CUSID East Novices

Introduction
The CUSID East Novice Championships will be held in Antigonish, Nova
Scotia on November 2nd and 3rd, 2018. The venue of the tournament shall be the
Schwartz School of Business, located on the beautiful campus of St. Francis Xavier
University. This tournament package serves to provide all necessary information
relating to the tournament.

Registration

There is no team cap at this tournament. Insitutions are required to submit


the number of teams and judges they will be sending by October 22nd, 2018. These
details should be sent to the tournament director. Following this, the names of
debaters and judges as well as any dietary needs must be sent to the tournament
director by October 29th, 2018.

The judging requirement for this event is n/2 rounded up, where n is the
number of teams. Therefore, is an institution is sending one team, they must send
one judge, two teams = 1 judge, 3 teams = 2 judges, etc. Teams that cannot meet
these requirements must apply to the tournament director for a judges waiver
ASAP.

Registration fees are $30 per debater, and $25 per judge. No team shall be
allowed to participate before payment is made in full.

Each team of two debaters is required to have at least one novice debater. A
Novice debater is an individual who has debated at less than three CUSID
tournaments. Please indicate which debaters are novices in your registration.

Accommodations
We will be offering limited billeting. Any teams requesting billeting must do
so ASAP. Those not billeting should book at a local hotel. We recommend either the
Homeward Inns or Claymore Inn and Suites.

Adjudication Policy

Adjudication Process

The first three rounds of this tournament will be open adjudication. This means that after
these rounds, the judges will explain the team rankings and give feedback to teams. The
last round will be closed adjudication, meaning judges will not reveal rankings or do
RFDs after the rounds. If teams ask for feedback after these rounds, judges may give
them advice, etc. but not in a way which would allow debaters to infer rankings.

Judging will be by consensus, meaning the chair and panel will deliberate and vote on
the team rankings and individual scores. The panel will fill out one ballot per room per
round to deliver to Tabs.

Speaker Score Range


These are individual scores given to every speaker in the round. The top speakers at
the tournament will receive recognition. The World’s scoring range will be used. Scores
below 65 or above 85 will require justification to the adjudication core.

90-100: Excellent to flawless. This speaker has many strengths and few, if any,
weaknesses.

80-89: Above average to very good. This speaker has clear strengths and some minor
weaknesses.

70-79: Average. The speaker has strengths and weaknesses in roughly equal
proportions. Consider 75 to be an average speech.

60-69: Poor to below average. The speaker has clear problems and some minor
strengths.

50-59: Very poor. This speaker has fundamental weaknesses and few, if any, strengths.

Equity Policy

1. Purpose
The CUSID East Novices equity officer shall strive to ensure that the tournament is a
safe, inclusive, and equitable environment for all tournament participants, staff, judges
and visitors. The equity officers are charged with ensuring the compliance of
tournament with Section 2 of the CUSID Code of Conduct as well as working to resolve
any complaints resulting from the environment of the tournament. If you require any
accommodations for CUSID East Novices, please let us know as soon as possible. This
includes accommodations due to any kind of disability, dietary restriction, religion, etc.
We will do our absolute best to get you the accommodations you need.

2. Complaints Procedure
1) An equity box will be present on the second floor of the Schwartz School of Business
for individuals to make anonymous complaints.
2) In-person complaints may be made to the equity officer.

3. Evaluation and Investigation of Complaints


1) If the equity officers have decided to investigate an issue:
a) The accused person or persons will be notified as soon as possible.
b) The accused person, at the equity officers' discretion, will be afforded
to make a written or oral statement responding to the allegation
against them.

Tabs Policy
The tournament will consist of four rounds, the first three of which will have open
adjudication. Deliberations about the round will take no longer than 15 minutes and
RFDs will be given in no more than 10 minutes. If judges do not follow these time limits,
there will be consequences. Judges should submit their ballots online via e-ballot, through
their mobile phones or laptop devices immediately when the round finishes. This will
allow the tournament to run smoothly.
The first will be slotted randomly with school protection. After the first round,
school protection will no longer occur and rooms will be power-bracketed. Teams will go
against other teams with the same number of points. The exception to this is cases where
teams may be pulled up or down a bracket due to many teams with identical scores and a
number of teams not divisible by 4. This is more likely to occur at the later stages of the
tournament. Pulls of either direction are taken into account and minimized as much as
possible for teams. Positions are protected; you will not do any position more than twice
during the course of the tournament.
After the in-rounds have been completed, four teams will advance directly to the
finals. Teams are ranked by the number of points they scored, with speaker scores as the
primary tie-breaker, and further tie-breaking mechanisms at the discretion of the tabs
