In the planning and execution of the project, the project team must ensure that the project

complies with local laws as set by the lawmakers. In this project, the laws concerned are the
Environmental Quality Act 1974 and the Occupational Safety and Health Act 1994. These laws are set
in place so that it protects the environment and ensure sustainable development of the country and also
to safeguard the safety and health of the workers. For example, in the Environmental Quality Act, 1974,
restrictions are posed to limit and control pollution to the atmosphere, as well as noise pollution and
soil pollution while the construction is being carried out.
In the ethical aspect, the engineers working for this project, especially the procurement team
should avoid any form of conflict of interest as mentioned in the Code of Professional Conduct in in
Registration of Engineers Act 1967. This is because, when conflict of interest is present, it will
influence or appear to influence his judgement or the quality of the engineer’s services. For example,
engineers that have direct relationship with the stakeholders shall disclose his or her relationship with
the person.
While in terms of technicality, the engineers must ensure that he or she demonstrates
professional competency while handling the project. For instance, the materials used to build the
building must not be compromised for personal financial gains. Details calculations and simulations
must be made and approved by a professional engineer registered under BEM to avoid technical failures
of the building.
Engineers involved in the project should also look out for policies that are published by the
government so that it adheres to the national development plan of the country. For example, this project
is designed so that it follows the National Policy on Climate Change and the National Green
Technology Policy (NGTP). By building a green building, it can provide the same function as an
ordinary building, at the same time produce less carbon footprint to the environment. This ensures the
sustainability of the environment and minimises energy wastage, which indirectly minimises the
operation cost of the building. On a side note, the developer can also gain some incentives from the
government by designing a green building that adheres to the criteria set by Green Building Index
Malaysia (GBI)!
