THE PROBLEM AND REVIEW OF THE RELATED LITERATURE

Introduction

All through the different stages of civilization, man has

always tried to look for ways to simplify work. It has been

ascertain that computers are now becoming incredibly popular the

different aspect of business throughout the world. It is

extensively used in almost every area of human endeavour. They

serve various essential functions that improve our way of life.

Computerization is a mechanism or control system that

manages processes in business and industrial workplace. It is

exceptionally beneficial to aid human in minimizing errors and

processing time, as results it can boost productivity, results

into high quality of products and services produced in all

aspect of work. In information systems, computerization is

concerned about interconnecting different but interdependent

transactions. This can result in a computerized system with

well-designed and integrated processes that can perform task

much faster and more accurate than a manual system. (LLanda &

Trinidad, 2015)

Transaction Processing System is an event and type of an

information system that generates, collects, modifies, retrieves

data that is eventually stored in an information system and

reduces workload and supply accurate information on the

organizations transaction. One of a popular example of a TPS

that is common in educational institutions is an enrolment

system, it serves as the initialization of data and a vital part

in the life of every student upon entering schools, colleges or

universities, either public or private. It gives students the

impression on how the whole institute manages and manipulates

the entire body. Good enrolment procedure is always an asset in

a school, pertaining to fast payment, assessment procedures,

evaluation procedures and easy transactions with a high rate of

accuracy. (LLanda & Trinidad, 2015)

Generally, the information system utilized in universities

and colleges that are small and medium-size in the Philippines

are in modular types system and not integrated system. A modular

type of systems are those whose design interfaces with other

systems are clustered among a few physically adjacent systems,

whereas integrative systems are those whose design interfaces

span all or most of the systems that comprise the product due to

their physically distributed or functionally integrative nature

throughout the product. Note that integrative systems may extent

design interfaces with other systems not only due to physical

proximity but also due to its functional dependency with other

components or modules (Sosa, Eppinger, & Rowles, 2003)

Modular systems allowed user to get only what you needed

and not have to pay for unneeded extras. If a business was

strictly cash, the accounts receivable module would not add

value to the business. Modular systems are also useful in two-

tiered implementations. A parent company might utilize a large,

complex system while a smaller sub organization is adequately

served by a couple of modules from a different system. Today,

modular system still allows a business to spread out the

investment cost as modules are implemented one at a time. The

cost of the software implementation is also spread over time.

Individual modules implemented one at a time can be much less

painful for the organization (Miller, 2018).

In addition, small school can survive with its operation

when a modular system is used and will only realize that data as

it grows in size, the system will become slow and ineffective.

As mentioned above, there are small and medium-size universities

and colleges who are utilizing modular system like, Our Lady of

the Pillar College in Cauayan and San Manuel Isabela has its

existing computerized enrolment system which main features

confined only on the enrolment process like registration,

cashiering, class schedules, and entering of grades (Racimo,

2000). As time go by the system still capable to cater the needs

of the school and students in terms of enrolment.

(MOHAMED, et. al, 2014) In the information systems field,

integration has been viewed from two perspectives in information

system. A technical standpoint in the first perspective suggests

that integration is a mechanism to depict the interconnectedness

of information technologies within an organization and the

extent to which a common conceptual representation of data

elements are shared (R. H. L. Chiang, E. Lim, V. C. Storey, A ,

2000) (D. L. Goodhue, M. D. Wybo and L. J. Kirsch,, 1992). In

other words, integration is defined as the degree to which

different systems of an organization are interconnected and are

capable of communicating to each other (e.g. islands of

technology integration). In the second perspective, integration

is the degree to which two or more independent organizations

have standardized business processes and those processes are

firmly linked through telecommunications technologies and

computers (A. Dan, D. M. Dias, R. Kearney and T. C. Lau,, 2001)

In Romania, the low budget of the most Romanian universities

limit their activities, so they are often forced to use in-house

developed information systems or to buy cheap software solutions

from small vendors having no experience in the field. The main

problems of those information systems are that they have a low

integration level, they don’t communicate with other

applications from other vendors, bringing to: excessive paper

use; lack of real time information; need of repeated manually

data inputs; redundancy in data inputs; lack of transparency.

In addition, the Romanian learning system was recently

integrated, at least at a formal level, in the European learning

system, automatically bringing the need of adapting to European

practices. (Bogola, Bogola, & Muntean, 2008).

Student Information System is one of the key systems for

facilitating the management and development of Higher Education

Institutions. Its use for academic decision-making purposes as

well as other academic tasks is vital. In addition, HEIs use

student information system to collect, organize, and manage all

student-related data to provide meaningful information that

affect the decision-making process and day-to-day activities.

Reports derived from SIS are used to support decisions of

academics and administrative staff. According to the results of

this study, decision-making is the most mediator variable in

terms of satisfaction (Gürkut & Nat, 2018). Further, a student

information system (SIS) is like a giant electronic filing

cabinet with a digital manila folder on each of your students.

It's housed in one central location, allowing all the key

players like admissions, registrar office, financial aid,

billing and student services to access and add pertinent data to

each student's folder. In short, an SIS keeps all the most

important information, all in one place (Korpi, 2017) .

A management support system such as Decision Support System

(DSS) aids in improving decision – making process. Decision

Support System is an interactive system that helps decision

makers utilizes data and models to solve unstructured or semi-

structured problems. Decision support systems are quantitative

tools for managers to evaluate the outcomes of their policies

prior to implementation (Azadivarb, Truonga, & Jiaoa, 2009).

In line with the needs of the above mentioned problems, the

researcher will propose a study entitled Integrated Student

Management Support System. This is to address the needs to

develop and upgrades the current system of the school. The study

will provide information that is timely, valid, and reliable so

that it can produce knowledge that will aid school management to

come up with sound decision making.

