Betreft: criminele organisatie, witwas, private corruptie

In het kader van een onderzoek van het federaal parket, gevoerd door de
onderzoeksrechter te Limburg, worden vanochtend over het hele land 44
huiszoekingen verricht. Deze huiszoekingen worden uitgevoerd door de Federale
Gerechtelijke Politie Limburg, met steun van de FGP’s van Antwerpen, Leuven,
Waals-Brabant, Brussel, Halle-Vilvoorde, Oost-Vlaanderen, West-Vlaanderen,
Bergen en Luik, en met steun van de Wegpolitie en van het Interventiekorps van de
geïntegreerde politie.
Tegelijk worden op verzoek van de onderzoeksrechter ook 13 huiszoekingen verricht
in het buitenland, met name in Frankrijk, Luxemburg, Cyprus, Montenegro, Servië en
Macedonië. De simultane tussenkomsten in het buitenland werden gecoördineerd via
Eurojust.
In totaal nemen aan deze actie in België 184 politiemensen en in het buitenland 36
politiemensen deel.

Het federaal onderzoek is eind 2017 opgestart naar aanleiding van een verslag van de
Cel Sportfraude van de federale politie, met aanwijzingen van verdachte financiële
verrichtingen in het Profvoetbal 1A.
Sommige spelersmakelaars zouden – onafhankelijk van mekaar – deze verrichtingen
opgezet hebben waardoor commissies bij spelerstransfers, verloningen van spelers en
trainers, en andere betalingen verborgen worden voor de Belgische overheid en voor
andere betrokkenen bij de transacties.

Tijdens het onderzoek doken aanwijzingen op van mogelijke beïnvloeding van
wedstrijden in het competitieseizoen 2017-2018. Het federaal parket vorderde hierop
de onderzoeksrechter om zijn onderzoek uit te breiden met deze feiten.

Het gerechtelijk onderzoek heeft betrekking op activiteiten in het kader van een
criminele organisatie, witwas en private corruptie.
De huiszoekingen van vanochtend worden onder meer uitgevoerd op de zetel van
meerdere voetbalclubs actief binnen de Jupiler pro League. Hierbij werden
verschillende documenten en dossiers in beslag genomen.
Tevens worden huiszoekingen verricht bij bestuursleden van voetbalclubs,
spelersmakelaars, scheidsrechters, een voormalig advocaat, een boekhoudkantoor,
juweliers, journalisten en enkele mogelijke medeplichtigen.
Een groot aantal personen werd van hun vrijheid beroofd en meegenomen voor
grondig verhoor. De onderzoeksrechter zal later beslissen over een eventuele
voorleiding of aanhouding.
De huiszoekingen in het buitenland vinden voornamelijk plaats op de zetels en bij de
zaakvoerders van buitenlandse rechtspersonen die gebruikt zouden zijn bij het
opzetten van de verdachte financiële verrichtingen. Hierbij werden documenten en
tegoeden op bankrekeningen en in kluizen in beslag genomen.

Dans le cadre d'une enquête du parquet fédéral, menée par le juge d'instruction du
Limbourg, 44 perquisitions sont effectuées ce matin dans tout le pays. Ces
perquisitions sont réalisées par la Police Judiciaire Fédérale du Limbourg, avec le
soutien des Polices judiciaires fédérales d'Anvers, de Louvain, du Brabant Wallon,
Bruxelles, d’ Halle-Vilvorde, de Flandre Orientale, de Flandre Occidentale, de Mons
et de Liège. L’opération a également été soutenue par la Police Routière et par le
Corps d'intervention de la police intégrée.
Parallèlement, à la demande du juge d'instruction, 13 perquisitions sont également
effectuées à l'étranger, notamment en France, au Luxembourg, à Chypre, au
Monténégro, en Serbie et en Macédoine. Des opérations simultanées à l’étranger
coordonnées par Eurojust.
Au total, 184 policiers en Belgique et 36 policiers à l'étranger participent à cette
action.

