GENERAL

 

1.1

PURPOSE

 

The purpose of this Specification, together with the referenced Standards, Specifications and Codes, is to define the design, engineering, manufacture, assembly, inspection, testing, certification and preparation for shipment of MV & LV Cables Technical Specification for the Hassi Messaoud Upside North Project in Algeria. This specification outlines only general performance and minimum requirements; it is not intended to relieve Supplier of responsibility for the design of equipment in accordance with the latest applicable codes and standards.

The Project language is English for all technical documents. Final Documentation as well as labels shall be in French and English.

DEFINITIONS

For the purposes of the specification, the following definitions shall apply:

CONTRACTOR: is the party that carries out all the design, engineering, procurement, construction, commissioning or management of a project of a facility.

CONTRACTING AUTHORITY (CA): SONATRACH

SUPPLIER (MANUFACTURER/VENDOR): is the party that manufacturers or supplies equipment and services to perform the duties specified by the CONTRACTING AUTHORITY or CONTRACTOR.

INDEPENDENT VERIFICATION BODY: Inspection Body or Authority appointed by the CA

DPEM: Direction des Patrimoines Energétiques et Miniers. (Ministère de l’Energie).

ARH: Agence Nationale de contrôle et régulation des activités dans le domaine des hydrocarbures.

ONML: Office Nationale de Métrologie légale.

CTC: Contrôl Technique de la Construction.

1.5 TERMINOLOGYS

The word “shall” is to be understood as a mandatory requirement.

The word “should” is to be understood as strongly recommended.

The word “may” is to be understood as an action to be undertaken at the Supplier/Vendor´s discretion.

1.6 EXCEPTIONS TO THIS SPECIFICATION

VENDOR shall comply with this specification, data sheets and any other document included in the request for quotation. Any unavoidable deviation is to be clearly stated by the VENDOR in his bid.

Failure to do so will be interpreted as confirmation that the equipment/system complies with this Specification, and any subsequent extra cost that may arise as a result of an unstated deviation shall be borne by the VENDOR.

No deviation or exception to this Specification or any other document included in the request for quotation will be accepted without written conformance of the Customer.

Telecom, Fiber Optic, and Instrument cables for those electrical uses are in accordance with S-00- 1378-002 INSTRUMENT CABLE SPECIFICATION.

2 REFENRENCE CODES AND STANDARDS

In case of conflict between documents the ENGINEER shall take precedence in the

following order:

1. Algerian legal requirements (Algerian laws, edicts, regional or local

regulations, etc.).

2. Sonatrach standards.

3. International Codes and Standards.

In the event of any conflict arising between the referenced standards the more stringent

shall be applied. It shall be the CONTRACTOR’s responsibility to satisfy all technical &

certification requirements for and on behalf of the CONTRACTING AUTHORITY.

2.2 CODES AND STANDARDS

The equipment and installations shall comply with the latest issues and most recent

revision or amendment of the statutory requirements, IEC and other International

Standards and Recommendations, current at the time. Any deviation from the codes and

regulations shall only be permitted after obtaining written approval of the CONTRACTING

AUTHORITY.

The List of Referenced Standards and Regulations Register does not list all the specific

sections and dates of the reference Codes and Standards.

3 SCOPE OF SUPPLY The scope of work shall include but is not limited to:

The detail design, manufacture and supply of Power, Control and Earthing cables.

The detail design, manufacture and supply of all necessary ancillary equipment, special tools and spare parts for commissioning / start-up whether specified or not, to provide a complete and working cable system in all cases.

The preparation and supply of all documents and drawings, so that others may easily incorporate the Power & Control cables into the overall design of the project.

The factory testing of all cables. This includes the provision of appropriate test certification and report to be included in the Data Book.

Preparation for transport.

4 DESIGN AND SERVICE CONDITION

4.1

DESIGN LIFE

All equipment shall be designed for a life period of 30 Years.

4.2

ENVIROMENTAL CONDITIONS

Cables shall be suitable for continuous operation in desert locations under high ambient temperatures and humidity. The atmosphere is to be considered salty and dusty. They shall h a v e a design life of at least thirty years. All armoured cables shall be suitable for the following type of installation:

Direct buried underground.

Installed within underground ducts.

Above ground and fastened securely to cable ladder rack or tray and in open air (exposed to direct sunlight). Generally sunshades will be provided to reduce the effects of solar gain. However, cables shall be suitable for direct exposure to sunlight.

In concrete trenches (back-filled with sand).

In conduit.

In duct bank.

Determination of soil thermal resistivity 2.5ºCm/W is provided from the experience in past Algeria project and from Feed calculation basis.All cables derating factor for Soil thermal resistivity and cable grouping are defined based on the worst case scenario.