The propose system will be design to provide capabilities

for integrating and managing student information, such as

registration, billing/cashiering, android–based student grades

monitoring and balance inquiry, clearance, Student Kiosk for

gate keeping with SMS using RFID, it will also provide

accessible information for the registrar, cashier, faculty,

dean, ID section or technicians, and research center, student

cumulative record for counselling and guidance services centre,

student affair office, school clinic and other student-related

data in schools. To achieve all these, the different offices

must perform more efforts in maintaining a reliable and accurate

data to through the use of the propose system to support school

admins in decision making for the benefits of the school and its

stakeholder.

The need to study and to conduct the research will be

designed to determine all the aspect that can make work easy.

Specifically, research should be aimed at designing a conceptual

architecture for the next generation of Integrated Student

Management Support Systems. The usefulness of the study is

attributed by bringing closely the problem to the concern of

authorities that may have the function to assist the problem and

which can confer a better ideas and plans to solve this dilemma.

Review of the Related Literature

The review of the related literature is a significant

aspect of any research work to know, what others have learned

from similar areas of agreement and disagreement. The researcher

has read through available literatures and numerous research

studies related to student information system.

Information Systems

The Lovely Professional University (2011) promotes a

culture of paperless university. The day to day administration

and most of the university procedures are carried out online.

The university management system (UMS), an online portal of the

university, is one innovation step of the University to provide

vital information regarding academics and other university

logistics for assisting the students, the parents and the staff.

In the past, universities and large school districts in

particular created their own bespoke student record system. On

such example is the Repository of Student Information (ROSI)

System at the University of Toronto. With growing complexity in

the business of educational establishments, most organizations

now choose to buy customizable software, and increasing numbers

are buying software as a service. Most student information

systems used today are server-based, with the application

residing on a central computer server, and being accessed by

client application at various places within and even outside the

school. But student information systems have been moving to the

web since the late 1990s and that trend is accelerating as

institutions replace older system.

In an undertaking conducted by Richard (2004) he emphasized

that information about students is vital but time-consuming to

manage and it is essential that the most effective tools to be

used to aid both staff and students as they go about their work

and studies. The Cambridge Student Information System (CAMSIS)

replaced various student records system used by the colleges,

departments and universities. CAMSIS provides comprehensive and

accurate information about student body and also improves data

quality, reduce administrative burden dramatically and provides

better services to both academic staff and students.

More so, according to Desousa (2008) web-based application

have four core benefits. These are the following: 1)

Compatibility. Web-Based applications are far more compatible

across platforms than traditionally installed software like

browsers. 2) Efficiency. Everyone hates to deal with piles of

paper unless they do not have any other alternatives. The

benefit of web-based solution makes services and information

available from any web-facilitated Personal Computer (PC). 3)

Security of Live Data. Normally on more complex systems data is

moved about separate systems and data source. In a web-based

systems, these systems and processes can often be merge by

reducing the need to move the data around. Web-Based

applications also improved an additional security by removing

the need for the user to have access to the data and back-end

servers. 4) Cost Effective. Web-based application can

considerably lower the costs because of reduced support and

maintenance, lower requirements on the end user system and

simplified plans.

However, AISIS Online (2006) posted a precise definition of

Ateneo Integrated Student Information System (AISIS) serves as

the portal for Ateneo students, faculty and staff. Through the

AISIS Online officially enrolled Ateneo students may view

pertinent school information including their Program of Study

(PoS), grades, class schedules and the like. Student may also

eventually enlist using AISIS Online. Ateneo faculty and staff

with access to AISIS, on the other hand, may submit grades and

access their class schedules from outside the campus.

There have been various programs developed. To note,

Villafania (2007) reported that in Philippines, the Commission

on Higher Education (CHED) has initiated programs for secure

academic records. CHED and the National Printing Office (NPO)

have signed a memorandum of agreement (MOA) on the

securitization of academic records for college and university

graduates beginning school year 2007. The move is part of

CHED’s drive to stop the use of fake diplomas and school

records. CHED former chairman Carlito Puno said the MOA aims to

secure authenticity of academic records such as diploma,

transcript of records and special orders from all colleges and

universities in the Philippines. Thus, protect the image and

integrity of the Filipino college students to potential

employers both locally and internationally. Puno emphasized

further that the MOA would boost the competitive edge of the

graduates in the labor market for it will ensure the integrity

of credentials of the graduates while protecting the reputation

of the higher institutions of learning.

Synthesis

The studies of Richard, Desousa and Villanfania are similar

to the present study since they are all emphasizing the

importance of information systems not only to students but to

the faculty, staff and administration of the institutions who

will be using such information system.

On a study entitled “Student Information System for the

University of Cordilleras” by Marrero (2009), the concept of

information system emerged in the early 1960s was stressed. More

often, when information system is defined, the field Information

Science is always associated; Information System is an academic

field that deals with the generation, collection, organization,

storage, retrieval and dissemination of recorded knowledge.

Furthermore, it is a collection of related components to support

operations, management, and decision making in an organisation.

Generally, Information systems supports people or users in

making intelligent decisions based upon the information derived

from reliable data.

The University’s Student Information System (SIS) of Nueva

Viscaya State University (NVSU) is a secure, web accessible

interactive computer system that allows user access to grade

reports, transcripts, schedule of classes, and remaining balance

for the semester and register for classes online as emphasized

by Evangelista (2008). Through the system, student would be

assigned a unique identification number. All data to and from

the university would use that unique identifier. The use of

individual student records would: 1) Increase the admission

capacity to follow a student’s progress over time; 2) provide

better quality data to drive more enlightened policy decisions

resulting in enhance educational opportunities for all students;

3) reduce data collection burden to the web enabled SIS; and 4)

as a tool of parent in monitoring the academic performance of

their children.

Synthesis

The studies of Marrero and Evangelista are similar to the

present study in the sense that it stressed out the concept of

using information systems in terms of students’ enrolment.

