TITLE
Cost Estimator

MAIN ACTIVITIES
Duties and Responsibilities:
1. Prepare Budget Proposals cost estimates for various engineering and construction controlled projects within SATORP.
That includes pre-budget studies.
2. Prepare Authorization for Expenditures (AFEs) cost estimates upon the completion of the Design Basis Memorandum
for SATORP projects, to facilitate project funding to move forward with the project front-end engineering design and
execution.
3. Prepare Tender Check Estimates for SATORP projects for contract action request, prior to bidding the project. That
includes comparison/review of the scope considered in the AFE and the final tender scope in order to ensure
sufficiency of funds for the projects, and prepare justifications for cost changes.
4. Prepare Service Order estimates for projects to be executed through service contracts. That includes review of scope
of work and related documents such as specifications and drawings, quantity survey, and pricing.
5. Prepare Variation Order estimates for projects due to changes in the project requirements. That includes review of
scope of work and related documents such as specifications and drawings, quantity survey and pricing. Review
contractor's estimate and prepare comparison to be used for negotiating the final variation amount.
6. Review all requests for cost estimates and liaise with concerned Project Engineers to ensure sufficiency of the
requirement. Review estimates with the Project Control Head to ensure that scope of work is communicated and
views from all engineering disciplines are considered.
7. Liaise with Material Coordinator along and all other concerned personnel to determine materials prices and prepare
quantity take off, costing, calculation for all areas of the project. Develop estimate summary and review of all
estimates prior to review with the Project Control Head.
8. Evaluate the commercial aspects of bids including reviewing of cost breakdown for any irregularity and contract unit
rates to ensure the same are within the market range. Develop commercial evaluation report aimed at supporting the
Project Team in the contract award decision process.
9. Prepare AFE proposals for approval, in coordination with the Project Engineers for SATORP projects. That includes
preparation of cost breakdown, Facilities Projects work breakdown structure (WBS), Assets Cost and Cost Phasing, in
liaison with the Design Engineer. Review proposals with the Project Control Head prior to routing for signatures and
approvals.
10. Support the relevant committee in evaluating all claims submitted by Contractors. Evaluate submitted claim
documents for validity and work with the team to establish facts and recommendations. Prepare cost estimates for all
claims and review them with the project team.
11. Perform other related duties as assigned by the Project Control Head.

MINIMUM REQUIREMENTS (QUALIFICATIONS / EXPERIENCE REQUIRED)

Main Competencies and Qualities:


 Ability to monitor the cost aspects of the project activities.

 Strong Knowledge of Project cost analysis and reporting techniques.

 Good analytical skills.

 Strong interpersonal and problem solving skills.

 Conversant with SAP and Microsoft applications.

 Ability to work in a dynamic environment.

 Ability to work under pressure and meet tight deadlines.

 Willing to work irregular hours.


 Good command of oral and written English.

Education Background:
Bachelor’s Degree in Engineering, Accounting or equivalent.

Experience:
Five (5) years of related experience, of which at least Two (2) years in a similar position in Refining setting.
