NOTICE INVITING QUOTATION

Sub: SUPPLY OF PUBLIC ADDRESS SYSTEM AT TUTICORIN AIRPORT

Sealed quotations are invited by the Airport Director, Airports Authority of India, Tuticorin Airport, on behalf of
Chairman, AAI from reputed Manufacturers of Public Address System & Authorized Dealers of Branded PA
System as per the specification in Annexure-II.
Interested and Eligible parties are required to submit their offer in two sealed cover namely: Envelop ‘A’ -
Technical bid & Envelop ‘B’ - Commercial Bid. The envelope “A” should be super scribed “TECHNICAL BID”
and envelop “B” as “COMMERCIAL BID”. The two covers should be enclosed in a third envelope, sealed and
super scribed “Quotation for the supply of Public Address System at Tuticorin Airport.” and submitted to:
AIRPORT DIRECTOR, AIRPORTS AUTHORITY OF INDIA, TUTICORIN AIRPORT, TUTICORIN – 628 103
on or before the due date & Time.

1. Envelop .A.
Following documents should be submitted along with Technical Bid (Envelope-A);
a). Signed copy of original Tender in proper order. Each page should be signed with seal
b). Signed Letter for Un‐conditional Acceptance of terms & conditions of Tender (Annexure IV)
c) Technical Specification Compliance Statement (Annexure :II) filled Yes or No for each parameters
d). Self attested copy of PAN card.
e). Self attested copy of Registration Certificate,
f). Self attested copy of Service Tax
g. self attested copy of VAT.
j). The Tenderer should be an Original Equipment Manufacturer (OEM) of PA System or its Authorized Dealer.
i). In case of OEM the proof of OEM must be submitted.
j) In case of Authorized dealer of OEM of PA System, the current Authorization from OEM must be submitted.
k) . Supporting technical brochures /pamphlet including technical specifications for make and model offered in
this Tender.
l. Certificate mentioning the warranty of the System supplied is minimum 12 months in the Authorized
Dealer/OEM letter head.
The Quotations submitted with the Technical Bid cover, not containing any of the documents mentioned above,
will be rejected summarily.
2. Envelop ‘B’.
Commercial bid in the format given (Annexure III) duly filled, signed and stamped by the bidder.
NOTE: Corrections or over writing, if any, must be signed and stamped by the bidder.

3. Critical Date:
Last date for submission of Quotation : 31.08.2015 at 1500 hrs
Date of opening of tender (Technical Bid) is on 31.08.2015 at 1530 Hrs
The date of Opening of Commercial Bid will be intimated to the eligible Bidders

Terms and Conditions.


a) Tenders not accompanied with prescribed information or are incomplete in any respect, and/or not
Meeting prescribed conditions, shall be considered non-responsive and are liable to be rejected.
b) The Buyer shall open Tender on the Tender Opening Time and Date in the presence of bidders or his
authorized representatives who choose to attend on opening date and time. The Bidder's representatives, who
are present, shall sign the tender opening register. The bidder shall submit authorization letter from the company
to this effect before they are allowed to participate in bid opening.
c).Representative of the bidder who is not qualified in the Technical Bid cannot attend the Commercial Bid
tender opening.
d) AAI will not be responsible for delay in submission of Tender sent by post.
e) Commercial bid (Envelop ‘B’) shall be opened only after scrutiny of the Technical bid. In case required
documents are not enclosed & not meeting the required specifications, their Price bid will not be opened and
the same will be returned to the party on request.
f) Price: Rate quoted shall be firm on for Tuticorin Airport and inclusive of all duties, taxes and transportation
and the item should be delivered at Tuticorin Airport.
.g) Supply of the PA System should be completed in all respects with in 30 days from the date of the issue of
the Work Order from this office.
h) Rates should be valid for at least 90 days from the date of submission of Tender.
i) The Public Address System supplied should have the on site warranty for a minimum period of one
Year and a certificate to this effect should be submitted along with the PA System Equipments by the
manufacturer / Supplier.
2. On completion of work / Supply, the item shall be checked by Asst General Manager (CNS), who is the
representative of the Airport Director in presence of you / your authorized representative and after satisfactory
checking, the same will be entered in the Asset Register of CNS.
3. On satisfactory completion of work/supply, final bill shall be submitted by you to the Airport Director and the
same shall be processed with the following Documents.
a. Your final bill along with invoice.
b. Completion certificate issued by Asst General Manager (CNS)
c. Bank details
c. Self Attested copy of PAN Card
e. Self attested copy of Service Tax
f. self attested copy of VAT Registration
4. Payment: Payment shall be made within 15 days after the successful completion of supply of PA system at
Tuticorin Airport.
5. Sales Tax/Service Tax or any other Tax in respect of this contract shall be payable by the contractor and
Airports Authority of India will not entertain any claim whatsoever in this respect.
6. The Bidder should sign in all the pages of the document with Seal.
7. In case of failure to execute the order in full within the specified period, liquidated damages shall be charged
@ 1% per day or part thereof but not exceeding 10% of the supply order value. Even the order can be cancelled
in case of delay in supply and AAI is not liable for any loss to you.
8. The requirements indicated in this NIQ are the minimum and bids of the firms not complying with these
minimum requirements or having deviations equivalents to the minimum requirements shall be rejected.
However, higher than the minimum requirements shall be technically acceptable without any additional financial
implication.
9. If the bidder fails to submit any of the required documents in the Technical Bid, as mentioned in Clause 1(a)
to (l),the Quotation will not be considered for Commercial Bid.
10. The acceptance of the Tender will be intimated to the successful Bidder by AAI, either by FAX or by letter.
AAI shall be sole judge in the matter of award of Contract and the decision of AAI is final and binding.

