MINIMUM REQUIERMENTS

BASIC FRAMEWORK FOR SUBMISSION OF
PERFORMANCE-BASED SOLUTIONS

1. Prescriptive requirements are developed for general use but not for specific purposes. Under
certain circumstances, engineering methods can be used to justify certain alternative
approaches to resolve fire safety problems. This will motivate designers of building such as
architect and engineers to be creative and innovative. This basic framework is developed in
order to guide and assist the stakeholders of the building if they intend to adopt performance-
based approaches.

2. The International Fire Engineering Guidelines (IFEG) shall be used to facilitate the
development of performance-based solutions for the building. IFEG have been developed to
meet the joint needs in U.S.A, Canada, New Zealand and Australia. This guidebook
references internationally available standards, guides and associated documents, and use both
imperial and SI units throughout. In particular, the guidelines provide guidance for the design
and evaluation of alternative solutions (equivalencies) and general performance design.

3. The International Fire Engineering Guidelines (IFEG) have been developed:


a. To be used in fire engineering design and evaluation of buildings. However, the concepts
and principles may also be of assistance in a fire engineering evaluation of other
structures such as ships and tunnels that are comprised of enclosed spaces.
b. To provide guidance for fire engineers to design and evaluate fire safety systems to
achieve acceptable levels of safety.
c. To assume the fire engineer has a level of competence and experience that would enable
licensing by the respective nation.

d. The submission of alternative solution to prescriptive requirement shall be at least in two


stages:
a. Fire Engineering Brief and
b. Fire Engineering Final Report
The International Fire Engineering Guidelines (IFEG) provides the details of each
submission.

e. The submission shall be prepared and submitted by a fire engineer. The fire engineer must be
a professional/registered fire engineer qualified to use engineering approaches for fire safety
solutions. The fire engineer must submit his qualification and practising certificate for CDD
review and approval before any commencement of formal submission.

f. The Register Architect and Engineer shall incorporate the required elements generated by the
Fire Engineer in their respective plans after the Fire Engineering Final Report is approved.

g. All above-mentioned professionals shall be responsible for supervision of the site works to
ensure that all design intents are executed.

h. Building owner shall also acknowledge at the completion of the development that they are
responsible for all required maintenance works including those arising from the performance-
based approaches. In the event the building is sold, it is the owner’s responsibility to hand
over all relevant information and documents to the buyer.

0.0 Compliance and Approval

All development and structures in Qatar must have fire safety plans What must be
prepared to protect the public from the effects of fire. All fire safety plans approved
must be submitted to the Qatar Civil Defence (QCD) for approval.

Submission of fire safety plans must be made online via the Ministry of How to submit
Interior (MOI) online permit application system (PS). The plans must be
uploaded onto the PS where they will be retained as a legal document for
future reference.

Only architects, specialist consultants and professional engineers who are Who may submit
suitably qualified (refer to Annex A of QCD Fire Safety Handbook No. 1
(hereafter referred to as the handbook) and are accredited by the Urban
Planning Development Authority (UPDA) may make submissions.

For QCD approval, the plans must be prepared in accordance with the Information and
handbook. They must show compliance with the NFPA codes and the format required
QCD Particular Requirements (collectively referred to hereinafter as the
codes).
Proposed fire safety plans that do not meet the prescriptive requirements

Alternative Solutions are performance based in that they analyse the
performance of a particular proposal and demonstrate the same or a better

(1) Identify the relevant prescriptive requirement(s) of each section or


part of the codes that is to be the subject of the Alternative
Solution
(2) Identify the performance requirements from the same section or
part of the codes that are relevant to the identified prescriptive
requirements
(3) Identify the performance requirements form other sections or
parts that are relevant to any aspect of the Alternative Solution
proposed or that are affected by the application of the prescriptive

requirements which are the subject of the Alternative Solution
(4) Only Alternative Solutions that show either of the following will
be considered for approval.
(a) Compliance with the Performance Requirements
(b) Is at least equivalent to the prescriptive requirements
(c) A combination of (a) and (b) above.
(5) The International Fire Engineering Guidelines (IFEG), 2005 must
be used to formulate Alternative Solution submissions.
(6) The Fire Engineering Brief must be approved by the QCD prior to
proceeding with any analysis.

Subject to the complexity and methods of analysis proposed in the


submission, the QCD may require a peer review of the proposal.

The peer review must be selected from a number of recognized practicing


fire safety engineers acceptable to the QCD.

1.0 Portable Fire Extinguishers


Portable fire extinguishers must be QCD approved and be either LPC or
Kitemark (BSI) certified, UL listed or VdS or FM approved.

2.0 Hose Reels


Hose reels must be QCD approved and either LPC or Kitemark (BSI)
certified, UL listed or VdS or FM approved.

