A few comments:
1) By short-term I'm thinking 6-12 months. I agree this would be a challenge but it might make sense to "seize the
day," and provide a definitive response to this issue while it's still an issue. Perhaps it's unrealistic but I wanted
to raise the need.
2) There area variety of studies that touch on this subject albeit each with its own nuances and variable
approaches; none that I'm aware of that have been published in a peer reviewed journal (doesn't mean there
aren't any). A few places to start include: the macroeconomic forecasts with different BAU and carbon reduction
scenarios, the PERI report from last fall that looks at the multipliers for REand EEversus conventional energy
resources, the recent report that studies the Spanish context.
3) There-are many layers at which this type of work can be done. The timeframe we work with may vary depending
on the specific methodological approach we take. However, this is an issue where I think we could make a
. significant contribution.

I don't think we will be able to do a net jobs study in the short term, but we need to come up with an
. appropriate response to these criticisms soon. I just spoke to a few people at AWEA about this and they are
discussing it this afternoon. We have talked about how difficult a net jobs analysis will be - does anyone have
peer reviewed examples of net jobs studies that we might read before meeting about this? .

.Ithink it might make sense for us to pull together some proper analysis in the near term on this issue. AWEA policy
people are quite concerned about a recent report published in Spain (likely the one cited here) and I suspect they are
not the only ones. Perhaps national net jobs analysis could be the emphasis of our IMPLAN training.

Eric and I had a brief conversation about this yesterday, and there were some emails abo~t
what we could and couldn't do in this area in the short run. Given the bills before
congress, the short run--as in weeks--is an important time horizon. I would be most
interested in further discussion of whether we have something to add beyond what Avi has
done, which could be done in two weeks elapsed time. If we do, I bet we can get Gian's
clients to support it and I'd be willing to argue for it.

Two questions: (1) will we have something ready on this timeframe that we're comfortable releasing to the outside, and
(2) are there issues with the no-lobbying prohibition? I.recognize that-this is not a lobbying piece per se, but
contributing directly to an AWEA and UCS communique could raise eyebrows. This may be perfectly ok, but I don't
really know and we should check. Michelle Kubik would be a place to start.

The AWEA team just met yesterday (and at WINDPOWER last week) on how to deal with this Spanish jobs
study which won't die and the Alvarez guy is on E&E 1V today again talking about it, .

Here is a draft from Eric and me, on a memo/ response from NREL to the Spanish RE jobs report

We do not yet have a plan for distribution of this report, but would like to discuss it soon.
Avi Gopstein has rebutted this study as well. And we are working with AWEA (who is working
with UCS and others) to put out a response to this report, which is methodologically unsound,
and states that renewable energy policy in Spain (and therefore in the U.S.) is a wast~ of
money and actually costs jobs rather than creates jobs. The report directly addresses the
Obama Administration's ideas and policies.

someone at AWEA? Anyway, they would like to see our response ASAP. At least that's my impression.
So, how will this be released? And who should answer this question? Gian? Doug? My suggestion: a memo to send to
Megan and Jaques and Cathy, and they can decide what to do about it? I don't think this merits report status. We did
not do any new research for this memo ..

Do we trust AWEA and CAP not to distribute it further? On the one hand, this is way overdue which is partly my fault-
over the last three weeks I've been on three different trips put of the office and I have been on the critical path. On the

AWEA asked for our comments. We told them in early June that we'd get them some comments. So now they are waiting
for our comments. I'm not sure what else to tell him.
Maybe you could tell him that we want to send it to DOE, and that they asked for it a while ago. It was not written to be
.an 'internal use only' document and isn't all that useful if it's never going to see the light of day.