MIT (2009) emphasized that Student Information System (SIS)

provides students with access to their academic and biographic

records as well as the ability to update address information and

pre-register for classes; it provide instructor and departmental

administrators with class list information; and it provides

advisors an departments with access to the academic records of

their students. Therefore SIS is an integrated approach

acquiring, storing, analysing and controlling the flow of

student data throughout the institution. Highly developed SIS

can be useful in nearly all institutional departments’ functions

and can greatly increase efficiency and response times of

traditional labor and time-intensive processing of student data.

Swartz (2007) stressed that almost all institutions depend

on data. Consequently, we are witnessing a profound change in

the way in which institutions perceive, understand, and manage

their information. There is now a clear recognition of the value

of information the creation of new information, the retrieval of

existing information, the storage of important information, and

the disposal of redundant information. There is also greater

awareness if the cost of acquiring bad, incomplete, or

inaccurate information.

Synthesis

The studies of MIT and Swartz are similar to the present

study in the sense that data security, accuracy of data and

reliability of data are some of the important features of an

information system it because almost all educational

institutions depend on data which is the purpose of implementing

an integrated student information system.

According to Cantonas (2008), using manual system in terms

of retrieving; maintaining, security and filing of records

consumed lot of time and effort. There are some cases wherein

misplaced of records are taking place because of the years gone

by. Furthermore, these files were only kept in envelope, folder

or wooden racks. There are also instances when the right

information is given to the wrong person, which may affect

quality of service. The need for a computerized system is very

much essentials to establishment, especially schools. It

provides a great help when it comes to organizing and speeding

up process of work in offices. (academia.edu, 2016)

Synthesis

The above study is similar to the present study since in

emphasized on the problem encountered in using a manual

processing of the systems and that computerized-based systems

are needed in most schools which provide a great help on the

processes and transaction of the school.

Integrated System

Local Area Network – Based, Enrolment System

According to Husari (2013), today, admission and

registration processes in most universities and higher

educational institutions continue to be manually processed using

a variety of forms and applications and paperwork. Only a small

number of institutions have opted to use technology to partially

automate admission and registration functions. Unfortunately,

when Information and Communications Technology (ICT) has

provided many applications to support business applications and

automate business processes, education had only small share of

the technology application and have missed out on its benefits.

The potential gains that higher education can realize from

automated admission registration system justify the need to

design and implement a Computerized Automated Student Admission

and Registration System. The need for such automated

registration and admission system in today’s universities will

speed up the admission and registration process, attract

national and international students, save lots of time and

efforts that are usually needed from both universities and

students, give the higher educational institutions opportunity

to grow rapidly locally and globally, and compete effectively in

the education industry.

Sentina and Luna (2009) reinforce that an automated

enrolment system is a system in which the computer plays a major

role and this kind of system is needed by every company and

institution nowadays. This is the best way of storing and

retrieving data on a server or hard disk rather than using

papers and file cabinets. This will help the institute generate

quick and efficient data that they need. Austin and Vaughan

(1997) described the requirements, development and

implementation of the Edith Cowan University in Church lands,

WA, USA, Web Enrolment System (ECUWES), a Web database

application. This project began late in 1996 and has already

generated great interest from both students and staff.

Historically, re-enrolling students completed their unit

enrolment forms, journeyed to the university, stood in line, and

waited to be served by Student Administration staff. These

processes were time consuming for both staff and students.

Online enrolment has allowed ECU to re-engineer its business

processes. Having the students enter their own data has reduced

the bottleneck of data processing, and as a result the staff

workload peaks have been flattened out. As the online enrolment

can be faster, these students will have received better service.

In the Philippines, Colegio de San Juan de Letran has upgraded

its new enrolment system. The updated system is now developed

into a one-stop enrolment process. The system easily operates on

to as students may opt to get their list of pre-enrolled

subjects by just tapping their student identification cards to

the assessment counter. The student will get his or her list and
can already proceed straight to the cashier for their payment.

Being at the forefront of the digital race prompted the

University of the East to launch, in summer of 2008, its new

Web-based enrolment system, allowing students, upperclassmen

specifically, to enrol anytime anywhere, regardless of their

location, thanks to the Internet. Because of its accessibility

and convenience, the new Web-based enrolment system will surely

bolster the marketing efforts of the University to attract

students, locally or internationally. The Information and

Communications Technology Centre (ICTC) of the Mindanao State

University-Iligan Institute of Technology (MSU-IIT) has

developed an innovative computer-based solution for tertiary

schools that integrates key activities from admission, course

scheduling, registration/enrolment, assessment, billing,

cashiering, and student records management. This system, called

e.SMS (electronic-School Management System),has been used in

MSU-IIT since 2001. Some of the features of the e.SMS, an

integrated student records management system include a

Cashiering Module that enables the cashier to accept payment of

the student based on the assessed fees. Official receipt for

payment received is also printed and the Financial Reports

Module that prepares all cashiering-related reports and student

billings, income details per cost/profit centre, and summarized

financial data, e.g., year-to date income reports.

PSU-Lingayen campus rolled out during the first semester of

SY 2013-2014 the automated enrolment system for the incoming

first year students. Now, the new students need not suffer long

queue under the scorching heat of the sun nor lengthen their

patience over those who cut through the line nor wait for days

before finally getting enrolled because the automated system

named X-System2007 ensures that a student gets enrolled within a

day. In the previous manual system, the bottleneck is usually at

the assessment stage wherein all the subjects an enrolee wishes

to take and the applicable fees are written one by one on the

pre-enrolment form. After which, the enrolee proceeds to join

the queue leading to the Cashier for payment. The Cashier then

writes down all the items to be paid one by one again on the

Official Receipt before accepting payment.

The Benguet State University in its endeavour to improve

its operation in line with the government’s cost cutting aims to

address the challenges in using information technology. One

major concern of the university is its enrolment system besides

several priority information systems. This project discussed the

solution in deloading the enrolees by having an alternative

online enrolment that can be used by the students. The Online

enrolment system was integrated heavily in the existing

enrolment system. The online enrolment system enhances the

university’s capability to serve its major clientele and

improved efficiency in the enrolment process (Abenoja, n.d.).