Unless specifically exempted by the codes, hose reels are required and
must be provided for all buildings.

Where required, buildings must be provided with 25mm (1”) nominal


diameter hose reels 30m long such that all parts of the building can be
reached by 2 hoses each with a throw of a maximum of 6m. Where a
throw of greater than 6m is relied upon, hydraulic analysis must be
provided in justification.

Hose reels must be mounted such that their centerlines are between 750
and 1,000 mm above the finished floor level.

Water supplies for hose reels must be sufficient for 15 minutes operation

3.0 Fire Pumps


Entire fire pump assemblies including controllers must be QCD approved
and be LPC certified, UL listed or VdS or FM approved.
Selection must be in accordance with NFPA 20.
A minimum of one duty and one standby pump must be provided. Fire
pumps must be installed in accordance with QCDFSS 6.7

4.0 Sprinkler Valves


Sprinkler alarm check valves must be QCD approved and be LPC
certified, UL listed or VdS or FM approved.

5.0 Valves
All valves must be QCD approved and be LPC certified, UL listed or
VdS or FM approved.

6.0 Sprinklers
All sprinklers must be QCD approved and be LPC certified, UL listed or
VdS or FM approved.
Valves must be selected in accordance with the NFPA13.

8.0 Pipes and tubes

Pipes and fittings that meet the specifications in the codes do not require
QCD certification. The pipe and fittings mill certificates must be retained
on site for presentation on request by the QCD Inspector at the time of
application for final inspection for the issue of the Fire Safety Certificate.

Pipes must be sized by hydraulic calculations in accordance with the Sizing


NFPA13 chapter 22. Information to be submitted with plans for approval
must be that detailed in section 22.1, 22.2 and 22.3.

All pipe and fittings must have a minimum service pressure of 175psig Service Pressure
and at 60ºC.

designed to take five (5) times the weight of the pipe and fitting (tees,
elbows, valves etc) including the volume of water it carries plus 114kg.
Calculations must be provided to verify their adequacy and such
calculation must be signed by a professional engineer.

Piping must be painted red on completion to clearly identify its purpose.

9.0 Fittings
Fittings must be from material compatible with the pipe chosen.
Jointing methods must be threaded, grooved, flanged or other suitable
method able to withstand the test pressures.
Grooved joints must be LPC certified, UL Listed or FM approved.
Welded joints must be qualified.

10.0 Fire Brigade Breeching Inlets


Fire brigade breeching inlets must be mounted such that the centerline of
the device is 750mm above the surrounding level.

14.1 Smoke Control Systems must be stand alone systems.

14.2 Smoke Control System Fan controls must be located adjacent to the Main
Fire Alarm Panel. The smoke control fan must be provided with a rotary
selector switch and indicating light for each fan that indicates the

Must be UL Listed, FM approved or LPC certified Approved. The fire
resistance rating must be at least equal to that of the elements of the
structure and wall.

17.0 Motorised smoke control Damper


Must be UL Listed, FM approved or LPC certified Approved. The
damper must be capable of operating at minimum 250°C for 2 hours

18.0 Fire-rated duct

18.1 Fire rated ducting must be QCD approved and be either LPC or Kitemark

18.2 The fire resistance rating must be at least equal to that of the elements of
the structure and wall through which it passes.

18.3 Duct manufactured from 1.2mm thick galvanized sheet steel is deemed to
have an inherent fire resistance of up to 1 hour.

18.4 Intumescent coatings applied to a steel duct are not an acceptable method
of enhancing the materials fire resistance properties unless a test report
issued by a test laboratory acceptable to the QCD is provided. The test
must set out the results any other relevant information that demonstrates
its suitability for use in the application intended.

19.0 Temperature rating of fans for Smoke Control Systems


Smoke control fans must be UL Listed, FM approved, CE mark or LPC
certified.
Fans must be capable of operating at minimum 250°C for 2 hours.

20.0 Maintenance

20.1 All fire and life safety systems must be properly maintained under a
documented preventative maintenance inspection and test plan.
Documentary evidence of compliance with this requirement must be
maintained on the building premises in a suitable location at all times.
They must be readily available for presentation to QCD inspectors on
request.
These documents must be kept in a secure and safe location at the fire
command centre or where no fire command centre is provided, in the
security office or the administration office and where central

FIRE SAFETY PROVISIONS FOR LOW RISE FSS No: 1.4
RESIDENTIAL APARTMENT OR PENTHOUSE
These provisions apply only apartment buildings where the highest habitable height is below 28m.

