Despite some areas of disrepair, the U.S. has the largest and most expansive

General Overview
Over the last 12 months, the SCIC has observed an increase in thefts of Electronics and Mixed Retail loads, as well as advanced theft
methods such as Fictitious Pickups and Facility Thefts. The organized cargo thief in the U.S. will continue to be risk averse as more
states adopt cargo theft specific legislation. As newer cargo thieves are trained in these advanced methods, the SCIC expects these
increases to continue.

The outcome of NAFTA renegotiations is unlikely to have much of an impact on cargo theft trends or hotspots within the United
States as most theft activity is not focused around land border crossings.

General Overview
Quantitative data collection for cargo thefts in Canada remains a challenge. However, analysis of available data and detailed incident
reports reflects that the organized cargo thief in Canada is just as sophisticated and prolific as those in the United States.

Without additional cargo theft specific legislation and penalties, advanced theft types and product targeting will likely increase in
Canada.

Additionally, uncertainty as to the outcome of NAFTA negotiations is a topic of concern nationwide. If favorable for Mexico, the

significantly change the landscape of supply chain related services.

violence.

General Overview
Belgium is often ranked as one of the top countries where most cargo thefts are reported partially due to excellent reporting of the
Belgian police. It would be considered a transit country through which shipments must pass if on the United Kingdom route to/from
certain other countries in Europe. Awareness of the presence of criminals that disguise themselves as police or customs officials is
a must. Migrants of late are causing major concerns at parking areas in the country where not only are they trying to force their way
onto trucks, but violence seems to be escalating amongst different groups from different countries, having recently led to fatalities and
the closing of certain parking locations.

General Overview
Obtaining data from China is an arduous task. The Chinese government is known for painstakingly monitoring all forms of
communication, in an attempt to avoid any negative information leaving the country.

However, there are still reports of cargo thefts in China. One method that has been reported is the use of rolling theft. China also
deals with gang activity, so there is a great possibility of their involvement in cargo theft. Although actual numbers are hard to get, it
seems likely that a country of this magnitude and volumes of cargo shipped is prone to similar types of cargo theft as other parts of
the globe.