Cashiering or billing and account management are integral sub-

systems of an enrolment system.

The new well-enhanced automated enrolment and cashiering

system of Liberty Christian School in Poblacion, Villanueva,

Misamis Oriental has begun during the second semester of A.Y.

2007-2008. It has improved the unsatisfactory performance of the

old system. Student scan promptly ask for an assessment of their

accounts. Student accounting data are sufficient with minimal

accounting errors and it enhances cashiering productivity (Abe-

Abe, et al., 2012).

The electronic School Management System (e.SMS) developed

by the ICT Centre of MSU-IIT includes a Cashiering Module which

enables the cashier to accept payment of the student based on

the assessed fees. Official receipt for payment received will

also be printed and the financial reports which prepares all

cashiering related reports and student billings. Student’s

Statement of Account and Balance envisioned the extended

services offered by the office of the registrar, accounting, and

cashier to address the student’s need in viewing statement of

account, balance, and student’s assessment online.

LLanda and Trinidad (2015), describes that Abra State

Institute of Sciences and Technology faces the same dilemma as

what other higher education institutions experience during

enrolment periods, thrice, two semesters and one summer, at

most. Being a part of the organization who has witnessed the

perennial problems during enrolment in the College, they were

challenged to develop the SCAMS for the Abra State Institute of

Science and Technology to impart and extend their knowledge,

technical skills, and expertise in information technology

towards a better alternative to the existing student cashiering

and account management of the more complex enrolment system.

Base on the result of their study the developed system was

highly acceptable for implementation and more beneficial to the

students and to the school itself.

According to (Adrian, 2011), the lack of enrolment system

in schools can lead to chaos and troubles. Students will be

confused on what they should do to be able to enrol that is why

such system in extremely useful in the way that it gives an ease

on working on enrolment processes.

However, (Lopez, 2005) believes that a registration system

helps and provides efficient and reliable services to the

student, enrolment personnel and administration. Moreover, this

system improved the process of enrolment in terms of searching,

retrieving and subject schedules.

While in a study entitled “DCNHS Enrolment System”

conducted by Cayabyab (2007), problems and difficulties were

identified in the existing system of Dagupan City National High

School (DCNHS). These major concern are affecting the efficient

enrolment system of student. Security of the students records

were found to be at high risk. The current system may fail to

protect some important documents. It has also untimely and

inefficient report generation. A computerized system for DCNHS

shall result to a significant increase in the number of

enrolee’s Network-based Enrolment System.

Conde (2007) in his study entitled “Network-Bases Enrolment

System of Paete National High School” cited that the manual

process of enrolment and manual handling of information and

reports of the students in every laborious one. The proponents

developed a networked-based enrolment system to the said school

to solve the huge amount of task.

Garcia (2002) created the “Laguna State Polytechnic College

Enrolment System”, the study can be a great help to persons

concerned during the enrolment period, the registrar, instructor

of the students as the retrieval necessary information when

needed and lessen the burden manually browsing over enrolment

slip for record purposes.

Saayo et al. (2008) developed the system “Networked-Based

Automated Enrolment and Grading System for Morong National High

School”. Due to increasing population of the institution, and

the school currently implementing the manual system, every

student spends a lot of time during enrolment period, such as

paying their tuition fees and processing the school

requirements.

Valina et. Al. (2009), in this work entitled “Network-Based

Student Permanent Record Keeping and Enrolment System of Balian

National High School”. This system was made to lessen the time

and effort exerted by both student and school employees. It is

also made to give accurate reports and keep records of every

student and for easy access and fast way of enrolment.

According to Cabang et. Al. (2003) developed the

“Computerized Students Record Monitoring System of Siniloan

National High School”, Computerized Student Data will be

exceedingly helpful to the user through continuous management of

the School. It could help the registrar for less effort for

services in the institutions especially in updating, printing,

and deleting student’s record.

Velasco (2002) conducted a study entitled “Maulawin

National High School Student Information System”. It cited that

maintaining students’ records manually is a very difficult task

and time consuming. In that case, computerization system that

help and handle this data needed to hasten the process of

student record keeping and to promote reliability.

Aravia et. al. (2002) show the growing importance of

computers in the society. The significance of the study revolves

around the automation of student permanent record keeping.

A study of Gumitao (2001) entitled “Automation Enrolment

System” provides a mechanism to generate reports on list of

enrolment per school year, periodical grade of students, and the

list of students classified as new, old and transferee.

Revalla (2005) created an Automation Enrolment System for

the Computer Science Department of the Laguna College of

Business and Arts. The study was conceived because of the need

to update the current registration system of LCBA, which is done

manually. Her study was based on the special problem of Mr.

Bonifacio E. Bacani, Jr. about “Student Record Information

System”.

Kampitan (2000) developed an enrolment system of Liceo de

Victoria that is designed to keep the student records. This is

used to provide an effective and efficient system to retrieval

for student information data and also for accounting purposes.

Liceo De Victoria Enrolment System was developed and implemented

using relational database and design in clipper 5.3. Earlier,

Encila (1999) introduce the enrolment system for the Computer

Science Department of LCBA and traders. It is designed for

enrolment purposes. The system is advantageous to the school

because it accelerates the process with only a minimum amount of

power and resources.

Cacao (2002), designed the “Morning Star Montessori School

Incorporated Form-137 implemented in Fox Based”. Solomon (2002)

developed enrolment and Record Keeping System in order to know

how to read sign the data that is used to be kept the record

files of students and also that, it could be manage more

efficiently in computer with his project.

Lazaro (2004) in his study entitled “Liceo de Los Banos

Record Monitoring System” created a password for the protection

of basic information data. It was designed to user-friendly but

only for authorized persons so as to also ensure the security of

the said data.

