Dear Governor Susana Martinez:

On behalf of our organizations and the thousands of hardworking Latino families and activists we represent across
New Mexico, we write to you today to thank you for acting to reduce unnecessary occupational licensing barriers that
make it difficult for Latinos, and all New Mexicans, to achieve their full potential and better provide for themselves and
their families.

For far too long, occupational licensing rules have been a barrier for Latino workers looking for opportunities to succeed
in the workforce and secure a brighter future for themselves and their families. Occupational licensing requirements can
often unjustifiably force people to complete months of expensive training, pay fees or pass exams before they’re allowed
to work.

The role that Hispanic workers and the roughly 30,000 Hispanic-owned businesses play in New Mexico is critical to our
economy. Unfortunately, licensing disparately impacts Hispanics and low-income individuals from jobs that could lead
to sustainable and fulfilling careers due to strict licensing requirements. A study by the Institute for Justice found that in
New Mexico the occupational licensing laws for lower-income occupations required an average of $266 in fees, 520 days
of education and experience, and about two exams. Onerous requirements such as 1200 clocked hours of training, three
exams, and a $160 fee serve as an example of the nonsensical requirements that aspiring shampooers must fulfill before
becoming licensed to shampoo and rinse customers’ hair. Additionally, some licensing laws erect added barriers, such as
requiring English proficiency, which makes it even more difficult for non-native speakers to obtain a license.

This effort by Governor Martinez is a positive development for our community in New Mexico who deserve greater access
to the opportunities that better enable them to grow their careers, contribute to their communities, and pursue their
individual American dreams.

While we feel the steps taken by Governor Martinez are a triumph for New Mexicans, we call on members of the state
legislature to enshrine these reforms into law. We stand ready to work with anyone to achieve this worthwhile goal.

We applaud your leadership and hope other governors will pursue similar measures to reduce barriers in their states.
