IMPORTANT NOTES TO BE READ BEFORE COMPLETING THIS FORM
It is FCO and UK Government Policy that all procurements should follow the principles of open and fair competition to
obtain best value for money. Certain single sourced requirements may also be subject to OJEU publication Any request for
single source justification conflicts with these competition principles so will be subject to various levels of internal and
external scrutiny with the possibility of challenge, which may include the EU Commission. Single Source justification is not
therefore a decision that can be taken lightly.
This Form should be completed for all single sourced (non-competed) requirements that are likely to have a cost that falls in
the range £5,000 to £80,000 (or equivalent value in other currencies) over the total lifetime of the contract. Such
recommendations must be signed-off by a senior officer with appropriate delegated authority:
 At FCO posts this sign-off is permitted up to the £80,000 threshold.
 Any approval above this threshold and for all UK requirements (above the £5,000 threshold) must be sought from the
appropriate CPG (Category Team) representative.
 Any consultancy requiring single source justification above £50,000 over the lifetime of the contract must be approved
following a separate CVP process that involves PUS and DG Finance sign-off.
Single sourced action is NOT PERMITTED for any requirement likely to exceed £80,000 Sterling over the total lifetime of the
contract, unless formally agreed in advance by the FCO.

Description of requirement (including as appropriate the duration of any requirements):
This SSJ is to request the contracting of INTERPRO who is the sole supplier for all events taking place during the
Formula 1 (F1) Brazil Grand Prix Race during the period of November 22nd through 24th. The request is for the
rental of a VIP Lounge at the Paddock as well as the organization of a series of promoting events that will take
place in that space during a 3 day period.
The international promotion space will carry the following activities

A VIP lounge:

 It will be GREAT branded, allowing us to invite 28 VIP business guests per day (Friday, Saturday, Sunday)
from key sectors;

 Top level creative industries and transport contacts (Friday)

 High profile inward investment to the UK leads (Saturday)

 7 Strategic Partners on Sunday (these are some of the top British companies operating in Brazil, such as
Rolls-Royce, BG Group, AstraZeneca, GSK, HSBC, BT, BP), who would in turn invite 7 key Brazilian businesses (such

as Petrobras, Vale, to cite but two examples).

 This lounge brings with it the potential to further business deals, such as the Oil&Gas and Shipbuilding
HVOs (High-Value Opportunity) with Petrobras, worth £490 million, or Embraer’s potential inward investment in
the UK (PLEASE PROTECT – this is commercially sensitive information, value has not been disclosed but would be
several million pounds).

 It also puts these British companies within an exclusive business environment, with key decision makers
from companies representing a significant proportion of Brazil’s GDP (20% or potentially more).

 Brochure distribution to wide, high impact business audience showcasing high-performance engineering
and creative industries expertise from 25 UK companies.

Bloodhound exhibition space

 This has been included as a bonus due to the excitement created by the Bloodhound project with F1
organisers.

 It will be in the communal area among all VIP lounges (so major business exposure) as well as allowing for
an exclusive GREAT backdrop (generating media exposure).

 It is worth highlighting that Globo, Brazil’s largest TV network and official televiser of F1 here, will have a
booth in this same area and the opportunity for direct television exposure is very likely.

Creative Seminar

 Ministerial visibility, as Robert Goodwill MP will open the seminar and will visit F1 teams, generating
media exposure.

 Venue in premium location, adjacent to the Paddock where VIP lounges will be – this has been offered to
us as a courtesy and is not available to private companies (even if they wish to pay for it).

 22 guests allowed (again as a bonus) in addition to the original 28 paddock guests – totalling 50 high
profile attendees from the Brazilian business communities.

The participation on this event will bring high visibility and quality throughout all events, reaching a targeted and
exclusive audience; supporting business deals and inward investment into the UK. Estimated reach of an audience
of 8 million based on one GREAT piece with Globo Esporte during the weekend (with GP as a whole being viewed
by in excess of 80 million) and footfall of 127,000 some of the most influential people in Brazil

Justification:

Background:
The GREAT Britain campaign is the British Government’s most ambitious international marketing campaign
ever and showcases the very best of what Britain has to offer in order to encourage the world to visit, study
and do business with the UK. It is part of the Prime Minister’s ‘global race for growth’ and supports the UK’s
Olympic Legacy programme.
This campaign requires participation in many events throughout 2013-2014 such as the Brazil vs. England
Friendly game, Clipper Yacht Race, Rock in Rio, World Cup pre-events and the F1 Grand Prix race.

Contracting of a sole provider:


This activity is part of a series of GREAT F1 events that we are running from 20 to 30 November in Sao Paulo.
In order to promote the event the contracting of an International Promotion space is necessary. And as far as
concerning this specific event, there is one official and sole organiser of F1 in Brazil, so there is no availability
for contracting other suppliers.
The lounge will be used to generate Service Deliveries for UKTI as well as to promote the GREAT Campaign to
invited VIPs. We are developing a number of activities for this space over the 3 days, including interviews and
visits to F1 teams by Minister of Transport, Robert Goodwill, Andrew Green (Bloodhound Project), etc.

Please note: By authorising this Single Source Justification the Officer recognises this will conflict with the FCO and UK
Procurement policy position of competition to demonstrate value for money. Furthermore the Officer is formally
acknowledging that they are satisfied that all alternative options relating to competition and the use of other public body
contracts to fulfil this requirement have been ruled out. They recognise that their approval to Single Source may give rise
to the FCO receiving complaints or formal challenge from appropriate national and EU authorities and suppliers.
