WHAT is Building Control Legislation?

 The process ensures that building work is


carried out in compliance with the Building
Regulations.

 Building control is a set of rules that specify


the minimum acceptable level of safety for
constructed objects such as buildings and
non-building structures.
WHY Building Legislation?

 The Building Regulations are intended to


protect people's safety, health and welfare in
and around buildings.
 The regulations are also designed to improve
conservation of fuel and power, protect the
environment and promote sustainable
development.
Uniform Building By Laws (UBBL)
• UBBL 1984 is a building code which provides
the minimum requirements for the control and
construction of street, drainage and building in
local authorities’ areas.

• These legal instruments stipulate the


procedures for building plans approval and
other means of development and construction
control.

2.submission of plans for approval,
3.space light and ventilation,
4.temporary works,
5.structural requirements,

Definition of Building Works

 Building is defined as a structure erected or


placed on land.
 Building works is defined as the construction,
erection, assembly or placement of a building
or an incidental structure
Project Development

Project Life Cycle (PLC) is the series of phases


that a project passes through from its start to its
completion.

A typical PLC of developmental project comprise:


1. Planning phase (predevelopment)
2. Construction phase (intermediate)
3. Post construction phase (closer)

Planning Application
Four (4) planning applications are:
1.planning permission application (Subsection
21[1], Act 172),
2.building plan application,
3.road and drainage plan application (Section 9,
Act 133), and
4.the various 'works' plan (Section 70A, Act 133).
• The consultants and the developer should
comply to the guidelines, rules and regulations
stipulated in the standard manual drawn by:
a)Department of Town and Country Planning
(DTCP) and
b)MHLG to ascertain a smoother planning
approval process.

• Receive and review applications for land
development, planning permission, building plan
and other plans related to the applicant.

• Get further feedback from technical agencies if


there are issues and problems.

• Collect and coordinate certification papers


prepared by the designer department, building
department, engineering department, together
with the pre-calculated plan to be forwarded to
the local committee meetings.
