PUBLIC NOTICE

Subject: Submission of compliance reports.


In the EIA Notification, 2006 (as amended) under para no. 10 the following
provision has been given:-
“It shall be mandatory for the project management to submit half-yearly
compliance report in respect of the stipulated period environment clearance terms
and condition in hard and soft copies to the regulatory authority concerned, on 1st
June and 1st December of each calendar year”
The SEIAA while according Environmental Clearance to various
development projects is also imposing the condition for submission of compliance
report as per requirement of EIA Notification, 2006. It is observed that in the
submitted compliance reports, the information submitted is only indicative and is not
substantiated with the necessary documents such as Test reports, Statutory NOCs,
Plans and Maps and also CESR Plans are not provided. The SEIAA has decided that
the compliance reports are to be submitted by QCI/NABET accredited consultants
and the compliance report should be complete in all respect supported by the
following information:
(1) Board of Director Resolution Authorizing the person responsible for
implementation of condition imposed in the EC letter.
(2) Board of Director Resolution Authorizing NABET/QCI accredited Consultancy
Organization for preparation of compliance report.
(3) The project proponent shall submit complete compliance report of construction
phase or operation phase along with all the relevant annexure i.e. Plans/Maps as
stipulated under Environment Clearance, Mandatory NOCs/ Permissions from
various departments, latest photograph etc.
(4) The project proponent shall submit original copy of analysis reports carried out
by NABL/MOEF GOI approved labs. The project proponent shall also submit
copy of approval of lab highlighting scope of accreditation approved by the
NABL/MOEF, GOI.
(5) CESR Complete plan, status of execution and separate audit statement.
In view of the above all project proponent of the projects in which
Environmental Clearance has been accorded by SEIAA are directed to submit the
post Environment Clearance Compliance report according to the above requirement
within 15 days. Non compliance of above directions may attract penal action under
the provision of Environmental (Protection) Act, 1986.

Period of Compliance: April 2015 to September 2015.

2.0 INTRODUCTION
Post Project Monitoring is considered as an essential part to check the impact of any
project activities. Hence monitoring of various environmental parameters is carried out on a
regular basis to ascertain the following:

 To know the status of Pollution within the project site and in its vicinity.
 To generate data for predictive or corrective purpose in respect of pollution.
 Examine the efficiency of pollution control system adopted at the site.
 To ascertain environmental impacts.
Monitoring will be carried out at the site as per the norms of CPCB/SPCB.
Environmental Monitoring Programme has been conducted for various environmental
components as per the conditions stipulated in EC issued by SEIAA, Haryana.

2.1 MONITORING PROGRAMME

The post project monitoring includes the details of any major/ minor impact in the core
zone and area within buffer zone for the following parameters: -

 Ambient Air Quality Monitoring.


 Noise Level Monitoring.
 Water Quality Analysis.
 Soil Quality Analysis.
Description of the same is given as under:
2.2 AMBIENT AIR QUALITY MONITORING PROGRAMME

2.2.1 Ambient Air Quality Monitoring Parameters:-

2.2.2 Ambient Air Quality Monitoring Methodology:-


Ambient Air Quality monitoring was carried out as per the CPCB guidelines. The techniques
used for ambient air quality monitoring are given in Table 2.1.

2.2.3 Ambient Air Quality Monitoring Locations:-


Ambient air quality monitoring has been carried out at one location to assess the ambient air
quality of the project site. This will enable to have a comparative analytical understanding
about air quality and the changes in the air environment in the study area with respect to the
condition prevailing. The locations of the ambient air quality monitoring stations are given in
Table 2.2.

The sampler was placed Boundary of The Project West. Vicinity represents residential
environmental setting.

2.3.

2.3 AMBIENT NOISE LEVEL MONITORING


2.3.1 Ambient Noise Level Monitoring Locations:-
The main objective of noise monitoring in the study area is to assess the present ambient noise
levels in project site. A preliminary reconnaissance survey has been undertaken to identify the
major noise generating sources in the area. Ambient noise monitoring was conducted at 2
location as given in Table 2.4.

Noise is defined as unwanted sound that create interferences in speech communication,


causes annoyance, disturbance in work concentration and sleep, thus deteriorating quality of
Noise environment. In the present study noise monitoring undertaken at 2 location at project
site.
Since loudness of sound is the important parameter to access the effects of particular activities
on human being, and for noise environment assessment that must be taken into the account.
Hourly Sound Pressure Level (SPL) was recorded with Sound level Meter (Envirotech SLM
100) for 24 hours. The Leq value has been computed from SPL readings taken at uniform time
intervals from the relation as under:
Leq = 10 log 1/n ∑ n1=1 10SPL/10

2.3.3 Ambient Noise Level Monitoring Results:-


The ambient noise monitoring results is summarized in Table 2.5. The result of noise levels
are graphically presented in Fig 2.5 & 2.6.

2.4 WATER QUALITY ANALYSIS

Water is the most important natural resources. In order to assess the water quality, one water
sample from the Drinking water was collected from the Project site and Physico-Chemical
examination was undertaken by Standard methods (American Public Health Association -
APHA/ and the Bureau of Indian Standards -BIS).

2.4.1 Methodology of water Quality Monitoring:-


Sampling of water was carried out in the month of March 2016. Sample was collected as grab
sample and sampling forms are filled in as per the sampling plan. The preservative sample was
properly added to preserve as per standard operating procedures (SOP) and stored immediately
in ice boxes, which were ensured for appropriate temperatures. Sample for chemical analysis
was collected in polyethylene carboys. Sample collected for metal content were acidified to < 2
pH with 1 ml HNO3. A sample for bacteriological analysis was collected in sterilized glass bottles.
Testing results are enclosed as Annexure-4A.

2.5 SOIL MONITORING


2.5.1 Soil Monitoring Locations:-
The objective of the soil monitoring is to identify the impacts of ongoing project activities on soil
quality and also predict impacts, which have arisen due to execution of various constructions
allied activities. Accordingly, a study of assessment of the soil quality has been carried out.
To assess impacts of ongoing project activities on the soil in the area, the physico-chemical
characteristics of soils were examined by obtaining soil samples from selected points and
analysis of the same.

2.5.2 Methodology of Soil Monitoring:-


The sampling has been done in line with IS: 2720 & Methods of Soil Analysis, Part-1, 2nd
edition, 1986 of American Society for Agronomy and Soil Science Society of America. The
homogenized samples were analyzed for physical and chemical characteristics (physical,
chemical and heavy metal concentrations). The soil samples were collected in the month of
March 2016.
The samples have been analyzed as per the established scientific methods for physico-
chemical parameters. The heavy metals have been analyzed by using Atomic Absorption
Spectro-photometer and Inductive Coupled Plasma Analyzer.

2.5.3 Soil Monitoring Results:-


Single sample of soil is collected from the site to check the quality of soil of the study area.
The physico-chemical characteristics of the soil, as obtained from the analysis of the soil
sample, are enclosed as Annexure-4A.

2.6 CONCLUSION:
All environmental monitoring data are within prescribed limits and condition of site is very well.

Total water requirement for the project will be 479.7 kld. The details of water requirement and its
breakup, source of water and water balance are given in the Table below. Out of the total water
requirement, 234.7 kld will be met from fresh water from the Municipal Supply (supplemented by
groundwater withdrawn through 1 no. of on-site existing registered tube well), and the balance 245.0 kld
will be met from recycle of treated sewage from the Common STP in DLF City Phase-V.

The sewage generated during the operation phase (284.8 kld) will be treated up to the tertiary level in the
existing Common Sewage Treatment Plant (STP) of 9,000 kld capacity in DLF City Phase-V. The treated
sewage will be recycled/ reused for cooling, toilet flushing and horticulture in the project site and surplus
treated sewage for irrigation in golf course. Therefore, during normal operations, there will be zero
discharge, as the entire treated sewage will be recycled. The water balance diagram is depicted below.

There will be a dual plumbing system for using recycled treated sewage, which will save the consumption
of fresh water. There will be two pipe lines, one supplying freshwater for drinking, washing, cooking etc.
and other for supply of recycled treated sewage for flushing, landscape irrigation and cooling etc. This will
results in saving fresh water demand and life of existing sewerage will be improved.

