President’s Letter
Happy October! Fall is here.

In September there was a meeting for the upcoming Belair Road streetscape. You can see some details of the plan
that was presented on the next page regarding the area around Belair Road and Frankford Ave.

Hamilton-Lauraville Mainstreet will be hosting the downhill derby on Harford Road just north of Hamilton again
this year on Sunday, October 14th. Come out and join us for this wonderful event in the neighborhood.

Later this month on the 27th is the Mayor’s fall cleanup. We’ll be targeting the Biddison Cemetery at 3821
Forrester Ave for the cleanup this year from 9 AM to 1 PM.

Our annual elections are coming up in November. Please consider joining the board and getting involved. I’ve
included descriptions of the positions in the newsletter and if you have any questions please e-mail us at

NECOP – Northeast Citizens on Patrol

In Northeast Baltimore we have a district wide Citizens on Patrol program called NECOP. The
reasoning behind the COP program is that regular neighborhood patrols can make criminals feel
uncomfortable and drive them out of our neighborhood. Communities with regular NECOP
patrols, such as the North Harford neighborhood, also see significantly less crime than
communities with inactive patrols.

Participants meet at the Northeast Police station at 1900 Argonne Drive near Morgan State and
an officer will give you a direct number to keep them in contact with the Police. You would then
proceed to patrol the neighborhood in your car. Patrols normally go out each Thursday and
Friday from about 7:30 - 10:30. Anyone interested in the Citizens on Patrol program, please

o Are you new to proposal writing or want a quick refresher? This class will provide you with an overview of
how to write a standard project proposal to a foundation. It will include:
o The basic elements of a proposal
o The “do’s” and “don’ts” of writing and submitting a proposal
o How to follow up whether the answer is yes or no
• Introduction to Project Budgets – Tuesday 10/16 @ 1 PM
o Are you ready to start fundraising for your project or idea, but don’t know what and how much to ask for? If
preparing a budget for your foundation grant is holding you back, come learn the basic elements of how to
draft a project budget with confidence.
o This class will provide you with step-by-step instructions on how to generate a standard project budget for a
foundation proposal. The discussion will include:
o The basic components of a project budget including income and expenses;
o How to estimate the realistic cost of a project;
o What other financial documents you may need to submit with your proposal.

Get Involved, Join the Waltherson Improvement Association Board

The Waltherson Improvement Association Board is an active group of neighbors who work together to advocate
for the neighborhood. If you would like to get more involved with the neighborhood, consider joining the Board as
an officer. Elections will be held at the November general meeting.

The Board markets neighborhood to potential new neighbors, advocate for schools and families, work together
with the City to address problems like traffic and vacant houses, and promote camaraderie among neighbors.

The Board consists of a President, 1st Vice Preseident, 2nd Vice President, Secretary, Treasurer, Parliamentarian,
Sergeant at Arms, and Member-at-Large. Officers serve a one year term, and elections are held at the November
13th general meeting.

Board members gather monthly to discuss and address general concerns of the neighborhood. In between
meetings the board members stay in touch via email and attend community events on behalf of the neighborhood.
The commitment is about 3-5 hours per month.

Montana Ave Pitch In


Thanks to the neighbors on Montana Ave on a successful cleanup day. Last month we helped them
secure a dumpster to tidy up their corner of the neighborhood. Below are some pictures from their
cleanup. Great work keeping Waltherson clean.

The Biddison Cemetery was an old


family cemetery owned by the
Biddisons and was located in their
farm before the area was incorporated
into the City and developed in the
early 20th centery.
