R12 ISO20022 Credit Transfer

1. Introduction

The ‘International Organization for Standardization’ (ISO) develops standards to ensure desirable characteristics of products and
services such as quality, environmental friendliness, safety, reliability, efficiency and interchangeability - and at an economical
cost.
One of the areas where ISO provides standards is the payment area. It covers the customer to bank credit transfers, interbank
settlements, payment acknowledgements and exceptions. The ISO 20022 standard also called as UNIFI provides the financial
industry with a common platform for the development of messages in a standardized XML syntax, using:

 a modeling methodology (based on UML) to capture in a syntax-independent way financial business areas, business
transactions and associated message flows;
 a set of XML design rules to convert the messages described in UML into XML schemas

The objective is to enable communication interoperability between financial institutions, their market infrastructures and their
end-user communities.
SEPA Credit Transfer feature is one of the flavour of ISO Credit Transfers. In R12, the SEPA credit transfers feature was
introduced and further enhanced based on the new versions of SEPA Credit Transfer rule book and implementation guidelines.
Currently V5 of SEPA implementation is supported in the application. Also the solution for version 5 is also compliant for
version 6.
The SEPA Credit Transfer covers the credit transfer transactions originated and settled within 33 members countries and is only
for Euro transactions. This feature covers transactions in euro currency and contains specific validations prescribed under SEPA
guidelines.

The Common Global Implementation (CGI) is a forum for financial institutions to progress on various corporate-to-bank
implementation topics on the use of ISO 20022 messages and to other related activities, in the payments domain. The overall
objective of this group is to simplify implementation for corporate users and thereby to promote wider acceptance of ISO20022 as
the common XML standard used between corporates and banks. This is achieved through consultation, collaboration and
agreement on common implementation templates for relevant ISO 20022 financial messages, leading to their subsequent
publication and promotion in order to attain widespread recognition and adoption.

The CGI guide is intended specifically for global, multi-country, multi-bank and multi-instrument implementations that the
participating banks can commonly accept as ONE of their implementations. The CGI focuses on the general message structure
and then successful creation of individual transactions that can be executed by the participating banks.

It should also be noted that the CGI message implementation template provides the opportunity to establish a generic harmonised
multi-banking ISO 20022 XML message. However, this may not be the only implementation that banks will support. Some banks
may be able to offer value added solutions that are over and above the core CGI message implementation template.

This document covers the CGI Credit Transfers feature based on ISO20022 standards.
2. Definitions

SEPA
Singe Euro Payments Area includes all countries of European Union plus Switzerland, Norway, Liechtenstein and Iceland.

ISO20022
Also known as UNIFI – Universal Financial Industry message scheme, it is the platform proposed by ISO to develop all financial
messages. The UNIFI Registration Management Group has identified four business areas to be covered by the standard:
 Payments
 Securities
 FX
 Trade Services
For Payments, currently the instruments in scope are:
 Credit transfers
 Cheques
 Debit and credit cards
The business areas covered:
 Payment initiation: retail/commercial payments, communications between the ordering customer and its bank, etc.
 Clearing and settlement: interbank transfers via correspondent banking or ACHs, high value payments, low value
bulk payments, RTGS, etc.
 Cash management between of the various actors: account opening, standing orders, transaction and account
information, advices and statements from account servicing institutions to account owners along the processing
chain, including reporting to the ordering customer and beneficiary customer, reconciliation, exceptions and
investigations handling.

CGI
The mission of the Common Global Implementation (CGI) initiative is to provide a forum for financial institutions (banks and
bank associations) and non-financial institutions (corporates, corporate associations, vendors and market infrastructures) to
progress various corporate-to-bank implementation topics on the use of ISO 20022 messages and to other related activities, in the

4. External Purpose codes for Service Level, Local Instrument, Payment Purpose
Codes are now supported through extensible lookups.

Service Level Codes that are seeded to support ISO Credit Transfers:
1. New Payment Lookup Code will be added to capture the Service Level Codes.
2. The Service Level Codes published in the external codes list will be seeded in this lookup code.
3. The Service Level Codes are detailed below:

4. The format value will be the same as the code value.


5. The Local Instrument Codes provided in the external codes list in the seed data will be seeded in Lookup for Delivery
Channel.
6. Similarly the Payment Purpose Codes will be added in the existing lookup of Payment Reason Codes.