1.0 Fire Suppression System


• Provision of fire extinguisher in accordance with NFPA 10 throughout the building
inclusive of dwelling unit;
• 100mm diameter dry rising main with breeching inlet located not more than 18M from
fire engine hardstanding/fire engine access road
2.0 Exits
• Minimum two numbers
• Comply with NFPA 101 Life Safety Code
3.0 Staircases
• Permanently fixed ventilation openings of area not less than 20% of the staircase floor
area at each floor;
• Ventilation opening shall open to external or air-well having horizontal plan area of not
less than 10m2. The minimum with of such air-well shall not be less than 3000mm.
• Ventilation opening shall not be less than 3000mm from any opening.
4.0 Fire Detection System
• Fire alarm system shall be provided throughout the building as required by QCDD Fire
Alarm System Requirements 6.1;
• Manual call point shall be provided not more than 1.5M away from any entry to the
exit.
5.0 Car Park
• At grade or above grade car park shall comply with NFPA 5000 Section 30.8.1.3 on
open parking structure.
• Only one basement car park is allowed and no other type of occupancy is allowed in
the basement;
• Basement car park shall have adequately distributed smoke vents. The number and
their sizes shall be such that the aggregate effective vent openings shall not be less than
2.5% of the basement floor area served. No part of the basement shall be more than

MINIMUM REQUIERMENTS

REFUGE FLOOR No: 1.5

High-rise building (more than 30 storeys) shall be provided with at least one refuge floor at an
interval of not more than 20 storeys.

The refuge floor shall comply with the following requirements:

a. It shall be of masonry construction having fire resistance rating not less than 2 hours.

b. At least 50% of the gross floor area of the refuge floor shall be designated as holding area.

c. There shall be no commercial activities in the holding area.

d. The size of the holding area shall be adequate to accommodate at least half the total occupant
load of all storeys above and below the refuge floor, basing on 0.3m² per person.

e. The holding area shall be separated from other areas of the refuge floor by compartment wall
having fire resistance rating not less than 2 hours. Link of the holding area with other occupied
rooms/areas shall be via an external corridor, or a smoke-stop lobby.

f. The holding area shall be naturally ventilated with permanent openings on at least 2 sides of
external walls. Height of opening shall not be less than 1200mm high and the total area of
ventilation openings shall not be less than 25% of the floor area of the holding area. All parts
of the holding area shall be within 9m of any ventilation opening. Ventilation opening shall be
located at least 1.5m horizontally and 3m vertically above adjoining unprotected opening.

g. The holding area can also be mechanically ventilated or air-conditioned in the event of
emergency.

h. The ventilation equipment shall be connected to secondary power supply via 2 hour fire
resistance cable. The ventilation system shall be indicated and shall not share with other areas.

i. Sprinkler system shall be provided for the refuge floor.

j. Escape routes leading to the holding area shall be through smoke-stop/ fire fighting lobby or
external corridor.

k. A sign depicting “REFUGE FLOOR” shall be displayed inside the staircase and on wall
immediately outside the staircase at the refuge floor. The sign of lettering size not less 50mm
shall be displayed at a height of 1500mm above the landing/finished floor level.

l. Emergency lighting shall be provided to cover all areas of the holding area. Such lighting shall
be connected to secondary power supply, i.e.generator, battery, etc.

1.0 COMPARTMENTATION AND EXIT PROVISIONS

1.1 Exit access doors shall be provided in accordance with NFPA 101.

1.2 Subject to full compliance with the NFPA and these requirements, the fire Entrance
resistance level of the apartment entrance doors and the egress staircase doors Doors
may be reduced to 30 minutes for structural stability, integrity and insulation.
Where the habitable height of the highest floor exceeds 28m, the egress
staircase doors may not be reduced and shall comply with the provisions for

1.3 Where a single door is provided for a maisonette unit comprising not more than Single Exit
two storeys,
i) the door shall not be located on the upper storey of the unit; and
ii) The floor area of the upper storey shall not exceed 60 m2, unless a separate
exit is provided at the upper storey

2.0 AUTOMATIC SPRINKLER SYSTEM

2.1 For apartment buildings with habitable height less than 28m above fire engine <28m
access level, sprinklers may be omitted in the building and from a single Exempted
basement if it is used for car parking facilities for the registered occupants of
the apartments and/or for plant rooms only.
2.2 For apartment buildings with habitable height 28m or more than 28m above fire Partial
engine access level, sprinkler shall be provided in the kitchen of each apartment Protection
and common areas/facilities only.
2.3 The provision of structural fire resistance rating, compartment fire resistance Structural
rating, means of egress, compartment size shall be in accordance with NFPA Protection
101 and NFPA 5000 for non-sprinklered building except that fire doors may be
reduced to 30/30/30 fire resistance levels in accordance with 1.2 above.
2.4 Where partial sprinkler system coverage is provided in accordance with 2.1
above, automatic smoke and fire detection shall be provided in those rooms and
areas not provided with automatic sprinkler system.

and the throw shall be a minimum 6m from the hose reel nozzle.
3.3 Water storage capacity of the hose reel system shall not be less than 1m3.

4.0 APARTMENT KITCHEN

4.1 Kitchens do not need to be fire separated form other parts of the same Separation

Every kitchen and cooking area however shall be provided with both fire Portable

potential risk of having rubbish accumulated at the opening, shall have
appropriate provision to prevent such accumulation of rubbish.

1.0 Entry at every storey to an exit staircase of any building or part of a building When smoke-

2.0 Smoke Stop lobbies, including Fire Fighting Lobbies act as buffer spaces for Purpose of
entry into the protected staircases to ensure smoke and toxic gasses do not smoke-stop
enter the staircase shaft and spread vertically, and are used by fire fighters lobby
during emergencies, shall be maintained as common property.

3.0 The floor area of Smoke Stop Lobbies shall be not less than 3m2, and if the Dimension of
lobby also serves as a Fire Fighting Lobby, its floor area shall not smaller smoke-stop
than 6m2 having no dimension smaller than 2m. lobby

4.0 All Fire Lifts shall be provided with a Fire Fighting Lobby. It shall be Fire Fighting
adjacent and accessible to an exit staircase and provided with a fire fighting Lobbies
lobby at each storey.
The enclosure of a Fire Fighting Lobby shall have a minimum Fire
Resistance Level of 1 hour fire resistance (structural, integrity and insulation)
The floor shall be graded away from the lift door towards the lobby entrance
door with a minimum slope of 1 in 200.
Fire Fighting Lobbies shall be ventilated as prescribed below in 5.0.

5.0 Smoke-Stop Lobbies may be ventilated by one of the following methods: Methods of
Ventilation
• Natural Ventilation
and their
(i) Permanent fixed ventilation openings in the external wall of the Requirements
lobby. Such ventilation openings shall have an area of not less
than 15% of the floor area of the lobby and in the case of large
lobbies, the openings shall be located not more than 9m from any
point in the lobby.
(ii) Alternatively, where Cross-Ventilated Corridors leading to the

Smoke-Stop Lobbies are provided and where the corridors' fixed
ventilation openings in at least 2 externally opposing walls are not
less than 50% of the area of the corridor walls, and no part of the
floor area of the corridor is more than 13m from the ventilation
openings, ventilation of the Smoke-Stop Lobbies may be omitted.
(iii) Use of Air/Light Wells: Permanent fixed ventilation opening to an
air well that is open to the sky above is permitted provided it has
an area of not less than 10m2 or 0.33m2 for each 1m of height of
the of the air/light well, whichever is the greater.
Any air/light well used to satisfy these requirements shall have a
minimum dimension not be less than 3m. The enclosure walls to
the air well shall have the appropriate minimum fire resistance
level of the Smoke-Stop Lobbies served.
Except for ventilation openings serving the smoke-stop lobbies,
exit staircases and toilets, no other openings are permitted.
Openings to toilets from different fire compartments shall not be
directly opposing another. Where their proximity is within 3m or
relative location is less than 180º, guidance shall be sought from
the QCD.
• Mechanical Ventilation
A fan or system of fans shall provide a minimum of 10 air
changes per hour. The pressure in the lobby shall however be less
than the pressure in the exit staircase.
Mechanical Ventilation Systems fans shall be provided with
100% standby.

6.0 Smoke-Stop Lobbies may be omitted from buildings traversing 4 storeys but Omission of

1.0 In consideration of small residential apartment or penthouse development
facing the constraints of limited land area, Civil Defence Department
allows the provision of single exit staircase for buildings with habitable
height not more than 28m provided the following conditions are met:

a. The single exit staircase shall serve not more than four apartments or
penthouses at each storey level, and

b. Provision of exits from each residential apartment or penthouse shall


comply with the NFPA requirements, and

c. Travel distance from the most remote exit door to the exit staircase
from each apartment or penthouse shall not exceed 15 m, and

d. Exit staircase shall comply with the requirements of NFPA for exit
staircases, and

e. Approach to the exit staircase shall be through pressurised fire


fighting/smoke-stop lobby of minimum 10 air changes per hour, and

f. Approach from the exit door of residential apartment or penthouse to


the fire fighting lobby /smoke-stop lobby shall be through pressurised
corridor, and

g. The exit door of the apartment or penthouse shall be of minimum


1-hour fire resistance rating, and

h. Apartment Buildings with a highest habitable height below 28m not


constructed from non-combustible materials having a minimum fire
resistance rating of 1 hour, and with 4 or more storeys, a fully
automatic electrically supervised sprinkler system shall be provided
for kitchens, common areas, corridors and shared facilities, basement
car parks, storage areas etc.

