STATEMENT OF THE ANC GAUTENG PROVINCIAL EXECUTIVE COMMITTEE FOLLOWING THE

MEETING HELD ON 28 OCTOBER 2018

The African National Conference (ANC) Gauteng Provincial Executive Committee (PEC) held its
meeting on Sunday, 28 October, which took stock of the execution of key organisational tasks
including receiving progress reports on governance matters, in line with the programme of action
adopted by the 13th Provincial Conference.

The PEC welcomed the extensive political overview delivered by the Provincial Chairperson which
emphasised the importance of the ANC in Gauteng governing with a sense of urgency and integrity
and working as a united and purposeful team that is at the fore front of resolving people’s problems.

Investment Conference

Reflecting on the inaugural and ground-breaking South Africa Investment Conference convened by
the President, Comrade Cyril Ramaphosa, this past Friday the PEC is of the view that the R290 billion
of investment has unleashed a positive momentum that must be sustained. The investment made
will go towards jobs and inclusive growth - the number one concern of the people of our country
and province. We commend our President for very bold leadership on the economy. Under his
leadership our country has the possibility to enter into a path of sustained economic growth and
transformation.

Inspired by the earlier announcement by the President of a set of measures to stimulate the
economy, the PEC welcomed the plan by the Gauteng Provincial Government to unveil a provincial
stimulus and recovery package. This is intended to boost service delivery and accelerate the rollout
of infrastructure, as well as upscale interventions on youth development and public employment
schemes.

The PEC congratulated the Progressive Youth Alliance’s landslide victory at WITS University. We see
this as a result of the united action by progressive student formations in our province. The
preparations for the outstanding SRC elections are ongoing and we wish our PYA structures all the
best in their pursuit of progress for the community in the higher education sector.

People’s March

The PEC received the state of readiness report the Economic Transformation Subcommittee on the
holding of the People’s March which will take place on Friday, 02 November in Tshwane.

The ANC-led march is supported by our Alliance partners – COSATU, SACP and SANCO including
various sectors and civil society organisations who have thrown their weight behind the mass action.
It emanates from the resolutions of the ANC GP 13th Provincial Conference. The conference directed
this PEC to launch a common programme of action and campaigns around e-Tolls, corruption, fuel
hikes, VAT increases, the costs of data, rapid land release, public transport as well as crime - which
all have a direct influence on the high cost of living.
Participants are expected to gather at Burgers Park (cnr Lillian Ngoyi and Minaar Styrets) at 09:00
before marching to the Union Buildings where a memorandum will be handed over to the President.
We are satisfied that all systems are in place to ensure a successful march on Friday.

Provincial Integrity Committee matters

The PEC received the Provincial Integrity Committee (PIC) reports on the matters involving Comrade
Brian Hlongwa, Comrade Qedani Mahlangu and Comrade Simon Mofokeng.

Noting the toll that this matter has taken both on the organisation and on the individuals concerned,
the PEC reflected on the broad implications of its decision on the cases and was unanimous that
these should not be treated lightly given the role and responsibility of the ANC to the people of this
province.

The PEC emphasised that the process followed and recommendations made by the PIC on the
comrades concerned, is not in any way a declaration of guilt on their part, given that the ANC is not a
court of law and is not in a position to prejudge any judicial process that is either unfolding or may
unfold. The principal responsibility of the PEC remains at all times to protect the image of the
organisation and to restore the public confidence on the ANC as a people’s instrument to express
their will and to transform the country.

The PIC recommended that the comrades not hold any public office positions, which the PEC agreed
to. It further made recommendations in relation to the membership of the comrades, both in the
ANC and its structures. The PEC disagreed with these recommendations, as it was the view of the
PEC that this is the purview of a constitutional disciplinary committee and not the integrity
committee.

Relating to Cde Qedani, she has resigned from public office, and Cde Simon resigned from both his
position as Executive Mayor and Councillor in Emfuleni Municipality.

As a result of the PIC process, the ANC has received a request from Cde Brian Hlongwa to relieve him
of his duties as the Chief Whip of the ANC Caucus in the Legislature, which we have accepted. This is
in line with recommendations made by the PIC that the affected comrades not hold any position in
public office.

Fighting Corruption

The provincial chairperson took the PEC into confidence on the broader work related to fighting
corruption and promoting integrity in Gauteng. Whilst the PEC was not briefed on the details of each
incident the work reflects a comprehensive commitment by the ANC government to improve and
restore faith in the governance of the province.

The PEC welcomed substantial work done by the current ANC-led administration in Gauteng over the
past four years to promote integrity, accountability, transparency and sound management of public
resources, the evidence of which is seen in the improvements in clean audits and drastic reduction
of irregular expenditure, fraud and corruption. The introduction of the Open Tender Process has,
amongst others, drastically reduced incidents of fraud, corruption and bribery in the tender system.
Wasteful and irregular expenditure has also been drastically reduced, while the number of clean
audits have increased from 54 % in 2014 to 65% in 2017.

Repositioning the ANC

The PEC deliberated on a paper about repositioning the ANC in the province which sought to draw
lessons about our electoral performance in the 2016 Local Government Elections and mapped out
steps for an improved performance in the coming elections in line with the four cardinal points of
unity, integrity, service and renewal.

List Process

Structures of the ANC in Gauteng will in the next few weeks be holding Branch General Meetings to
nominate public representatives for the Provincial Legislature and National Parliament. This follows
the conclusion of the membership audit process by the national office. The branch democratic
process will culminate in a provincial list conference in which the Province will adopt its list of public
representatives to serve in the afore mentioned institution post the 2019 general elections. The PEC
expressed its determination to run a list process that is credible and will help unify the movement in
the province towards a decisive electoral victory in 2019.