Lumbers (2002), stated in her study entitled “A Systematic

enrolment process using database system in Saint John Academy

Calamba, Laguna” that the application of database system to the

enrolment process will greatly increase its efficiency;

automation of enrolment process will upgrade the quality of the

services provided for the qualified enrolees. Online enrolment

system an Online Registration System was Proposed to replace the

manual enrolment system of Cavite Maritime Institute in order to

advance an organized flow of transaction and an ease of work

concern on how the manual enrolment performs throughout the

institutions operations. The numerous transactions that the

manual system covers, such as updating and adding student

records, generating the advising and assessment slips, and the

like considering the manual operating system to be inefficient

for the need of the institution since the study involves proper

record handling, tracing the constraints and evaluation of the

manual system is essential.

According to the study of Bacala and Reanno (2009) entitled

“Registration and Billing System”, in educational institution

like Harvent School in Dagupan City compose of elementary high

school level, the school puts premium to its registration. The

enrolment process is the initial stage in gathering bonafide and

accurate student information necessary to establish student

permanent records. A registration and billing system is needed

by the institution to address the stated situation. The study

has been made to help Harvent School gather fast and deliver

accurate information.

Meanwhile, Gaton (2012) with his study entitled “Online

Enrolment System” believes that this enrolment system is

utilized today by many universities to facilitate the enrolment

of their students into classes every semester. The system allows

students to choose course they want to take with the available

class schedules. This allows students to decide their time

schedules for the different class course without time schedule

conflicts. After the allotted enrolment period the system runs

and assigns slots to students.

The Online Registration System is a method designed to

perform the process involved in registration, advising,

assessment, and payments of students as well as scheduling of

classes in any education institution. With the Online

Registration System, students could log-in, check their

schedule, and set desired changes and pay online without having

to stand in a line and rushing to meet deadlines to accomplish

all the transactions required for enrolment (Ella, 2012).

According to Aquino (2005), the importance of computer

application is increasing day by day. In the latest decades of

the millennium, winning organizations are willing to integrate

business strategy and information technology in playing their

respective trades. The use of information technology provides

them the opportunity to develop products fast and make decisions

fast. It is able to develop fluid organization structures,

coping mechanisms with demanding work force and external

environment by the rapid development of innovative approaches,

and lastly, the confirmation of the company’s vision and

mission. Schools use information systems by implementing an

enrolment system. This attracts enrolees and generates more

income. Enrolees are attracted because the transactions are

faster and easier.

Enrolment is very useful in retrieving vital information

of the students. Without it in the administration of school and

students could experience difficulty in the enrolment processes.

Many countries today, especially the developing nations are

challenged by the rapid technological changes. This has

radically changed the living and working styles of the entire

society. This transformation has been driven partly by rapid

technological innovation. While in the 20th century, people saw

the rise of the industrial revolution with the stream-powered

machines intensifying and expanding human productive power, the

21st century was characterized by the birth of machine-powered

flight and the emergence of broadcasting and computer

technologies that extend the reach of human creativity even more

and made new ways possible by which humans could live and work

together (Tinio, 2002). The transformation of manual enrolment

processes into web-based automation in one example of what was

driven partly by the rapid technological innovation. Any way

just to make work easier and faster like enrolment transaction

is possible with the immergence of computer technologies.

Technology innovation had influenced man’s work from data

processing, business transaction, research, planning, monitoring

and even in medical operation on human anatomy are now entrusted

to computer technology. Web applications are popular due to

ubiquity of its applications. The ability to update and maintain

web applications without distributing and installing software on

potentially thousands of client computers are key reasons for

its popularity. A significant advantage of building web

applications to support a standard browser feature is the

ability to perform as specified, regardless of the operating

system installed on a given client (Bacala and Reanno, 2009).

Web-based enrolment system has features that meet most of

academic institutions system’s needs and requirements. This

includes standardized modules for student registrations,

enrolment, grades management and other modules that are deemed

necessary to operate a school. Based on the researcher, a web-

based enrolment system for Veritas Parochial School (VPS) in

Web-Based Enrolment System in Manila was developed to help its

student enrol in a more efficient way without the hassles of

waiting long hours in filling out forms, which sometimes become

redundant, or to stand in line and pay at the cashier.

It is with the Web-Based Enrolment System for VPS that this

new style of enrolment may be achieved. This now type of system

offers it students new options for enrolling at VPS. By logging

on to VPS website, one can register and enrol subject for a

school year. With these, all students are required to fill out

certain forms that do not take more than a few minutes to

accomplish. The system stores its records in the school database

for future reference. Confirmation of the transaction made by

the student need to be verified, the payment of tuition fees

must be made in school registrar. The students may also browse

the website of VPS and they can check their current account.

They can also refer to the list of the local school current

tuition fees rates (Pascual and Riceo 2008).

While in the study conducted by Cayabyab (2007), many

problems and difficulties were identified in the existing system

of Dagupan City National High School (DCNHS). These major

concerns are affecting the efficient enrolment system of

students. Security of the students records were found to be at

high risk. The current system may fail to protect some important

documents. It has also untimely and inefficient report

generation. A computerized system for DCNHS shall result to a

significant increase in number of enrolees.

As stress by Dunn and Scott (2005), science and technology

is the root of emerging innovations in this world. For many

years now, a person in this field of expertise does not stop to

reshape the landscape of today’s business world. Enrolment

system had huge impact into the school arena. It is a system

that is built on innovative program strategies. It is a system

that will help both the enrolment personnel-in-charge and the

students to easily process the enrolment, LAN Enrolment System

process large assortment of student records and provides

efficient and consistent information services. Holmes (2006)

claimed that “The Internet is neither an extraordinary

communication tool nor revolutionary. It simply represents the

current stage in the development of human capabilities through

written language, which itself derived from the spoken form.”

That statement only shows that advancement in modern technology

is at their highest peak. Nowadays, Web-Based applications are

widely used due to their ubiquity. Web-based enrolment system is

currently emerging on the markets for they are offering

transaction convenience and service efficiency through the use

of Internet. This system becomes a powerful tool in dealing with

information management regarding enrolment transactions.