Water savings fixtures:


a) Low flow flushing systems
Water consumption is more for flushing applications in any building. Use of more efficient water
saving toilets having dual flush system can result in a saving of more than 50% of water. Dual flush
systems will be installed to allow different volume of water for flushing and solids to save water.
There will be low flush cisterns working on 3 & 6 litres/flush instead of conventional 12.5 litres.

b) Low flow taps and showerheads


• Various types of sensor based technologies along with low flow devices (solenoid self-operating
valves) will be used for urinals, taps in wash basins.
• Aerators will be installed in taps which reduce the flow rate by 50-60%, e.g. from 15 l/min to 6
l/min.
• Since it is high rise building, pressure reducing valves will be installed to reduce the water
pressure and water flow

1.0 Energy Efficient Features

• Maximum utilization of natural light


• CFL & T-5 lighting fixtures in the common areas and Truelite fluorescent lamps in basements
• Use of solar lights for street lighting and landscape lighting
• Energy efficient motors and high efficiency pumps
• Appropriate design to reduce heat gain and loss
• Thermal insulation for roof and exposed wall
• Glazing glass: to maintain the U value as per ECBC
• External glazing will be below 60% of the total vertical surface as per ECBC.

2.0 Thermal Characteristics of the Building Envelope

The U-values of the roof, external wall and glazing of the building will meet the requirements as
specified in the Energy Conservation Building Code (ECBC), applicable for group housing buildings.

3.0 Compliance of ECBC Norms for Thermal Insulation:

• AC ducting: Fibre glass insulation will be used for AC ducting


• Roof: RCC slab with R-20 insulation
• Exposed wall: CLC blocks (or concrete walls) plastered on both sides
• Glazing: Double glazed glass of suitable thickness will be used depending upon the panel size

4.0 Use Energy Saving and Recycled Materials for Construction

Following low-energy/ recycled material based finishes/products will be used in the exteriors (paving
etc.) and interiors (flooring, doors/ windows, frames, interior wood finishes, paneling, false ceiling
etc.), which use low-energy materials and products and industrial waste/ recycled products and
minimize the use of wood as a natural resource.

• Use of ready mix concrete containing fly ash or PPC which contains fly ash
• Use of PPC (which contains minimum 15% of fly ash) in mortar and plaster
• Use of PPC or fly ash based paving blocks/ tiles and pre-cast elements
• Composite wood products such as hardboards, block-boards, plywood etc. made from recycled
wood scrap & dusts.
• Fibrous gypsum plaster boards made from industrial wastes
• Finished concrete flooring, ceiling tiles, ceramic tiles etc. which are made from low embodied
energy products & recycled materials or from resource efficient finishes

List of Energy Saving Measures

1. CFC Free Equipment, A.C units with CFC Free environment friendly refrigerant shall be installed to
protect ozone layer.
2. Building envelope shall be designed to reduce heat intake from outside. Wall, Roof & Glass U value
shall be as per the ECBC guide lines to save energy.
3. Lighting power densities shall be 20% less than the IGBC base line to save energy compared to
base building.
4. Energy metering shall be provided at any four of the below mentioned load for continuous monitoring
and enhance the performance of the building. This will add one credit point in IGBC Certification.
• Air conditioning
• Internal lighting
• External lighting
• Grey water pumping
• Landscape water pumping
6. Captive Power Generation: D.G set shall be ISI Rated and certified by central pollution control board
(CPCB) for emission and noise compliance. (one credit point in IGBC Certification).
7. Energy saving measures in other appliances & equipment.
• Level controllers in over head water tank shall be provided to avoid overflow of water and waste
of energy.
• All pumps shall be ISI rated and shall be of minimum 60% efficiency.
• LED lamps shall be provided in all display /exit sign boards to save energy.
• Provision of 20% Solar PV panel with LED Street lighting for the external area with 50% based
on conventional LED Street lighting would result in possible savings.
• Provision of LED lightings over T5 Fluorescent lightings will result in 20% -30% monthly Energy
Savings.
• Using Induced Jet Fans System with Secondary Mechanical Fans for Car Park Mechanical
Ventilation which would optimize the ceiling space and the overall floor to floor ceiling height for
other M&E Services. Ceiling space would appear less congested and very much neater without
massive network of ventilation ducts.

Corporate Environmental Policy

1. Protecting our shared environment is of fundamental importance to all of us at DLF. We

 As far as possible, purchasing products and services that minimise the damage on

reusable wastes and disposing the excess waste through environmentally safe manner

 Enriching the biodiversity by maximising the green landscape in our real estate projects

health or safety hazards for themselves and others in the vicinity of our operations.
Training employees, associates and other stakeholders to promote environmental