11. The right to accept the Tender in full or in part/parts will rest with AAI. However AAI does not bind itself to
accept the lowest tender and reserves to itself the authority to reject any or all the tenders received without
assigning any reason what so ever.
12. The instructions given in the tender document are binding on the bidder and submission of the tender will
imply unconditional acceptance of all the terms & conditions by the bidder.
13. Each and every page of submitted tender document including technical documentation should be serially
numbered, indexed and signed.
14. Non submission of any of the aforesaid documents or submission of any of the aforesaid documents in a
manner which is in nonconformance with the relevant clause of the tender document may result in rejection of
tender submitted by the bidder.
15. The rates shall be entered in figures as well as in words. For the purpose of the tender, the metric system
of units shall be used. In the event of any discrepancy, the unit price quoted in words will be taken as the correct
basis.
16. Envelope A (Technical Bid) will be opened on the designated date of opening of tender. Bidders or their
authorized representative (with authorization letter for attending) may remain present at the venue i.e. AAI’s
premises during the opening of Technical bid. The eligible bidders only shall be considered for evaluation of
Financial Bid.
17. AAI will inform the schedule date and time of opening of Financial Bid to the qualified bidders. Bidders or
their authorized representative (with authorization letter for attending) may remain present at the venue i.e.
AAI’s premises during the opening of Financial bid.
18 To shortlist technically qualified bidder, Technical Bids of eligible bidders shall be scrutinized by AAI to
ensure whether the same are in conformity with the operational requirement & technical specifications. Bidder
should provide complete information to substantiate compliance of the technical specifications listed in the
tender. In case of incomplete compliance statement or inadequate information, tenders shall be finalized on the
basis of the information available. It shall, therefore, be in the bidders' interest to give complete and
comprehensive technical particulars, description and details while submitting the bid.
19. AAI may seek clarifications on technical details or any other information deemed necessary. The queries
raised should be replied positively within the time specified, failing which the evaluation will be done on the
basis of the information available.
20.. Canvassing in any form in connection with the tenders is strictly prohibited and the tenders submitted by
the Contractors who resort to canvassing are liable for rejection.
21. Should a bidder have a relation or relations employed in the capacity of an officer of AAI, the authority
inviting tender shall be informed of the fact along with the offer, failing which AAI, at its sole discretion may
reject the tender or cancel the contract.
22.. AAI shall issue the purchase order to successful bidder. Successful bidder shall acknowledge the receipt
of the purchase order within three working days as a confirmation to acceptance of terms and conditions of
purchase order by mail, Fax or post.
23. The ordered items shall be delivered to the Office of the Airport Director, Airports Authority of India, Tuticorin
Airport, Tuticorin – 628 103
24. The right to accept the tender in full or in part/parts will rest with AAI. However, AAI does not bind itself to
accept the lowest tender and reserves to itself the authority to reject any or all the tenders received without
assigning any reason whatsoever.
25. The quoted prices shall be firm and fixed and subject to no escalation whatsoever till the validity period of
the tender.
26. All goods or material shall be supplied strictly in accordance with the Specifications. No deviation from such
specifications of these conditions shall be made without AAI's agreement in writing must be obtained before
any work against the order is commenced. All materials furnished by the successful bidder pursuant to the
Order (irrespective of whether engineering/design or other information has been furnished, reviewed or
approved by AAI) are required to be guaranteed to be of the best quality of their respective kinds (unless
otherwise specifically authorized in writing by AAI) and shall be free from faulty design to the extent such design
is not furnished by AAI. The goods/material used by the successful bidder and its workmanship should be of

proper quality so as to fulfill in all respects, the operating conditions and other requirements specified in the
order.
27. If any trouble or defect originating from the design, materials, workmanship or operating characteristic of
any materials arise at any time prior to 12 months from successful installation and Commissioning the bidder is
notified thereof, the bidder at his own expense should repair and at no cost to AAI. As promptly as possible
make replacements at the site as may be necessary to permit facilitate the functioning of the equipment in
accordance with the specifications. The warranty period of repaired or replaced goods shall be extended for a
period equal to the turnaround time (out of service period).

28. The contractor shall replace the defective items supplied against this work during warranty period without
any charges whatsoever to AAI within 24 Hrs as the PA system used in highly critical operational environment..

29. AAI reserves the right to place repeat order, within validity of contract period i.e expiry of warranty as
mentioned in contract, not exceeding 50% the quantity of the original order. The terms and conditions given
under Section B - General Information and Guidelines are hereby complied and agreed.

1. The Quotation document for the works mentioned above have been issued to me /downloaded from
the AAI Web site and I have read the Terms and conditions of the NIQ document fully. I / we shall abide
by the conditions / clauses contained therein.
2. I / We hereby unconditionally accept the Tender conditions of AAI’s Quotation document in its
entirety for the above works.
3. It is clarified that after unconditionally accepting the Quotation conditions in its entirety, it is not
permissible to put any remarks / conditions (except unconditional rebates on quoted rates if any) in the
Quotation enclosed in envelope "A" & "B" and the same has been followed in the present case. In case
any provisions of this Tender are found violated after opening envelope "A" & "B". I / we agree that the
Tender shall be rejected.
