O R D E R:
In the G.O. 3rd read above, issued orders conveying the concurrence for
participating in the convergence scheme of Aam Aadmi Bima yojana (AABY) with
Pradhan Mantri Jeevan Jyothi Beema Yojana (PMJJBY) and Pradhan mantri
Suraksha Bima Yojana (PMSBY).

2. In the G.O. 4th read above issued orders for preparatory arrangements for
implementation of 2nd year Chandranna Bima in association with the convergence
scheme of Government of India, to be commenced from 2nd October, 2017.

3. In the letter 5th read above, the Commissioner of Labour has furnished the
Budget Proposal for payment of premium to Insurance Companies and for launching
of the Chandranna Bima Scheme event on October 2nd 2017 and to direct the
respective labour boards to release the funds and reimbursement to SERP etc.

4. After careful examination, Government hereby order the following for

sanctions and instructions towards payment of premium to the Insurance
companies and cost of the expenditure for launching event of 2nd year
Chandranna Bima Scheme etc.

(i) The total premium relief of Rs.232.66 crores under the Chandranna
Bima Scheme treated as an advance till enrollment of No. of
unorganized workers under Chandranna Bima Scheme 2nd year is
completed and GOI views received on fixation of the premium rate
for additional accident death relief coverage. Final Settlement of
payment of premium will be done once the above is finalized.
(ii) Out of Rs.232.66 crores proportionate premium for (8) months
i.e. from 02.10.2017 to 31.05.2018 for the 2nd year Chandranna
Bima scheme, the Andhra Pradesh Building and Other Construction
Workers Welfare Board is requested to release an amount of Rs.
72.62 crores for the proportionate BOC workers and also 21.15
Crs towards premium proportionate to the workers of Andhra
Pradesh labour Welfare Board as a loan subject to
reimbursement from its funds as no sufficient funds made
available in Andhra Pradesh Labour Welfare Board .Further Rs.
21.15 crores from the A.P. State Social Security Board. The
Commissioner of labour is requested to furnish the
reimbursement proposal for the component which is to be met
form the budget of the Government.
(iii) The expenditure of Rs.1.19 crores for launching of event as
proposed by the Commissioner of Labour. This shall be met from

Chandranna Bima Head of Account. However, if there are issues, it

can be advanced from A.P.State Social Security Board for unorganized
workers as suggested by the Commissioner of Labour.

(iv) Rs. 4.40 crores towards printing of 2.20 crores policy bonds
and distribution of Policy bonds to be met from the SERP which is
initially bearing the expenditure for printing and Distribution of policy
Bonds under 2nd year Chandranna Bima scheme as per the guidelines
issued in the G.O.Ms.No.14, dated:13.09.2017 and later to be
reimbursed from Labour Dept., Chandranna Bima Head of Account.

(v) The Scheme profile of the 2nd year Chandranna Bima is as

(vi) The Scheme shall be implemented as per eligibility conditions &

guidelines issued vide G.O.Ms. No. 54, LET&F (Lab.I) Deptt., Dt:
30.09.2016, as amended from time to time. Commissioner of Labour
will also be requested to send amendment proposals, if any required
for Chandranna Bima 2nd year.

5. The Commissioner of labour Shall take further necessary action

accordingly.

6. This order issues with the concurrence of Finance Department vide their
U.O. No. FIN-49027/117/2017-SO(FMU(WCDLH))-FIN, dt:22-09-2017.
