After the first phase visit in 2017, the University Research and Development Office has facilitated

several meetings to form various TWG that will be responsible in the revisions of various
guidelines, procedures including amendments to various sections of the research manual.
Concerned faculty members were identified to work on specific policy and/or guidelines, process
and the different forms and formats to be used. The TWG and their respective topics to review,
formulate and/or update are as follows:
1. Research Ethics – Dr. Cynthia Grace T. Valdez, Lead, plus 2 members each from
Maddela, Cabarroguis and Diffun campus.
2. Policy and guideline/s on Intellectual Property Rights – Dr. Melfei E. Bungihan plus 2
members each from Maddela, Cabarroguis and Diffun campus
3. External paper presentation, to identify members from Cabarroguis campus
4. Publication to the QSU Research Journal – Marissa H. Valdez, Ronie Guillermo and
Dyanika P. Nolasco.
5. Endorsement and approval process of research paper for presentation in external
research conference/colloquium/forum/congress.
6. Paper presentation during the University Inhouse Review
7. Criteria for Outstanding Researcher
8. Research incentives in relation to various RDE endeavor – Dr. Elizabeth T. Carig and
research staff.

Prior to the conduct of workshop activities, concerned faculty members attended numerous
seminars and trainings to enhance their knowledge and/or build their capacities towards the
completion of their respective works. Each of the TWG were given at least two quarters to finish
their respective assignments so that these could be presented to the Board of Regents for their
review and approval.

To date, the following RDE incentives have been approved by the BOR for 2019 implementation:

Aside from RDE support and incentive, the University RDSO also proposed for the inclusion of
two more categories for paper presentation the University inhouse review. These categories
include product development and extension categories, Best Oral Presenter award and
corresponding incentives. The proposal was eventually approved by the BOR for implementation.

The policy and guidelines and procedure on publication to the QSU Research Journal was also
developed through a series of writeshops and focused group discussions. The guidelines on
publication include
 Fields of Specialization to be considered for publication
 Perspective, Substance and format
 Mechanics for publication
 Process flow for publication
 Criteria for Selection of Papers for Publication

The policy/guideline was presented to the BOR during the July 27, 2018 board meeting for their
approval but several more items were recommended to be included in the policy/guidelines for
publication. Refer to the BOR minutes of meeting for the details of recommendations. Copy of the
Policy and Guidelines and Procedure on Publication to the QSU Research Journal is herewith
attached.

Other policy and guidelines that were updated and due for BOR approval includes the following:
