Job Title: Clinical Officer


Job Summary: Provide technical support in clinical thematic areas required to guarantee the
provision of quality ART, TB and PMTCT services to PLHA in designated clinics
under the GF program in the state.
Relationship: Report to the State Team Lead and Senior Programs Officer-Technical
Location: Niger and Osun states

PHRI Formerly known as Hygeia Foundation is implementing Global Fund to fight AIDS, TB and
Malaria, (GFATM) Project under the New Funding Model implementation in 5 states as Sub-
recipient (SR) under Family Health International (FHI360) who is the Principal Recipient (PR) for
HIV/AIDS component of the Global Fund.

PHRI is charged with the responsibility to provide Treatment Adherence, Care and Support
services to clients in all Global Fund supported facilities in 5 States which are; Osun, Ondo, Ekiti,
Niger and Kwara states.

Job Description:

• Implement ART care using current national guidelines in all clinical thematic areas-ART, PMTCT,
Pediatric ART, RH and TB/HIV.
• Develop strategies to improve ART and PMTCT enrollments in reaching the targets given by the
Principal Recipient.
• Provide regular coaching and mentoring services for the facility clinical staff to ensure good quality
care.
• Work closely with the adherence counseling unit to ensure that patients eligible for ART are
properly prepared and trained
• Work with the M&E unit to ensure data are collated and reported timely
• Ensure good TB/HIV integration and referral system in facilities; Work close with the case
management teams uplifting care and treatment services in each facility.
• Assist to collate HIV reporting indicators in each facility
• Work closely with the State program manager in areas of relevant meetings with stakeholders.
• Ensure that Program Management Team meetings are held in each facility.
• Make regular visits to all ART/PMTCT sites to assess, care of clients, ARV dispensing, Laboratory
monitoring, referrals and other quality care component of the ART program.
• Liaise with the Senior Program officer Technical at the National Headquarters
• Prepare and submit reports such as the weekly, monthly and quarterly reports, among others such
as field trip reports
• Perform any other official duties that may be assigned from time to time by supervisor

Qualification

Candidates applying for this position are expected to possess the following qualifications and
competencies:

a) MBBS or first degree in medicine is mandatory. Must have had relevant training on
management of HIV/AIDS. Candidate with additional relevant Masters Degree is also
desirable.
b) Minimum of (3-5) years working experience in a relevant field with either International
or local Organization is required for this job.
c) Ability to provide leadership or supervisory roles are needed
d) Demonstrated success in multicultural environments is required.
e) Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly
desirable.
f) S/he should have a good hands-on experience with Microsoft office packages and ability
to demonstrate above-average computer literacy.
g) Other skills required for this position are; excellent communication (verbal and written),
organizational and administrative skills.
h) The ideal candidate must be attentive to details, highly organized, flexible and self-
motivated.
i) S/he must be able to meet tight deadlines and targets with prioritized efficiency.