According to (Forman, 2007), continuing innovation in

technologies can lead to organizational changes that range from

improvement of the day to day operation and for easy access

provides for the end users. Many schools today have adapted

this innovation in offering of their services which is parallel

with the concept of (Tinn, 2001) which stated that the

computerization responded to the call the office or any

workplace to help their daily operations.

Malolos et. al., (2002), asserted that the study of

automation is important in the sense time it minimized the time

and effort normally exerted in the manual process. While (Janes,

2001) contended that computer are extremely reliable device and

powerful calculators with some great accessories application

like word processing problem for all of business activities.

Regardless of size, computers have three advantages over other

type of office equipment that process information because

computers are faster, more accurate and more economical.

Reyes (2005) disclosed that the task would be time-

consuming to accomplish manually and more practically with the

aid of computers field in cabinet. On the other hand, Flores

(2002) added that the automation is described simply as the

situation of machine control of human.

Dioso (2001) believed that the computers assist careful

intelligent planning, Organizing, actuating and controlling.

This may be observed from the past that they monitor production

activities, solve scientific problem and help arrive in

tentative answer to multitude of involve conditions. In

addition, Ralph M. Stair (1999) emphasized that the development

of technology through the years have enabled people to do more

with less effort. From the orientation of the light bulb to the

industrial revolution and beyond, we have continuously tried to

in a more efficient means of doing tasks. Lewis (2002)

maintained that the reason for using computers vary from person

to person. Some of the computers in business are to perform

accurately, to increase productivity, to decrease bottle necks

or hassles, to alter cash flows or to simply elevate your

status. Gold Chager et. al. (2003) agreed that computer as a

device for processing information knew computer plays a

significant role in their lives, but few are aware of just how

pervasive role is.

Mane (2000) stressed that the creation of the computer mad

it easier to accomplish task rather than by doing it manually.

It could have the direct access on straightforward answer by

monitoring records. The computer makes possible for everyone to

get data in a particular need. People can consider that the

computer is necessary and it is a productive tool for

individuals.

Southern California Community College has gone live with a

Cognos-based enrolment management system that was designed by

Irvine, CA-based professional services firm e2e Analytics. Prior

to installing the new system, LBCC, which has two main campuses

and multiple satellites that support nine schools and 34

departments, handled its enrolment via manual spread sheets.

With no reporting, continuity, or standard practices, and with

lengthy error corrections, the school’s enrolment management

budgeting and planning took up to three months to compile,

consolidate, and implement (Koft, 2007).

The study on problems regarding on school such as Long

Beach City College is an aid for the proponents to have the idea

on formulating solution on transferring manual enrolment

transactions to an automated or computerized one.

According to the coordinator of Admission Support of Kerian

Greenaway, the system known as the Edith Cowan University Web

Enrolment System (ECUWES) had replaced the traditional hard copy

system of enrolment. The system offers immediacy and convenience

of course enrolment via the internet. The said university in

Australia is currently enrolling more than 5,000 new students

with easier transactions cause of their online enrolment system.

In the local setting, academic institutions both the

private and government schools are shifting from manual to

computerized system including student registration. This is

accomplished either on an intranet-based environment. The desire

to overcome these problems and difficulties has led the

acceptance of advance technology. It includes Local Area Network

of computers, CD ROM and powerful processor. These technologies

led to the development of information databases that provides

simple and prompt retrieval of information through networking,

In Local Area Network Enrolment System (LANES), the problems on

admission and evaluation of academic records, subject

reservation, assessment and payment of fees and issuance of

class cards are besieged. Likewise, searching of records is

effective due to its major key that is being used in retrieval

of records. A Local Area Network Enrolment System (LANES) is a

broad system. It is a combination of different function areas

such as database, searching retrieval, and update of student

records, checking of students’ class schedule, computation of

fees. (Dzubeck and Frank, 2003) inspired by the advancement of

modern technology and the problems regarding enrolment

transactions the proponents have come up with an online

enrolment system exclusively with the school with many enrolees.

Synthesis

All the above studies are similar to the present study in

the sense that the study also using an enrolment system to cater

the needs of the students, faculty and staff of the institution.

This would be a great help for school management to manage

student-related data. LAN-based and computerized registration,

admission, billing, class schedules, and grades monitoring are

the processes and functions adopted from the above studies. But
the researcher will not adopt the process of the online

enrolment system due to some problems in the school in terms of

finances, acquiring new hardware and software tools and also the

security of student data. The researcher will use networked

based application for the study as a feature to integrate,

manage and distribute student data from one workstation to

another and can be manage by the authorized personnel.

Android, Mobile Application and Smartphones

According to the study of Chandrakala, et al. (2017) there

is lots of information required in the education institution but

we are concentrating on Student Information System (SIS) using

Android, as it is very essential in day to day life in academic.

The main purpose of their student management system is to

provide student information, like, Student results, Timetable,

Exam details, Event details, Placement. In their study the

system has two phases, Admin and Student. The admin (staff) who

has authentication for editing and modifying the details like

exam details, event and placement, etc,. In student phase, they

are only eligible for login, register the subjects and also they

can view all the details posted by admin.

Walia, Gill (2014) as cited by Chandrakala, et al. (2017)

observed that Student information system manages all sorts of

student details, academic related reports, college details, fee

details, results, batch details, attendance details. It tracks

all the details of the student from very first moment to the end

of the course which would be utilized for all reporting purpose

and all these will be available through a secure, online

interface embedded in the college’s student record management

system.

Cantos, Rabago, Tanguilig (2013) cited that, an integration

of inter-connectivity of information system in University of

Sindh (UoS) was developed for sharing and exchanging all kind of

information mostly associated with student in different

departments, and thus each department can easily and quickly

find the status of student for required results. They have

solved many problems frequently occurred in university

information system. Chandio et. al. (2012).