L'enquête fédérale a débuté à la fin de 2017, à la suite d'un rapport de l'Unité des
fraudes sportives de la police fédérale. Elle mettait au jour des indications de
transactions financières suspectes dans la division 1A de football.
Certains agents de joueurs, indépendamment les uns des autres, auraient mis en place
ces transactions . Elles dissimulaient, aux autorités belges et aux autres parties
impliquées, des commissions. Des commissions qui portaient sur les transferts de
joueurs, sur les salaires de joueurs et d’entraîneurs ainsi que d'autres paiements.

Au cours de l’enquête, des indications d'influence possible sur les matchs de la saison
de compétition 2017-2018 sont apparues. Le parquet fédéral a alors demandé au juge
d'instruction d'étendre son instruction à ces faits.

L’instruction judiciaire couvre des activités menées dans le cadre d'une organisation
criminelle, le blanchiment d'argent et la corruption privée.
Les recherches de ce matin sont effectuées aux sièges de plusieurs clubs de football
actifs dans la Jupiler pro League.
Plusieurs documents et dossiers y ont déjà été saisis.
Des perquisitions sont également effectuées chez des responsables de clubs de
football, chez des agents de joueurs, chez des arbitres, chez un ancien avocat, dans un
bureau comptable, chez un entraineur, chez des journalistes et chez quelques
complices éventuels.
Un grand nombre de personnes ont été privées de leur liberté et emmenées pour une
audition approfondie. Le juge d'instruction décidera ultérieurement d'une éventuelle
mise à disposition ou arrestation.
Les perquisitions à l’étranger sont principalement effectuées dans les bureaux et chez
les dirigeants des personnes morales étrangères qui auraient servi à mettre en place les
opérations financières suspectes. Des documents et des avoirs placés dans des
comptes bancaires et des coffres-forts ont été saisis.

Within the framework of an investigation conducted by the Investigative Judge of


Limburg on behalf of the Belgian Federal Public Prosecutor’s Office, 44 house
searches across Belgium are going on this very morning. These searches are carried
out by the Belgian Federal Judicial Police of Limburg, supported by the Federal
Judicial Police services of Antwerp, Leuven, Walloon Brabant, Brussels, Halle-
Vilvoorde, East-Flanders, West-Flanders, Mons and Liège, with the assistance of the
Belgian Road police and the Intervention Force of the integrated police.
At the request of the Investigative Judge, a further 13 house searches are
simultaneously carried out abroad, in France, Luxemburg, Cyprus, Montenegro,
Serbia and Macedonia. The simultaneous interventions abroad are coordinated
through Eurojust.
In all, 184 policemen and women participate in the action in Belgium, 36 ones are
mobilized abroad.

The federal investigation was started up in late 2017 as a result of a report drawn up
by the Sports Fraud Cell with detailed indications of suspect financial operations in
the world of Professional Football 1A.
Some brokers in the football players market – independently from one another -
would have schemed to hide commissions at players transfers, remunerations of

players and trainers and other payments for the Belgian authorities and other people
involved in the transactions.

During the investigation further indications surfaced of possible influencing of


contests in the competition season 2017-2018. The Federal Public Prosecutor’s Office
as a consequence requested the Investigative Judge to extend his investigation to these
new facts.

The judicial investigation concerns activities within the framework of a criminal


organization, money laundering and private corruption.

The house searches of this morning are carried out, among other things, at the seat of
various football clubs active in the Jupiler Pro League. Various documents and files
have been seized.
Further house searches have been carried out at the residence of committee members
of football clubs, brokers in the football players market, referees, a former lawyer, an
accountancy bureau, a trainer, journalists and some possible accomplices.
A great number of persons have been deprived of their liberty and taken in for a
thorough interrogation. The Investigative Judge will later on decide upon who should
be held in custody or arrested.
The house searches abroad chiefly are taking place at the seats and in the residence of
directors of foreign moral persons that would have been used at setting up the suspect
schemes. Documents and assets on bank accounts and in safes have been seized.