1.0 Water Supplies quantities shall be determined with the use of the fire Applicable
codes including the QCD Particular Requirements and the NFPA. Codes

3.0 Fire Protection water storage tanks shall be constructed of non- Tank
combustible materials. They shall be constructed with compartments that Construction

shall be not more than 50%.
Each compartment shall have its own independent automatic supply inlet.

4.0 The net effective capacity of the tank(s) shall be sized to meet the Capacity
minimum duration of flow for the fire protection systems determined in
accordance with the applicable fire codes for not less than 30 minutes.
Subject to final review of the proposed system and hazard protected, the
QCD may require a longer duration.
The net effective capacity of the water tank shall be verified on the fire
protection plans of the fire safety submission. These drawings shall
clearly indicate size and allowances for fittings, freeboard, inlet pipe
arrangement, overflow pipe, suction pipe and fittings, any allowances and
the clear volume of water available for use by the fire protection systems.
The effective capacity shall also be clearly indicated on the tank in
lettering of a minimum height of 100mm.

5.0 Each water tank shall have the following minimum attachments. Attachments
• Automatic infill such that the tank may be refilled from empty within
a time period of 6 hours. In any case it shall not be less than the size
of the Kharamaa supply pipe.
• Visual water level indicator of non combustible construction
• Balance valve
• Drain valve having a minimum size shall be 80 mm nominal diameter
• Suction connections
• Test return pipe(s)
• Overflow pipe of minimum size, one diameter larger than the inlet

PORTABLE CABIN FSS No: 3.1
Background

Portable cabins are commonly used to construct modular buildings with the consideration of its
mobility and readiness. They are often seen, alone or in groups, as temporary site offices on
construction site (where they are often stacked two high with metal stairs to reach the upper level).

Particular Requirements

The following requirements shall be noted when portable cabin is proposed:

1. The codes that govern the construction of portable cabin are the exact same codes that
govern the construction of any permanent building. In Qatar, all portable cabins shall be
constructed in accordance with NFPA 5000.
2. Non-combustible materials shall be used for all external cladding and wall internal linings to
minimise potential fire load.

External walls
External wall shall have minimum Class A surfaces in accordance with NFPA 285 if that
wall is:

a. situated 3m or more from the relevant boundary; and

b. not exceeding 8m in height; and

c. non-load bearing wall.

Plastisol coated galvanized steel cladding is allowed for external wall.

Roof
Minimum roof covering classification shall be in accordance with Table 38.2.2 of NFPA
5000.

Underfloor thermal insulation slabs


It shall have a Class B surface spread of flame rating.

Internal wall and combined ceiling and floor assembly (from underside)
It shall have one-hour fire resistance.

Certification External Cladding material must be tested by an
approved 3rd party test laboratory.
The manufacturer shall have certified an ISO
9000 compliant QMS.
QCD External Cladding materials that are combustible
Approved must be submitted to the QCD for review and
approval. Submissions shall include copies of
relevant test reports and details on the proposed
fixings used to secure the material to the
building. On approval a QCD certificate for the
External Cladding material will be issued to the
submitting party.

1.0 External Cladding Material (ECM) fixed to buildings shall be Application

friendly materials and substances.
An example of non-combustible cladding material compliant with
this standard is corrugated aluminum core panels.

3.0 Alternative test methods and Standards such as AS, BSI and ISO Alternative Test
may be used to verify compliance in test reports provided the Methods
method of testing is demonstrated to be equivalent and verifies an
equal or better fire performance result to those nominated in 2.0
above.
4.0 Details of the ECM's approval and listings, its method of fixing Details to be

INTUMESCENT PAINTS DS No: 3.15.1

Item Provisions Notes


1.0 Intumescent paints are permitted for use on structural steel members of
buildings of all purpose groups with the exception of purpose groups VI
(Factories) and VIII (Storage) to achieve the required fire resistance.
2.0 For buildings with a habitable height of not more than 28m, intumescent
paints are allowed to be used to protect steel columns and beams.
3.0 For buildings with a habitable height of more than 28m, intumescent
paints are permitted for use only on structural steel beams, excluding load
transfer beams.
4.0 Intumescent Paints shall be subjected to and pass fire resistance testing as
detailed in BS 476: Part 20/21 or its equivalent.
5.0 Intumescent paints shall also be subjected to weathering tests as detailed
in BS8202: Part 2: 1992. Fire test for fire resistance performance shall be
conducted on specimens after the weather tests. The fire resistance rating
of the tested specimen shall not be les than 75% of the original prototype.
6.0 Intumescent Paints shall be listed by a QCCD approved testing authority.

7.0 In addition to the performance requirements such as but not limited to,
fire resistance and flame spread indices, the use of intumescent paints
shall comply with the provisions stated hereunder.
8.0 The project Qualified Person shall submit a separate set of plans
indicating the locations of the structural steel members that are proposed
to be coated with intumescent paint.
9.0 If the building’s habitable height exceeds 28m, a fire safety report shall
be submitted together with the building plans.

11. The Fire Safety Manager, if any, shall carry out regular inspection checks
to ensure that the intumescent paint coatings re not damage or tampered
with. Records of inspection shall be properly kept. In the situation where
the appointment of a Fire Safety Manager is not required, for example
Apartment Buildings, the building management shall undertake the
responsibility.
12. For addition and alteration works in a building where structural steel
members are protected by intumescent paint, the following shall be
complied with.
12.1 The owner or tenant, assisted by the Fire Safety Manager, shall
engage a Qualified Person who shall submit building plans to the
QCD. The building plans shall be accompanied by the Qualified
Person’s declaration as to whether the existing columns and
beams coated with intumescent paint are or will be affected.
12.2 Written certification from the Qualified Person stating that he has
supervised the application of the coating system(s) shall be
provided.
12.3 The fire safety report shall be updated accordingly.

13. There shall be no flammable or combustible material stored within the


vicinity of any structural steel members protected by intumescent paint

Access Road/Fire Engine Hardstanding

1.0 4m-width fire fighting appliance access/access road to the building shall be provided and the
gradient shall not exceed 1: 8.3. The angle of approach and departure for any means of access
road shall not exceed 1m drop in 20m. The access road shall able to sustain the stationary load
of a 24-ton fire appliance.
2.0 In addition to access road, fire engine hardstanding of 6m x 15m (minimum), with longer side
parallel to the façade of the building shall be provided. The hardstanding shall withstand the
stationary load of a 45-ton fire appliance. Access opening shall be provided along the external
wall of building fronting the fire engine hardstanding to provide access to the building for fire
fighting and rescue operations.
3.0 Hardstanding is not required for residential building such as bungalow. Semi-detach and
terrace houses regardless of building height.
For landed residential development with shared communal facilities, there is need of fire
fighting appliance access road. The maximum travel distance from the fire engine pump
appliance to every point on the project plan area of any building shall be 60m.
4.0 For residential building exceed the habitable height of 10m, fire engine hardstanding shall be
within 18m of the breeching inlet. The breeching inlets shall be located on the external wall
above ground level nearest to the vertical run of the riser stack.
5.0 For resident building not exceed the habitable height of 10m, no fire engine hardstanding is
required. However, access road shall be provided within a travel distance of 60m of every
point on the projected plan area of the building.
6.0 For building for institution, office, shop and places of public resort with habitable height not
exceeding 10m, fire engine access road shall be provide within a travel distance of 45m from
every point on projected plan area of any building.
7.0 Length of fire engine hardstanding shall be provided based on the gross floor area (including
toilets, stores, circulation areas, etc) of the largest floor in the building for institution, office,
shop and places of public resort with habitable height exceeding 10m. Please refer to
attachment for required length which is in term of the building perimeter length. Different
building types have different requirements.
8.0 Factory (industrial) and storage (warehouse) shall be provided with hardstanding regardless of
habitable height. Length of fire engine hardstanding shall be provided based on the gross cubic
volume (including toilets, stores, circulation areas, etc) of the largest floor in the building
9.0 Every part of the fire engine hardstanding and/or access road shall be within an unobstructed
distance of 50m away from a fire hydrant
10.0 Fire engine hardstanding shall be positioned so that the nearer edge shall not less than 2m or

11.0 Fire engine hardstanding shall be laid on the level platform or if on an incline, the gradient
shall not exceed 1:15.
12.0 Fire engine hardstanding and access roads shall have an unobstructed vertical clearance of not
less than 4.5 m.
13.0 Public road can serve as fire engine hardstanding provided the location of such public roads is
in compliance wit the requirements of distance from access opening.
14.0 Fire engine hardstanding and access road shall be kept clear of obstructions and other parts of
the building, plants, trees or other fixtures shall not obstruct the path between the fire engine
hardstanding and access opening.
15.0 The inner radius of turning facility for the fire engine hardstanding and access road shall be
minimum 7m.
16.0 Dead-end fire department access roads in excess of 46 m in length shall be provided with
approved provisions for the fire apparatus to turn around.
17.0 All corners of fire engine hardstanding shall be marked.