For cables installed in galleries, cable trays in substation cable room or cable trays with

cover in free air, shall be considered a temperature increment of 10 ºC respect to

same cables installed in free air.

4.2.3 SOLAR RADIATION

This point is applicable only for effect of solar radiation on surface temperature.

A solar radiation of 1 kW/m 2 shall be used. The effects of solar radiation and

subsequent high surface temperatures shall be given full recognition in the design of

the facilities and adequate equipment shading provided. All non-metallic components,

including cables, utilized in the facility and exposed to direct sunlight shall contain a

suitable ultraviolet barrier.

5 TECHNICAL CHARATERISTICS

5.1 PROTECTIVE CHARACTERISTICS

5.1.1 Against fire conditions

There shall be two different type of cables depending on the service, flame retardant cables and fire resistant cables. Fire resistant cables shall be able to operate normally in the presence of prolonged

fire for a specified time under defined conditions. They shall be fire resistant according to

IEC 60331.

For vital and essential services routed inside the buildings, cables shall be fire resistant.

For the Plant areas, this requirement mainly includes outdoor escape lights, building air

replenishment systems, fire points lifts, floodlights for specific locations and other similar

locations.

All the other power and control cables shall be flame retardant. Flame retardant cables

shall avoid the risk of fire spread. Flame retardant properties shall be within the limits of

tests to standard IEC 60332, part 1 and part 3-24 (refer to section 3.4).

Type test certificates shall be provided to confirm compliance with the above. These

certificates shall be provided at the time of quotation.

5.1.2 Other hazards

Buried cables shall have an outer sheath that is suitable for use in areas where it may be

subject to attack by hydrocarbons and water.

5.2 RATED VOLTAGE

The rated voltage of the cable for a given application shall be suitable for the operating

conditions in the system in which the cable is used. To facilitate the selection of the

cable, systems are divided into three categories:

Category A:

This category comprises those systems in which any phase conductor that come in

contact with earth or an earth conductor is disconnected from the system within 1 minute. Category B:

This category comprises those systems which, under fault conditions, are operated for

a short time with one phase earthed.

This period, according to IEC 60183, should not exceed 1 hour. For cables covered by this standard, a longer period, not exceeding 8 hours on any occasion, can be tolerated. The total duration of earth faults in any year should not exceed 125 hours. Category C:

This category comprises all systems which do not fall into categories A or B. The cables are designated by the relation Uo/U and Um, where:

Uo: Is the rated power frequency voltage between conductor and earth or metallic screen for which the cable is designed.

U: Is the rated power frequency voltage between conductors for which the cable is designed.

Um: Is the maximum value of the "highest system voltage'' for which the equipment may be used, recommended by IEC 60038.

It

is the highest voltage that can be sustained under normal operation conditions at any

time and at any point in the system. It excludes temporary voltage variations due to fault conditions and the sudden disconnection or large loads. The values of Uo recommended for power cables, with extruded insulation in three- phase systems, are listed in the last table. These values for cables and their accessories for rated voltages from 1 kV (Um = 1,2

kV) up to 30 kV (Um = 36 kV) are the recommended by IEC 60502-2, “Table 1 - Recommended rated voltages Uo”.

6 CONSTRUCTION REQUIREMENTS

6.1 30 KV, 15KV AND 5.5 KV CABLES

The cables shall be either single core or three core construction with compacted circular stranded or shaped copper conductors, 30 kV shall be single core. The conductor material shall be stranded annealed high conductivity copper of at least 99.5 per cent purity. The copper wire before shaping shall be smooth, uniform in quality, free from scale, inequalities, spills, splits and other defects. Conductors shall comply with the requirements of IEC 60228. The term “annealed” signifies that before stranding, the conductor is capable of at least 15 percent elongation without failure, the test piece being not less than 150mm and not more than 300mm long. The conductor insulation shall be triple extruded, cross polyethylene (XLPE) which shall be subjected to a dry curing process, i.e. XLPE insulation with an inner and outer semi-conducting layer that form a conductor and insulation screen. be extruded and cured in a single process.

The semi-conducting layers shall be uniform in all respects without voids and completely bonded or strippable to the surface of the insulation material The average thickness of the insulation shall not be less than the minimum value

stated in IEC 60502.

The insulation screen shall consist of an outer layer of semi-conducting material having

a minimum thickness of 1.0mm together with a layer of copper tape capable of

carrying the earth fault current as per the data sheet and based on updated Power

System Studies.

Single core cables shall be aluminum wire or aluminum double tape armoured and

three core cables shall be galvanized steel wire or galvanized steel double tape armoured.