According to the study of Kawathekar, Bhate, Belgoankar,

(2015) they design a system that will keep and manage the

information on a central server while allowing users to access

that information from their own Smartphone through the installed

android application. There will be an optimized database on the

server and an improved user interface on each client machine

i.e. on the SIS app installed on the user Smartphone.

The developed application will be used by students,

teachers, parents and the administrator. The functionalities of

the proposed system can be divided into five well defined

modules:

Registration and Login. Given that the user has downloaded

the application, then the user should be able to register

through the application by providing the details required for

registration. Starting from 2nd year i.e. 3rd semester, it is

required that user should register for the application at the

beginning of every semester. After registration the user can

login into the system by providing the user id and password.

Student Details. It includes three entities-

• Personal details • Academic details • Placement details

The students are expected to enter their personal details

which will then be verified by the teachers. The personal

details include residential address, email address, contact

details (students as well as parents contact details) etc. The

teachers are expected to enter the academic and placement

details. Academic details include students CGPA. Placement

details can only be entered in the final year and includes the

company name where the student is placed and his pay package or

if the student has opted for higher studies then the

corresponding details will be entered.

Discussion Forum. There will be a discussion forum for

every subject in a semester for every class. In this discussion

forum, the respective subject teachers can upload notes, respond

to student queries. The student can put forth their queries and

at the same time upload any notes.

Notice Board/Event Notification. Notices can be posted by

teachers from their respective login and can be viewed on a

notice board section of the application with title for a notice

associated with it. The notices for a particular class will be

broadcasted to that class only.

Attendance. Subject teachers for each semester are required

to enter the attendance details of students. The system should

be able to generate attendance reports (for lectures and

practical’s) for individual student for each subject. These

reports will be sent to the student as well as his parents

periodically. The teacher can also view the attendance record of

students during a particular interval. If the attendance of some

student falls below the threshold value, then the particular

student should be notified regarding the same.

Report Generation. It includes generation of attendance

reports for lectures as well as practical’s for individual

student for each subject. Other reports such as academic details

record etc. can also be generated. These reports can also be

sent to the student as well as his parents if required.

Resuello, J.L. (2017), develop an Android-Based Class

Record System which will focus on achieving mobility in managing

and monitoring student class record. Its main purpose is to

create an archive of consolidated and secured record of student

information, assessment results, and attendances stored in

android-based mobile phones. With the use of mobile phones,

recording, searching, viewing and updating of a student’s

pertinent academic information will be faster, handy, and just a

click away. One of the features of the developed system is to

allow the teacher to connect using android application installed

on a smart phone via wireless local area network during log-in.

Synthesis

The study adopts some of the functions and processes used

in the above studies in terms of development of android-based

application through the use of smartphone. The researcher

includes following features: 1.) Connection of smartphones using

a dedicated IP address via wireless local area network as adopt

from study of Resuello, J.L. (2017) – this feature will allow

students to connect their smartphone on a server provided with

the application needed in order the student can log-in to the

application, and manage his/her registration, monitor balances

and grades; 2.) Registration – it allow student to register and

update his/her Personal Information to the system via WLAN. This

will serve as the initial information to be stored in the

database and can be access by the different front line offices

that needed the student information. Through this process it

will now lessen the use of forms/paper and other related

transaction pertaining to registration; 3.) Monitoring Grades

and Balances – it allows the students and parents to view and

monitor grades and balances via WLAN. Through this process it

will minimized the use of information kiosk and maximized the

use of smartphones in viewing and monitoring. This feature will

be a great help to the school management because they will no

longer acquire new computer for information kiosk.

Decision Support System

Decision Support Systems (DSS) are computer-mediated tools

that assist managerial decision making by presenting information

and interpretations for various alternatives Turban E., Aronson

J.(2001) and D.J. Power, (2002) Such systems can help the

decision makers to make more effective and efficient decisions.

Nowadays, the major components of DSS framework are: user

interface module; knowledge management module; data management

module and model management module. Cristina O. S (2009)

The Importance of Decision Support Systems for Business

Management

According to Bozkurt, Özlem & Şişeci, Melike (2016) the

successes of businesses are directly related to take quick and

accurate decisions. The most important requirement in order to

take the right decisions quickly is reliable information that

can be accessed quickly. Therefore, storing the information in a

systematic way and make it available when needed is vital for an

organization that wants to maintain and sustain the existence.

Technological developments have made problem-solving tools

necessary such as decision support systems for businesses.

Benefits of Decision Support Systems

Education field

Arwar N. e Ashraf I. (2014) cited that decision support has

also been adopted in schools, colleges and universities after

achieving success in every field. There has been growing

pressure on educators to deal with internal and exterior

competitive demands related to student’s assessment like

quizzes, assignments, intelligence tests (Arnott e Pervan,

2008). the data of students is saved in databases from where

assessment can be performed. Database is an integral part of

decision support system used in schools, colleges and

universities. It can be used to analyze the performance of

students, teachers. The starting point of decision support

system is availability of data. Data is gathered, saved in data

store and then successive means of accessing data from database

are used.
Data base driven decision support system is adopted in schools,

colleges, universities. Teachers can use data driven DSS to

support future decisions even teacher’s; students’ performance

can be evaluated. Data driven DSS can include assessment reports

of students, attendance, exam results to evaluate student’s

performance in order to decide for the students’ performance

(Arnott e Pervan, 2008), which can then be used to take

important decisions.
Conceptual Framework

Intro paragraph

Integrated System

Magara (2006) cited that integration in a system is

concerned with how a system is linked together to achieve its

central objective (Award 1993). The Webster Dictionary defines

integration as separate parts united together to form a more

complete, homogenous or coordinated entity, in this case

‘student information’. Weihrich and Koontz (1995) explain the

necessity of integration as it brings about collaboration among

various parts of a system to achieve unity within the

environment for which it is intended. Armstrong (1999) refers to

Guest (1991) in order to explain the role of integration as ‘the

ability of the organisation to integrate issues into its

strategic plans ensures various aspects of coherence within a

system. Hall (1972), as referred to by Rosenzweigh (1995),

explains the aim of integration as being the design of

organisational structures for coordination of activities.

