Guidelines for
Continuous Operational and Outcomes-based Partnership for Excellence
in Research and Academic Training Enhancement (COOPERATE)

I. Objectives

1. Provide financial support to enable UP and other qualified SUC graduate students
(Master’s and PhD) with UP Faculty co-advisers, preferably at the thesis/dissertation
level to conduct research/creative work and if possible take advance elective courses
in partner foreign universities through advisorship/co-advisorship;
2. Facilitate the increase in the number of Master’s and PhD graduation of young UP
and other qualified SUC faculty/researchers in areas/fields most needed by the
country; and
3. Promote long-term research/creative productivity through active cooperation between
faculty and researchers and research groups of UP and partner universities.

II. Eligibility

 UP Graduate Students at the Master’s Thesis/PhD Dissertation Level


 Other qualified SUC graduate students with UP faculty as co-adviser
 Faculty/research adviser of graduate student (must have an established collaboration
with foreign faculty/researcher

III. Coverage of the Grant

o 1 to 6 months stay for Master’s thesis graduate student, 6 to 12 months for PhD
dissertation graduate student, 2 weeks to 1 month stay for UP or SUC
faculty/researcher, 2 weeks to 1 month visit of foreign faculty/ researcher to UP or
SUC including advisorship and visiting professorship (Lecture)
o Travel expenses to and from host university
o Accommodation and food expenses (if not provided by the host university)

IV. Application Procedure

Applications must be in the prescribed format (i.e. using UP OIL COOPERATE Form #1 and
Form #2) and should be submitted ideally 6 months before of the proposed activity.
The OIL/OVPAA will evaluate applications as submitted.

 2 sets (1 original and 1 photocopy) of the following documents should be submitted


with the application:

Attachment 1: Memorandum of Understanding/Memorandum of Agreement or
Statements from University Officials
Attachment 2: 1 to 2-page curriculum vitae
Attachment 3: Dissertation/thesis proposal endorsed by adviser
Attachment 4: Certified transcript of records/true copy of grades
Attachment 5: Host University Professor acceptance or invitation letter
Attachment 6: 2 Letters of References from previous/current professor
Attachment 7: Detailed Work plan
Attachment 8: Line-item budget
a. Transportation Expenses
a.1. Roundtrip Economy Airticket (inclusive of travel tax)
a.2. Land Transportation (local and in the host country, include airport
transfers)
b. Visa Fee
c. Travel and Health Insurance
d. Accommodation
e. Food Allowance

V. Conditions

1. Visiting research leader/faculty must have established/should start research


collaboration with host researcher/university and should show/proof thereof.
2. Graduate student should have a research thesis/dissertation which is part of the
research program/project of the UP adviser/co-adviser.
3. Graduate student applicant should submit the accomplished application form as soon
as possible together with accomplished form of the adviser (UP OIL COOPERATE
Form #2).
4. Host (foreign) university has formally accepted the graduate student (and/or adviser
for the research visit and/or the sandwich thesis/dissertation research activities in
his/her laboratory; in the case of the application of the research leader/adviser, the
host university should provide invitation letter specifying ongoing or specifying
potential research collaboration.
5. Sign a “contract” with UP concerning the mobility
6. Provide OIL copies of all documents before and after the mobility (passport with visa,
ticket, acceptance letter from the host, etc.)
7. Immediately return to the Philippines/UP after the mobility
8. Provide OIL a brief report on the mobility experience on/before 1 month after return
to the Philippines/UP