18.0 Marking of corners shall be in contrasting colour to the ground surfaces or finishes.

19.0 Fire engine hardstanding provided on turfed area must be marked with contrasting object
(preferably reflective) that is visible at night. The markings are to be at an interval not more
than 2m apart and shall be provided on both sides of the fire engine hardstanding
20.0 Side post displaying the wordings ‘Fire Engine Access – Keep Clear’ shall be provided at the
entrance of the fire engine hardstanding. Size of wordings shall not be less than 50mm.
Access Opening

21.0 Access opening shall be spaced not more than 20m apart measured along the external wall
from centre to centre of all access openings.
22.0 Access shall include unobstructed external wall openings, windows, balcony doors, glazed
wall panels or access panels. Windows, doors, wall panels or access panels must be readily
openable from the inside and outside, unless fitted with breakable glazing. Inside and outside
of access openings shall be unobstructed at all times during the occupancy of the building.
23.0 An external wall which face the fire engine hardstanding and is windowless or a blank wall
shall be provided with access opening at each storey.
24.0 Access opening shall be note less than 850mm wide by 1000mm high with sill height of not
more than 1100mm and height not less than 1800mm above the inside floor level.

1.0 Fire Hydrants shall be provided external to buildings and spaced such No of Hydrants
that no part of any building is more than 50m from the nearest hydrant.
2.0 The latest edition of the NFPA 24 Installation of Private Fire Service
Mains and Their Appurtenances shall be applied for the approval of Fire
Safety Plans and subject to the following.
3.0 Hydrants shall be wet or dry barrel type with a minimum 4” nominal Type
diameter barrel and two 2½” instantaneous fire hose connections.
4.0 Each hydrant shall be provided with its own isolating gate valve. Such
gate valve shall be located in a pit at the base of the hydrant and shall be
listed for such service. The lowest point of the valve pit shall be no more
than 1m below the surrounding grade.
5.0 Water Supplies shall be sufficient to provide 50 psi at the hydraulically Flow rate
most remote fire hydrant flowing a minimum of 500 gpm. The minimum
flow rate shall be increased by 250 gpm for every additional hydrant up
to a maximum of 1,250 gpm.
6.0 Hydraulic calculations shall be performed as prescribed in NFPA 14, Pipe size
paragraph 5-9.1.2 Hydraulic Calculation Procedure.
7.0 Where the pressure at the hose connection exceeds 175 psi, an approved Maximum
pressure regulating device shall be fitted to the outlet of the hose working pressure
connection. The inlet pressure shall not exceed the device’s working
pressure.
8.0 The water supply shall be capable of providing the above minimum Water capacity
requirements for a minimum duration of 30 minutes.
9.0 The adequacy of the water supply to meet the above minimum
requirements shall be documented and submitted for review at plan
approval stage and shall demonstrated at final inspection.
10.0 For low hazard developments the hydrants may be supplied from the Low hazard
potable water supply network provided that all the criteria above are met developments
and the distribution piping is configured such that isolation of any section
of the piping to enable repairs to a break, will not isolate more than one
building.

1.0 Fire alarm systems shall be provided for all buildings and structure that Where and what
provide public access. The type of system (manual/ automatic-manual) is required
shall be as prescribed in Table 6.3A
2.0 Fire alarm systems shall be of the conventional type or of the analogue Types
addressable type or a combination of both. They shall be certified for use
in Qatar by the QCDD.
3.0 Fire Alarm Systems shall be designed and installed in accordance with NFPA 72
the NFPA 72 except as clearly modified by these requirements. Where
ambiguities in either these requirements or the NFPA 72 exist, it shall be
the responsibility of the engineer endorsing the fire safety plans to obtain
clarification from the QCDD.
4.0 All fire alarm systems shall have a Main Control Panel and a Main System
Indicating Mimic Panel. The Main Indicating Mimic Panel shall use red architecture
coloured LED’s to indicate graphically the building, the floor, location of
and the initiating device that is in alarm.
5.0 Each building shall either have its own standalone Panel or a Repeater Standalone
Control Panel from which all features of the fire alarm system located in Panels Repeater
or associated with the building can be controlled Panel
6.0 Each floor of every building shall as a minimum have a Zone Chart that Zone Chart
clearly depicts using colours and symbols, the location of all fire zones,
the type and location of all initiating devices on that floor and a “YOU
ARE HERE” indication. Zone Charts shall be detailed and included with
the fire safety plans submission for approval by the QCDD.
7.0 Where the floor area of the building is 1,000 m2 or greater or has 3 fire Indicating Mimic
zones or more, an Indicating Mimic Panel shall be provided incorporating Panel
the Zone Chart. The Indicating Mimic Panels shall use red coloured
LED’s to indicate in the case of Analogue Addressable Systems, all
initiating devices in alarm and in the case of conventional systems, all
fire zones in which the fire alarm(s) originated.
8.0 Manual Call Points shall be located within 1.5 m of each fire exit. These Manual Call
shall be located such that no part of any floor is further than 30m from Points
the nearest Manual Call Point.
9.0 Wiring shall be in accordance in accordance with the NFPA72. Where Cabling
cables are exposed and subject to possible damage from normal use of
the occupancy, they shall be provided with mechanical protection.
10.0 Power Supplies Power Supplies
Operating voltage shall be Extra Low Voltage.