The cable jacket shall be extruded PVC having an oxygen index not less than 30. Cables

shall be suitable for high temperatures, solar radiation and hydrocarbon chemicals found

in the processing facilities and flame retardant Category C. (IEC 60332, part 1 and part 3-

24)

Cables shall be capable of bending to a minimum radius without affecting their electrical

characteristics in any way, or causing damage to the armouring.

6.2 LV CABLES

The cables shall be either single core or multi-core construction with stranded copper

conductors.

The LV cables for power, lighting and control shall be cross polyethylene (XLPE) insulated

galvanized steel wire (single core cables aluminum wire) armoured and PVC sheathed.

The type of compound for the inner and outer sheaths shall be ST-2 of IEC 60502.

The wires shall be made of annealed high conductivity copper and shall be stranded and

compacted according to IEC 60228. The grade and quality of the copper used for the

conductor shall have purity of the order of 99.5%.

All cables shall be provided with an extruded sheath having oxygen index not less than 30.

Cables shall be suitable for high temperatures, solar radiation and hydrocarbon

chemicals found in the processing facilities.

Depending on the service cables shall be fire resistant according to IEC 60331 or flame

retardant Category C according to IEC 60332, part 1 and part 3-24.

Single core cables shall be aluminum wire or aluminum double tape armoured and the

three core cables shall be galvanized wire armoured.

Single core cable insulation shall be natural colour.

Neutral conductor shall be light blue coloured and designed equal to phase conductor.

The oversheath of the cable shall be embossed with the maker’s name, conductor

size, type, voltage level and RP (to indicate reduced flame propagation, i.e. flame

retardant) or CI (to indicate circuit integrity, i.e. fire resistant). Length of the cable shall be

marked sequentially at every meter.

(*) Insulation class of 0.6/1 kV shall be guaranteed by the Vendor.

6.6 INSULATED EARTHING CONDUCTORS

The insulated earthing conductors used for connection/bonding of the metallic enclosures of the equipment and of the earthing rings to the earthing system shall be single core PVC sheathed, copper conductor. The conductors shall be circular and composed of stranded annealed copper wires. The sheath shall be of extruded green/yellow PVC with an insulation level of 600/1000 V, shall have an oxygen index of not less than 30 and shall be flame retardant to IEC 60332.

7 OTHER REQUIREMENTS

7.1 CABLE DRUMS

Cable drums lengths shall be defined in such way that cable could be installed without using cable splices.

Cables shall be drummed in maximum continuous lengths, or in the custom lengths required on the data sheets and on non-returnable drums. Cable drums shall be of sufficient strength to protect the cable during shipping and handling.

Cable ends shall be sealed and fixed to the drum, so that both ends are accessible. To

protect the cable during shipment, battens shall be fitted around the entire periphery of

the drum. Drums shall be suitable for long term outdoor storage at site.

Drum identification labels shall be attached to the outside and inside of the drum flanges.

Labels shall be made from metal, laminated plastic or similar durable material, securely

All the above information shall be included on the manufacturer data sheet for each cable type. Cable current carrying capacity shall be adequate when installed in the defined conditions e.g. run in air ducts and/or direct buried in soil. Manufacturer shall also provide recommended cable ampacity derating tables for proper cable sizing.

8 ALGERIAN INSPECTION AGENCIES The Manufacturer shall comply with Algerian inspection agencies requirement

9 INSPECTION AND TESTING

9.1 FACTORY ACCEPTANCE TESTS

All testing shall be identified within the Inspection and Test Plan and as required by the relevant Algerian authority. The test for flame retardant and flame resistant shall be according to IEC 60332. Tests for Fire resistant shall be according to IEC 60331. So it is not sufficient to limit the tests to IEC 60502. Type Tests

Type tests shall be performed by the Supplier in accordance with the IEC

Standards. These tests shall be considered as qualification tests.

The manufacturer shall certify the type tests completed, which will be the indicated as such in IEC 60502 part 2 (cable from 3,6 / 6 kV to 18/30 kV), besides, flame retardancy tests according to IEC 60332-1, fire retardant to IEC 60332-3-24 and fire resistant to IEC

60331.

Routine Tests

According to the ITP requires, only the routine tests IEC 60502 for the MV cable shall be performed by the Supplier in the presence the Company or their appointed agents. 10 PACKING AND TRANSPORTATION All cable shall be supplied in metallic or wooden drums unless otherwise specified. Cable drums shall be suitable for marine transportation.

11 QUALITY ASSURANCE A Quality Management System in accordance with ISO 9001, “Quality Management Systems - Requirements” shall be adopted throughout the various phases of the project (engineering, fabrication, assembly and testing).