According to him, integration aims at achieving unity of efforts

among the various subsystems in the development of the

organisation’s (system’s) tasks. The above explanations indicate

that there are three factors of integration, i.e. coordination,

standardisation/unification, and identification. See Figure 1.

Figure 1: Conceptual Framework for an Information Management System

Decision Support System

According to (Arnott e Pervan, 2005; Power, 2007) as cited

by Anwar and Ashraf (2014), Decision support systems gained

importance as a study area and a support to information

management during starting days of distributed computing. It is

the field of the information management which is based on

enhancing the process of decision making at the level of

enterprise and executives (Power, 2007). Decision Support System

is " shared system based on database and models to use data and

information to tackle amorphous issues " (Cui et al., 2014).

Different to rational phenomenon of data and information

management, it is focused; user operated, controlled, more over

it also integrates models along with systematic methods to

access and retrieve data efficiently and effectively. It was

created to help organizations in decision making of complex

situations by the usage of communication technologies, data,

knowledge and available documents (Arnott e Pervan, 2008). The

basic aim of development of Decision Support system is

enhancement of the quality of decisions by the help of latest

tools and technologies (Pearson e Shim, 1994). The entire system

is a collection of database; different software’s related to

data management and decision making. See Figure 2.

METHODOLOGY

Research design

The project study will employ developmental research. The

descriptive developmental research will describe data and

characteristics about the populations phenomenon that will

studied, descriptive research will answer the questions who,

what, where, when, why, and how.

According to Kumar, Gaurav & Bhatia, Pradeep. (2012), Agile

methodology that utilizes iterative development and prototyping

are widely used in variety of industry projects as a light

weight development method which can satisfy to the changes of

requirements. Short iterations are used that are required for

efficient product delivery. Traditional software development

processes are not much efficient to manage the rapid change in

requirements. Despite the advantages of Agile, criticism on

agile methodology states that it fails to pay attention to

architectural and design issues and therefore is bound to

produce small design-decisions. They identify the impacts that

agile methodology has on software development processes with

respect to quality within the organizational, methodical, and

cultural framework. One of the popular agile methodologies

discuss on their paper was Scrum Methods. Scrum is an agile

process most commonly used for product development, especially

software development. Scrum is a general-purpose project

management framework that is applicable to any project with

aggressive deadlines with complex requirements and a degree of

uniqueness.

Therefore, the software development process that the

researcher will use in the development of the Integrated Student

Management Support System is Scrum Agile Methodology. The

selected agile methodology will incorporate systematic

development techniques to the project to follow a continuous

improvement cycle, exposing faults or errors faster to reduce

waste in the development of the system. The goal will achieve

faster since demos or release of software product arrive at the

client frequently.
Figure 3: Scrum Agile Methodology

Brainstorm. In this phase, the researcher will communicate

with the school heads and personnel’s involved for different

processes in managing student information to discuss and

brainstorm the different features and scope of the proposed

Integrated Student Information Management System.

Design. In this phase, the researcher/developer will follow

the requirements specified by the respondent and develop the

initial prototype for the development system after which the

brainstorming was made.

Development. In this phase, the system will be presented to

the group respondents for evaluation. The main purpose of this

demonstration is to gather feedback, comments, and suggestions

from the respondents.

Quality Assurance. In his phase all units or modules will

be subject for testing in order to check if all units

coordinated with one another and the software product as a whole

behaves within the specification of requirements given by the

respondents. Then if the testing of system becomes successful,

the software product will be delivered to the end user.

Deployment. At this phase of the model is actually and

virtually a never ending phase. Because, generally problems with

the software product which are not found during the development

cycle and even during testing will pop-up or arise after the

end-user starts to use the system. Problems may arise time to

time that need to be solve. Therefore, issues and errors found

that are related to the system will be solve after its

deployment phase.
Participants of the Study

The participants of the study will be the Students,

Faculty, and Registrar and Staff, Treasurer and Staff, Student

Services staff comprising the Guidance Counsellor, Student

Affairs Officer, and the School Nurse, Deans, Technicians,

Research Director of the Our Lady of the Pillar College.

the School Nurse, Deans, Technicians, Research Director of the

Our Lady of the Pillar College School System. The researcher

will use the Slovin’s formula to determine and obtain the size

of the participants.

Data Gathering Instruments

The developer will use the following data gathering

procedures in order to gather related in developing Student

Information System of OLPCC-San Manuel.

Interview Guide. These fact-finding techniques will be done

normally by face-to-face but can also through phone calls or e-

mails. Undocumented information will be collected through a

series of interviews with the respondents. The

researcher/developer will ask the respondents regarding the

important requirements and processes involved in managing

student information of the school. The collected information

will be analysed for the development of the system.

Focus Group Discussion.

Observation. The observation method will involve human or

mechanical observation of what people actually do or what events

take place during transactions. So that the researcher will able

to formulate predefined problems, transactions and questions to

gather an idea on how the system requirements will be develop

and enhance. In short, Information will be collected by

observing processes at work.

Questionnaires. The researcher will float two sets of

questionnaires; a pre-survey and post-survey questionnaires. The

pre-survey questionnaire will use to assess and determine the

problems encountered on the existing system. Then, the post-

survey questionnaire will use to determine the degree of

effectiveness of the proposed system in terms of features and

capacities.

Data Analysis

In this research, in order the researcher can tally and

organize the gathered data, the following tools will be used for

its data analysis and interpretation.

The following tools to be use are:

1. Weighted Mean. The descriptive statistical tool be used in

this study is the Weighted Mean. This will utilize to

determine the effectiveness for the extent of compliance to

ISO 25010 of the developed Integrated Student Management

Support System.

2. Likert Scales. This scale will use to get the point scales

and descriptive equivalent of the participants’ response on

the proposed system. The (5) point scale has a

corresponding descriptive equivalent as presented below.