5. Supplier Payment Details UI Changes

Service Level on the Supplier Payment Details region :


 A field added on the supplier payment details to capture the Service Level.
 The lookup for Service Level will correspond to the Payment Codes will be created for Service Level.
 This will be used to capture the Payment Service Level of the Supplier.
 This field will also be added on the Supplier Site Payment Details region.
 The defaulting logic for these values on the payment file will be as follows:
o The existing defaulting logic for defaulting the payment delivery attributes on the invoice will apply for Service
Level also.
o If the value is defaulted on invoice then this value will passed in the payments.
o If the override value is defined at the PPP (Payment Process Profile ) level, then it will take precedence over the
value at supplier/site level and this value will be passed for the payment.
6. Payment Process Profile – UI Changes

Service Level and Delivery Channel on Payment Process Profile Overrides region:
 The overrides for Service Level and Delivery Channel will be added at the will be added on the Payment Process
Profile.
 The Override values are provided on PPP, then that value will take precedence over the value entered on the supplier
setup.
 The Override values will be taken into consideration for logical grouping instead of the values entered at supplier
setup.

 The grouping mode drop down will be modified. Currently the Grouping mode is a dropdown with values blank and
Mixed. Instead of the dropdown a check box ISO grouping will be added.
 Currently the values contain Mixed and Blank. The check box will contain values as Y/N depending on whether the
checkbox is checked on unchecked.
 For the migrated PPPs the value ‘Mixed’ will be treated as Y and blank will be taken as N.
 A new value ‘Invoice Legal Entity’ will be added in the document grouping attributes.
 If this value is checked, then documents will be grouped based on Invoice Legal Entity.
 For the migrated PPPs, this value will be unchecked.
7.
7. XML Publisher Format Templates and Mapping the attributes for ISO Credit
Transfers
Credit Transfer initiation message format is based on ISO20022 framework. Before sending the message, it must be ensured that
the message is in the correct format.
The XML Publisher Format Templates used for the ISO Credit Transfer Initiation is seeded.
This will allow the user to re-use the templates for user-defined formats.

Two new Credit Transfer Initiation Templates (ISOCGI Credit Transfer Initiation Template- Structured) and (ISOCGI Credit
Transfer Initiation Template – Unstructured)
These templates will be used for creating payment ‘format’. The details of the seeding are given in a tabular format as below:
Following are the guidelines laid down for ISO CGI Credit Transfer messages:
 The required elements in the CGI will be accepted by all CGI supporting banks. They define a standard set of data with
agreed country/payment instrument qualifications.
 Any data populated in a schema-defined optional field that is not required by an individual bank will be ignored and not
stop processing of the message. This rule includes elements that are designated "Not Used" by the CGI. Bilateral
documentation should specify where an "R" field will be ignored by a specific bank.
 Where individual clients do not maintain a CGI-Required or Conditional element in their systems, they should consult
with their bank(s) on the minimum of data elements required for that type of transaction. This could result in the need to
add those data elements into the client's systems.
 The following general attributes are assigned in the CGI and should be read in conjunction with the country/payment
instrument rules produced for the CGI. If a country/payment instrument has not been addressed, the banks engaged by
the client will work to try and agree on a common addition to the CGI country/payment instrument rules
 Any of the data tags included in this guide will be accepted by any bank supporting the CGI. The bank will either use
the tag for processing or ignore it.

7.1 Functional mapping of attributes for ISO CGI Implementation:


The SEPA payment format is already implemented in R12. There are multiple flavours of ISO like SEPA, CGI etc. The
mapping spreadsheet attached below describes the implementation proposal for mapping of the ISO CGI data elements.
The format of the data elements is as prescribed by ISO20022 xml message. The mapping of the data elements is
prescribed in the attached spreadsheet:

7.2 New attributes in the Disbursement Extract


The new attributes service level, local instrument, payment purpose and invoice legal entity details will be passed in the
Disbursements Extract.
8. Formats for ISO Credit Transfers
The ‘Formats’ to be used for the ISO CGI Credit Transfer Initiation will be seeded. There would be two separate formats for
structured and unstructured messages. These formats would be used in seeded Payment Process Profiles, which in turn will be
used for ISO CGI Credit Transfer transactions. The Pre-defined validations will be added to the payment formats which are
described in section 13.

11. New Attributes for Logical Grouping
The payment information is a logical level that groups the payments by some common attributes. This level is useful for functions
such as batch booking. It contains the debit side information. The information is present on the grouping level only and is shared
by the child payments. These attributes are:
