Ward 15 Participatory Budgeting Project Proposals

2018
LED Lighting Expansion - continue the expansion of the LED lights across the 15th Ward.
About 2/3rds of the ward currently has the updated lighting and this will finish out the project.

Price: $15,000 for 10 blocks

Pros:
 Increased visibility and safety
 Environmentally friendly
 Reduced maintenance cost due to long bulb life

Cons:
 Light pollution
 Blue light aesthetic
Tree Planting - due to the emerald ash borer infestation, a large number of ash trees had to be
taken down all across the ward. This would ensure that all trees that had to be removed are
replaced with another tree.

Price: $20,000 for 30


Location: TBD

Pros:
 Provides pollinators and other beneficial insects food and shelter
 Produces life-giving oxygen and removes air pollution
 Provides shade and helps lower temperatures: a community with trees can be as
much as 12 degrees cooler in the summer than those without trees, and shade
from two trees can save up to 30% on annual air conditioning costs
 Trees slow rainfall runoff, prevent soil erosion, muffle noise, and provide privacy

 Tree branches can block light from street lamps
Speed Humps - The speed hump pilot program started in 2018 where speed humps were
added to the blocks that were identified with the biggest speeding problems. This would expand
that program to other blocks with identified speeding issues. In order for a block to qualify for
speed humps, a speed study must be conducted that concluded that sustain vehicle speeds are
5 mph or more over the speed limit.

 Slows traffic and reduces accidents
 Creates a safer street environment for pedestrians and cyclists
 Reduces crime

Cons
 Can be cumbersome to drive and bike over
High Visibility Crosswalks with ADA Accessible Ramps - as a result of the traffic study that
was conducted in 2016, high visibility crosswalks were added to Gustine avenue and all curb
ramps were made ADA compliant. This would expand that program to include other north/south
street intersections.

Price: $44,000 for 8 intersections


Location: Fairview and Spring, Fairview and Giles, Fairview and Grace, Oak Hill and
Juniata, Oak Hill and Hartford

Pros
 Makes streest easier to cross and can decrease accidents involving cars and
people
 High-Visibility crosswalks can be detected at about twice the distance as
traditional crosswalks - a study by the Federal Highway Administration found that
in the daytime, this can give drivers traveling at 30 mph eight additional second
of awareness of crossing pedestrians
 Make our neighborhood more accessible and welcoming for everyone - including
parents with strollers and people with limited mobility
 Last for 6-8 years

Public Art - Previously public art was added to the fences of McDonald Park. This would create
a permanent art installation at McDonald Park. The art will be chosen through a public process.

Pros:
 Beautifies our streets
 Engages pedestrians
 Encourages interactions with others and helps build community, which leads to
safety and sense of security, economic benefits and better health
 Contributes to a positive neighborhood identity

 Maintenance
Alley Recycling Bins - an alley audit conducted by the TGNCDC identified a number of alleys
in the 15th ward that do not have at least 3 recycling bins for that alley. This would ensure that
all alleys have at least 3 recycling bins.

Price: $12,500 for 25


Location: Throughout 15th Ward but mostly in the SW area, "wedge" area

Pros:
 Reduces amount of waste sent to landfills and incinerators
 Helps conserve valuable natural resources such as timber, water and minerals
 Helps create jobs in the recycling and manufacturing industries in the US
 TGS won an award for our recycling efforts - neighbors are recycling!

Cons:
 Increases congestion in alleys
50/50 Sidewalk Expenditure Increase - The 50/50 sidewalk program is a program where the
City of St. Louis pays half of the cost for every year to replace sidewalks and the property owner
pays the other half. Alderwoman Green receives over $100,000 in requests for funding for this
program on an annual basis, more than she can fund. This will allocate more ward capital funds
to this program to ensure that all people who want to have their sidewalks replaced can have
their sidewalks replaced.

Price: $25,000 addition to the 50/50 program

Pros:
 Improved walkability, which can lead to increased physical activity, socialization
among neighbors, increased patronage of local businesses, fewer cars on the
road and less pollution
 Increased accessibility by neighbors with strollers or wheelchairs
 Beautification

Cons:
 Sidewalk access will be limited during construction
Sidewalk Trash Bins - Sidewalk trash bins are the trash bins that are placed on corners or
easements so that pedestrians have a place to put their trash. The locations of trash bins are
contingent on the ability of the City to get contracts signed by property owners who agree to
empty the trash bins.

Price: $10,000 for 20


Location: TBD

Pros:
 Reduces the risk of litter - which can pose a threat to public health, attract vermin
and act as a breeding ground for bacteria, and can travel through the storm water
system to our rivers and creeks.
 Beautification

Cons:
 The City of St. Louis does not provide for the disposal of the contents of these
sidewalk trash cans located within the neighborhood: before a sidewalk trash can
is installed, a resident from any potential installation site must sign a contract with
the city stating they will be responsible for properly disposing of the refuse
Alley Paving - This will include repaving and/or patching the three neediest alleys in the ward.

Price: $43,500 for 3 alleys


Location: East & West alleys on 3600 block of Bamberger Ave, South alley on 4000 block
of Fairview

Pros:
 Safer travel for cars, cyclists, and pedestrians
 Reduces damage to car and bike tires
 Beautification

Cons:
 Alley access will be limited during construction
Bicycle Racks - This project includes bike racks to be placed at various locations throughout
the ward to designate specific areas for bicycles to be stored that do not block walkways.

Price: $6500 for 10

Location: Distributed throughout the ward to include, but not limited to, McDonald Park,
Morganford, by Ryder’s & Crispy Edge

Pros:
 Encourages cycling, which reduces car travel and pollution while increasing
physical activity and health
 Stores bikes out of the way, rather than locked to private fences or street signs
Cons:
 Reduces sidewalk width where installed
