the City of Loveland
Master Drainage Plan. Prior to development, 28.5 acres located on the west
side of the property drains to Hogback basin and the remaining 24.1 acres on
the east side of the site drains to the Rist Benson basin.
B. Sub-Basin Description
The proposed project will re-direct some of the historic flows from Hogback
basin to Rist Benson basin. After development, the western 18.7 acres will drain
to the Hogback basin and the remaining 33.9 acres will drain to Rist Benson
basin. All of the proposed development will be in the Rist Benson basin and can
be safely directed to a proposed water quality pond at the southeast corner of
the site. A storm sewer stub was provided at the southeast corner of the site to
convey the 100-year storm event to a regional detention pond located on the
Mehaffey Park property south of the site.
The project site receives off-site runoff from the property to the northwest and
will continue to receive these off-site flows with the proposed development.
The onsite stormwater infrastructure and water quality pond have been
designed to account for these offsite flows.

The design criteria for this study are taken directly from the City of Loveland
Storm Drainage Criteria and City of Loveland Storm Drainage Standards (referred
to herein as City Drainage Criteria and Standards) and the Urban Storm Drainage
Criteria Manuals Volumes 2, and 3 (referred to herein as USDCM).
This site has been included in the Mehaffey Park Regional Detention Pond
Report completed by WH Pacific on July 15, 2013. In addition, the site was also
included in the Mehaffey Park Final Drainage Report completed by WH Pacific
on July 3, 2013.
C. Hydrological Criteria
In accordance with the City of Loveland policy, a minor and major storm for the
Loveland area is identified as the 2-year and 100-year storms, respectively. A
major storm for the Loveland area has a recurrence interval of 100 years has a
peak intensity of 9.40 in/hr.
These storms have been used as a basis for planning and system. The peak flow
rates for design points have been calculated based on the Rational Method as
described in the USDCM with storm duration set equal to the time of
concentration for each sub-basin. This method was used to analyze the
developed runoff from the 2-year (minor) and the 100-year (major) storm
events. The Rational Method is widely accepted for drainage design involving
small drainage areas (less than 160 acres) and short time of concentrations. The
Rational Method is ideal for storm sewer sizing and small detention pond sizing

(for tributary areas no larger than 90 to 160 acres). Runoff coefficients were
assumed based on impervious area and soil type and are given in the
Appendices.
D. Hydraulic Criteria
The developed site will convey runoff to the proposed pond via swales, concrete
pans, and pipes. The City Drainage Criteria and Standards and USDCM were
referenced for all hydraulic calculations. In addition, the following computer
programs were utilized:

Hydraflow Express Extension for AutoCAD Civil3D
UD-Inlet by UDFCD
The project includes the construction of a 2.4 acre substation, 19 acre solar field,
Rio Blanco Avenue, gravel access roads, and significant landscape buffers. In
general, existing drainage patterns are being maintained with the proposed
project. The site will ultimately consist of ground covered by landscape,
pavement and gravel.
All referenced tables, charts, formulas, etc. are included in the Appendices. The
area, time of concentration, and runoff of each proposed sub-basin is
summarized in Appendix A. The project site was divided into five (5) developed
sub-basins as explained further below:
Basin A1
Basin A1 consists of a water quality pond designed to provide water quality
for runoff within the pond itself in addition to all other onsite basins (B1, C1,
D1-D5).
Basin B1
Basin B1 consists of the northern half of the proposed Rio Blanco Avenue in
addition to onsite and offsite land (i.e. a portion of West 22nd Street) at the
southern end of the site. The runoff is conveyed via curb and gutter and is
further discharged into storm sewer infrastructure by way of a curb inlet on
the east side of Rio Blanco Avenue.
Basin C1
Basin C1 consists of the western half of the proposed Rio Blanco Avenue in
addition to a portion at the southern end of the proposed solar field and

land adjacent to the south solar field boundary, west of Rio Blanco Avenue.
The runoff is conveyed via curb and gutter and is further discharged into
storm sewer infrastructure by way of a curb inlet on the west side of Rio
Blanco Avenue.
Basins D1-D5
Basin D consists of Basins D1-D5 which includes some offsite property that is
also owned by Loveland Water & Power. The drainage is designed to be
collected via a series of swales and storm drain culverts that will discharge to
the proposed water quality pond at the southeast corner of the property.
Basin D will contain the majority of the proposed improvements and will
consist of mostly grass in addition to some gravel (e.g. gravel drives and
substation) and concrete (e.g. substation and existing water tank area).
Basin OS1
Basin OS1 consists of a small, 0.06 acre portion of Rio Blanco Avenue
adjacent to the northern boundary of the site. The runoff will follow the
natural, easterly draining pattern. When Rio Blanco Avenue is extended to
the north this small amount of runoff will be conveyed in the street to the
north.
B. Specific Details
Swales
All proposed drainage swales on the site are grass-lined drainage swales and
were designed based on the 100-yr event per City of Loveland rainfall
intensities. Appendix C provides a visual and numerical representation of
various cross sections processed in Hydraflow Express Extension for AutoCAD
Civil3D. All drainage swales were designed in accordance with the City of
Loveland Storm Drainage Criteria (Addendum to the Urban Storm Drainage
Criteria Manuals Volumes 1, 2 and 3).
Stormwater Quality
Water quality on the site will be provided through large grass buffers, open
areas, and several grass lined swales. Ultimately, water quality will be
provided via a water quality pond. The following is a table depicting the
required design volume for the proposed water quality pond given on and
offsite parameters affecting drainage:

Storm sewer and culvert designs throughout the site were developed based
on the 100 yr event per the City of Loveland rainfall intensities. Appendix C
provides a visual and numerical representation of all proposed storm sewer
designs.

V. Sediment/Erosion Control
A separate Storm Water Management Plan (SWMP) will be prepared for the site in
accordance with the Stormwater Discharge Permit for Colorado Department of Public
Health and Environment. The SWMP will include more detailed information on the
sediment and erosion control items for this project. At a minimum, the following
temporary BMP’s will be installed and maintained to control on-site erosion and
prevent sediment from traveling off-site during construction:
Silt Fence – a woven synthetic fabric that filters runoff. The silt fence is a
temporary barrier that is placed at the base of a disturbed area.
Vehicle Tracking Control – a stabilized stone pad located at points of ingress and
egress on a construction site. The stone pad is designed to reduce the amount of
mud transported onto public roads by construction traffic.
Riprap – Riprap will be used downstream of all storm sewer outfalls to control
erosion of the receiving channels.
Inlet Protection – acts as a sediment filter. It is a temporary BMP and requires
proper installation and maintenance to ensure their performance.
Straw Wattles – wattles act as a sediment filter in swales around inlets. They are
a temporary BMP and require proper installation and maintenance to ensure
their performance.

The contractor shall store all construction materials and equipment and shall
provide maintenance and fueling of equipment in confined areas on-site from which
runoff will be contained and filtered. The temporary Best Management Practices
(BMP’s) will be inspected by the contractor at a minimum of once every two weeks
and after each significant storm event.

B. Drainage Concept
The drainage system has been designed to convey the runoff to the designated
design points and the existing off-site pond in an effective manner as safe as
possible. The runoff area for Rist Basin was increased by approximately 10 acres
over what was previously planned. However, with the reduced imperviousness
of the site and the recent construction of the regional detention pond south of
the site no negative impacts are anticipated to the City of Loveland Master
Drainage Plan due to the proposed improvements.
C. Stormwater Quality
Water quality will be provided through large grass buffers, open areas, and
several grass lined swales. Ultimately, water quality will be provided within the
water quality pond at the southeast corner of the site.
