Sarai Saleh to Simlaila (Km 39+611 to Km 58+711).

Subject: Observations on the Environmental Monitoring Report for the month of Aug
2018.

Ref:

It is to inform you that we have certain observations regarding the monthly environmental
monitoring for the month of August 2018. The observations are as follows:

1) As per your claims the PPEs are provided to labor working on the bridges and earth work.
Our observation is that nobody is using these PPEs and there is no staff deployed by the
contractor to ensure proper usage of those PPES.
2) Those PPEs are mostly worn and used by the labor on visit day only which is violation
of the health and safety standards of the ADB and NHA.
3) No flagman has been deployed by the contractor at any critical / dangerous location.
4) The HTV working on site are not following the speed limit restriction and violate the
speed limit causing a serious threat to the works and the local people.
5) No training/orientation related to any topic mentioned in your report has been conducted
on site.
6) In future include a representative of the supervision consultant to be a part of such
training/activity.

1. Asphalt, Crushing and Batching Plant

a) There is no provision of proper sanitation system as well as no provision of septic tank

for treating sewage from toilets before discharging through soakage pit.
b) Please provide water quality test report by SGS in 2017 as you already mentioned in your
EMR report.
c) Water coolers are not available at site.
d) No storage area is paved with bounded wall.

e) No proper labeling of the containers.

f) There is no emergency response system.
g) Wet scrubbers are not installed as they are used to minimize dust and pollution.
h) Please air/dust emission test should be conducted when asphalt plant production starts.

2. Camp Site

a) There is no proper drainage system.

b) There is no sanitation system and no septic tank.
c) HSE Officer complaints register copy should be provided.

3. Borrow & Quarry Areas

a) Photo # 13, 14 & 15 are edited and not actual safety sign boards.

4. Solid Waste Management

Fence Area should be marked and close drum should be provided for Bitumen after
extraction.

5. Unusable/waste bitumen area should be marked. Up to now there is no such arrangement.

6. No arrangement of drinking water at asphalt and concrete plant camp.
