Wright reported a receipt of a contribution in the amount from $800.00 from Envy Nightclub, Inc., which is prohibited under Arkansas Code Annotated § 7-6-203(a)(1)(B) on her Pre-election Campaign Contribution and Expenditure Report filed with the Pulaski County Circuit Clerk on October 29, 2018 at 2:49 p.m. See Exhibit 1, page 4. 2. Envy Nightclub, Inc. is registered as a nonprofit corporation in the State of Arkansas. See Exhibit 2. However, it is not registered as a Political Action Committee with the office of the Arkansas Secretary of State. 3. Wright also appears to have made an improper contribution using campaign funds to the John Barrow Neighborhood Association (“JNBA”). See Exhibit 1, page 9. 4. Wright failed to properly identify and list the “Place of Business ~ Employer/Occupation” of more than thirty (30) contributors in violation of Arkansas Code Annotated § 7-6- 209(b)(1)(C). 5. Each candidate for a position on the Little Rock Board of Directors, or their representative, was given a blue colored folder by Little Rock Deputy City Clerk Allision Segars that contained a letter detailing filing requirements of the Campaign Contribution & Expenditure Report form (“CCE”); detailed instructions for completing the CCE and a blank copy of the CCE form. See Exhibits 4; 5; 6 and 7. CONCLUSION A preponderance of the evidence in this complaint substantiates the allegations (1) that Doris Wright, in her capacity as a candidate for the Ward 6 position on the Little Rock Board of Directors, violated Arkansas Code Annotated § 7-6-203 In the 2018 election cycle in connection with her campaign accepting monetary contribution in the amount of $800.00 from Envy Nightclub, Inc. (2) that Doris Wright made an improper contribution using campaign funds to the John Barrow Neighborhood Association (“JNBA”). (3) that Doris Wright failed to properly identify and list the “Place of Business ~ Employer/Occupation” of more than thirty (30) contributors in violation of Arkansas Code Annotated § 7-6-209(b)(1)(C)..
