CHAPTER 1

INTRODUCTION
A. Background

Health development is aimed at raising awareness, comfort and healthy life for everyone in
order to realize optimal health status as one of the elements of general welfare as mandated in the
preamble of the 1945 Constitution of the Republic of Indonesia. The hospital is an organization
through organized medical professionals and permanent medical nets provide medical services,
continuous nursing care, diagnosis and treatment of diseases provided by patients (American
Hospital Association: 1974). The hospital is a place where the sick seek and receive medical
services and the place where the clinical education for nurse medical students in various other
health profession professionals is held (Wolper and pen 1987).

Hospitals have the function and purpose of health service facilities that provide services in the
form of outpatient services, inpatient services, emergency services, referral services that include
medical record services and medical support and are used for education, training and research for
health workers.

Administration is a written proof of the process of service provided to the patient by the
Doctor and other health personnel, which with the written evidence, the medical records
provided can be accounted for, in order to support the administration in order to improve the
medical record service.

B. Problem Formulation

1. What is administrative understanding?

2. What is the procedure and archiving of Administration and Finance in the hospital?

C. Purpose

To know the necessity of administration and finance for the benefit of doctors, patients,
health services and the development of science.

DISCUSSION
A. Understanding Hospital Administration

Administration is narrowly defined as the preparation and recording of data and


information systematically both internal and external with the intention of providing information
and facilitate to recover both partial and comprehensive. This narrow administrative
understanding is better known as Administrative.

Administration of a hospital is a process of planning, organizing, directing, supervising,


coordinating and assessing the resources, procedures and abilities available to meet the demands
of health, care and a healthy environment by providing and organizing various health efforts
directed to individuals, family, group or community (Azrul, 2010) .

B. Health Administration Function

The administrative function has many divisions, but this is taken to Azrul Azwar's opinion in
his book "Introduction to Health Administration Sciences". He said that the administrative
functions are divided into 4 kinds, namely:

1. Planning including financing planning.

2. Organizing, which includes staffing.

3. Implementation, which includes deployment and coordination.

4. Assessment, in order to see whether the plan that has been prepared can be achieved or not.

The health administration process in a hospital usually includes the following:

1. Hospital finances, either from the patient or for the benefit of the hospital.

2. Staffing.

3. Acceptance of the patient.

4. Patient health facilities.

5. General administration, such as administration and archiving.

C. Hospital Administration Elements

From the understanding of hospital administration there are at least five elements in the
determination of success or failure of an administrative implementation (Azrul, 2010):

1. Input (input)

What is meant is everything that is needed to carry out the administration work. Input or
device of many kinds. Some of the most important (Azrul, 2010):

a) The United States health administration education commission divides into 3 types, namely
the source, the procedure and the ability

b) Koontz and Donnels, distinguish inputs on four types of human, capital, managerial and
technology.

2. Process

In this administrative process is about the steps to achieve the expected goal (Azrul, 2010).

3. Output

What is meant by output (output) is the result of administrative work. And the output is about
health services both medical services and public health services (Azrul, 2010).

4. Goals

Goals or targets are intended to whom the output is produced or intended. In hospital
administration the intended target is individual, family, group and community either directly or
indirectly (Azrul, 2010).

5. Impact

Regarding the outcome of the outcome, for the expected impact is increased health status.
improvement in health status can be achieved if the needs and demands can be met well (Azrul,
2010).

D. Hospital Administration Benefits

In general, the benefits provided there are three kinds of (Azrul, 2010):

1. Can manage the resources, procedures and abilities in running the administration in the
Hospital effectively and efficiently and can be managed with the best.

2. Can meet the needs and demands of health care users, individuals, families, groups and
communities appropriately and as needed, to meet the needs and demands required skills to meet
them.

3. Can provide and the implementation of health service efforts as well as possible for the
improvement of public health.

E. Scope of Hospital Administration

1. Administrative activities

The main activities with the administrative function itself ranging from planning, organizing,
implementation of supervision sampat. So the administrative work is not limited to typing,
record or correspondence. (Azrul, 2010)

2. Objects and administrative subjects

Objects and administrative subjects are health systems, this involves a collection of complex
sustainable factors that exist in a country to meet the needs and demands for health both health
services and health financing.

F. Division of Administration Services

1. Outpatient Administration Services

a. Patients come to register at the registration booth.

b. Officer enrolled patient:

1) New patient

a. For patients who do not have / did not bring KTPP, the index number (in working area: 00.---
and outside of work area is 90 .---), Mother's Index in work area 0100, child to I 0200, second
child 0300 ff , Mother outside work area 0190, child to I 0290, second child 0390 dst. name of
KK, patient name, address at register index number.

b. Officers made KTPK.

c. Officer made outpatient card.

2) Patients who already have KTPP:

1. Officers to seek outpatient card according to KTPP index number for patients who have been
treated / visited.

2. Officers make outpatient cards in accordance with the identity of the patient for patients who
have never been treated / visited.

3) Patients Askes / Jamkesmas / Jamkesda / Non Maskin:

1. Officer asks patient to show Askes Card / Jamkesmas / Jamkesda / Non Maskin

2. Officer shall record the number of Askes Card / Jamkesmas / Jamkesda / Non Maskin.

3. Officers withdraw retribusi according to local regulations for patients from outside the district.

d. Officer brings an outpatient book to the desired service destination and the officer in the
service room to whom the recipient calls and receives the patient and performs the service
according to the applicable standard protocol / standard.

e. The Counter Officer takes an outpatient card to the respective examination room / service after
completion of service and administration in the examination / service room.

f. The Counter Officer saves the Outpatient Card to the Archive Rack according to the index
number.

G. Denogram Di Rumah Sakit .

A. Conclusion

Administration is both written and recorded information about identity, anamnesis, physical
determination, laboratory, diagnosis of all services and medical action provided to patients and
treatment whether hospitalized, outpatient or who get emergency services.

The purpose of administration is to support the achievement of orderly administration in the


framework of efforts to improve health services in hospitals. Without the support of a good
administrative management system and correct, it is impossible orderly hospital administration
will succeed as expected.
