all citrus farmers will need

agriculture ministry.

The two diseases were
identified as some of the
many causes for the drop
in mandarin production
across the country this year.
Various methods and
technologies were used to
control the diseases but the
diseases were found to be
emerging again.
A team from the Na-
tional Plant Protection
Centre over the past four
years carried out research
in the two gewogs of Kilko-
rthang and Dunglagang in
Tsirang.
To wind up the research
and promote technologies
to combat citrus diseases,
a two-day training was
organized yesterday in

between Bhutan and India, the
ground realities are different,
and not always favourable for the
Bhutanese. This is according to
business leaders.
TRADE
The business sector sought
the help of the Indian govern-
ment to remove non-tariff meas-
ures (NTM) and non-tariff barri-
ers (NTB) on exports to India and
beyond at an event the Embassy
of India and Bhutan Chamber of
Commerce and Industry (BCCI)
organized on March 22.
BCCI deputy secretary gen-
eral, Kesang Wangdi said the
NTMs and NTBs are the major
factors affecting trade between
the two countries.
For instance, when Bhuta-
nese export fruit juice, the Indian
customs in Jaigaon do not accept
the product certification from
Bhutan Agriculture and Food
Regulatory Authority (BAFRA)
and demand a certificate from
their certified laboratory in Kolk-
ata under the Food Safety and
Standard Regulation of India.

The SAARC Free Trade Agree-
ment (SAFTA) enables Bhutan to
trade with other neighbouring
countries, but most of the noti-

necessary infrastructure, those in
the trading sector pointed out.

2015, Bhutan imported goods
worth Nu 53.7 billion (B) from
India which makes up 79 per-
cent of the country’s total im-
ports worth Nu 68B.
Bhutan’s export to India
consists largely of electricity,
minerals, cement, cardamom,
and fruits among others. From
the total exports of 35.2B in
2015, 90 percent of the exports
worth Nu 31.8B went to India.
“That way India had been
always enjoying the favourable
trade with Bhutan, by Nu 21.9B
in the 2015 alone,” Kesang
Wangdi said.
Over the years the trade
volume between the two coun-
tries have increased.
Government initiatives for
developing three new industri-
al estates in a strategic location
in Motenga in Samdrupjong-
khar, Dhamdum in Samtse, and
Jigmeling in Sarpang will open
new avenues for doing business
between the two countries.
Kesang Wangdi said while
the market in Bhutan is small;
it does not mean there are less
business opportunities.
“India imports hugely
from countries as far as Eu-
rope whereas these products
can be produced close at your
doorstep in Bhutan,” Kesang
Wangdi said.
He said there are other
business opportunities in
Bhutan like tourism, power in-
tensive manufacturing units,
information technology and in
the agriculture sector.
Another businessman said
that they would like to see
things move on the ground
after numerous rounds of simi-
lar discussions.
“What will help is change on
the ground,” he said referring
to the hurdles even with a free
trade agreement. “While the

Exploring the spillover benefits

The indirect benefits of the
hydropower sector are over-
looked and many other eco-
nomic opportunities circling
the sector remain unexplored,
which otherwise could enrich
the country’s economic output.

Called ‘growth inputters,’
this could help in meeting the
aggregate demand within the
economy and consequently
narrow down the current ac-
count deficit the country runs.
To explore this, the Royal
Monetary Authority (RMA) will
take up a research to assess the
spillover benefits from hydro-
power projects that may add to
the economic growth.
RMA Governor, Dasho
Penjore announced this dur-
ing a programme on “op-
portunities and challenges in
doing business with India,” the
Indian embassy organized on
Tuesday.
While local contractors and
private sector are benefitting
from ancillary works from the
hydropower projects, he said
ways to add values must be
explored.
The projects have led to
establishment of many other
small businesses, which are
managed informally. “There
are lot of other business op-
portunities,” he said.
Given the increasing in-
come among the people, mar-
ginal propensity to consume
(MPC) is bound to increase.
MPC is the additional
income that individual con-
sumes, as opposed to saving
it. For example, if one earns 10
extra Ngultrum, that person is
likely to save around Nu 3 and
spend around Nu 7. This ad-
ditional consumption is called
MPC.

Taking the example of Kho-
longchhu project, Dasho Pen-
jore said around 6,000 people
are estimated to be employed
in the project.
“Now if these 6,000 peo-

earn Nu 720M a year,” he said. In
other words, there is Nu 720M
worth of spillover benefits and
business opportunities. Add
on this the actual project fund
spent within the economy, he
said the economic benefits of
Kholongchhu alone is huge.
It is roughly estimated
that 30 percent of the total
project cost of Nu 33B would
be pumped into the economy
because a major chunk of the
money is spent on import of
machineries and equipment.
The governor said it is
worth studying to see how
much local materials are used
in the projects. Besides, he said
Bhutanese could also take up
business in transportation of
heavy equipment.
“I don’t know how it is
managed but private sector
should be taking up these ac-
tivities,” he said.
Although all projects are
financed on debt and equity
portions, Dasho Penjore asked
how much of debt are financed
by local financial institutions.

ices to the hydropower sector?
How much of communication
services to the power sector
is Bhutan Telecom and T Cell
providing? These are few ques-
tions he posed.
He said even farmers could
have an agreement with project
authorities and supply food to
thousands of project workers.

rant, laundry and bakery would
help enhance local economy
and counter imports.”
He said the project authori-
ties and financial institutions
could also come up with start
up funds for such businesses
that provides goods and serv-
ices to hydropower sector.
“The spillover benefit cur-

Trongsa lags behind on infant

and under-five mortality targets

Although Trongsa has
achieved more than 50 per-
cent of its 11th Plan activities
the dzongkhag is behind on
its targets to reduce infant
and under-five mortality
rates.

review on March 21 it was
reported that there were
four infant and two under-
five mortality cases in the
dzongkhag. The target was
to achieve zero mortalitiy.

caused by poor health as a
result of ingrained cultural
beliefs, that prevents seeking
timely medical care. And also
because the dzongkhag lacks
a pediatrician.
To address the issue, the
dzongdag said the dzong-
khag would focus more on
intensive health advocacy
programmes. For children
aged under-five, the dzong-
khag requested that a pedia-
trician be made available ei-
ther in Bumthang or Trongsa.
On another issue, the
dzongkhag also proposed the
removal of fish production.
The dzongkhag had a target
of producing a metric ton
(MT) of fish. However due to
congested space and loca-
tion it was found not feasible
to meet this target.
The dzongkhag also
proposed reducing potato
production from 2,345MT to
647MT a year. This was be-
cause the dzongkhag could