10.1 Primary Power Supply shall be an ac supply from an authorized Primary
electricity provider and shall be exclusive to the alarm system. Power Supply
The primary power supply should be from eth building emergency mains
supply if such supply is available.
The primary power supply shall be direct from the electrical distribution
board and the circuit shall not be used for any other purpose.
The protective isolating device controlling this circuit shall be clearly
labeled to indicate that it controls the fire alarm system.
It shall terminate inside the fire alarm panel or its integral power supply
unit. No external intermediary switch shall be provided between the
protective isolation device at the electrical distribution board and the fire
alarm panel/integral power supply unit.
10.2 Secondary Power Supply shall be in the form of storage batteries, with an Secondary Power
automatic charger. It shall be capable of operating the alarm system in the Supply
event of failure of the primary power supply and vice versa.
10.3 A fault warning shall be given in the event of failure of either primary or Fault Indications
secondary power supply.
10.4 A battery charger of appropriate type and rating shall be provided to keep Battery Charger
the storage batteries under constant voltage charge. The charger shall
incorporate automatic control features with output designed to charge and
maintain the batteries within the limits specified by the battery
manufacturer, taking into account any quiescent load imposed by the
associated system.
The charger shall be designed and rated to so that a battery discharged to
its final voltage can be recharged to at least 80% of its rated capacity
within 24 hours and its rated capacity within another 48 hours.
10.5 Battery Capacity Battery Capacity
The storage battery used to power the alarm system shall be such that in
the event of primary power supply failure, the battery is capable of
maintaining the system in normal working condition for at least for at
least 24 hours.
Thereafter it shall be capable of supplying the additional load resulting
from an alarm originating in two separate zones for a period of half an
hour and if utilized, to supply emergency evacuation alarms, it shall also
be capable of supplying the full emergency evacuation alarm load for a
period of at least 10 minutes.
Battery capacity sizing shall include the load controlling the operation of

1.0 Fire alarm systems shall be provided for all buildings and structure that Where and what
provide public access. The type of system (manual/ automatic-manual) is required
shall be as prescribed in Table 6.3A
2.0 Fire alarm systems shall be of the conventional type or of the analogue Types
addressable type or a combination of both.
Low rise residential occupancies covered by QCDFSS 1.4.1 and 1.4.2
only may use smoke alarms in the sleeping areas and common corridors
within the single-occupancy dwelling unit.
All fire alarm systems and unitized smoke alarm systems must be
certified for use in Qatar by the QCD.
3.0 Fire Alarm Systems shall be designed and installed in accordance with NFPA 72
the NFPA 72 except as clearly modified by these requirements. Where
ambiguities in either these requirements or the NFPA 72 exist, it shall be
the responsibility of the engineer endorsing the fire safety plans to obtain
clarification from the QCDD.
4.0 All fire alarm systems shall have a Main Control Panel and a Main System
Indicating Mimic Panel. The Main Indicating Mimic Panel shall use red architecture
coloured LED’s to indicate graphically the building, the floor, location of
and the initiating device that is in alarm.
5.0 Each building shall either have its own standalone Panel or a Repeater Standalone
Control Panel from which all features of the fire alarm system located in Panels Repeater
or associated with the building can be controlled Panel
6.0 Each floor of every building shall as a minimum have a Zone Chart that Zone Chart
clearly depicts using colours and symbols, the location of all fire zones,
the type and location of all initiating devices on that floor and a “YOU
ARE HERE” indication. Zone Charts shall be detailed and included with
the fire safety plans submission for approval by the QCDD.
7.0 Where the floor area of the building is 1,000 m2 or greater or has 3 fire Indicating Mimic
zones or more, an Indicating Mimic Panel shall be provided incorporating Panel
the Zone Chart. The Indicating Mimic Panels shall use red coloured
LED’s to indicate in the case of Analogue Addressable Systems, all
initiating devices in alarm and in the case of conventional systems, all
fire zones in which the fire alarm(s) originated.
8.0 Manual Call Points shall be located within 1.5 m of each fire exit. These Manual Call
shall be located such that no part of any floor is further than 30m from Points
the nearest Manual Call Point.

9.0 Wiring shall be in accordance in accordance with the NFPA72. Where Cabling
cables are exposed and subject to possible damage from normal use of
the occupancy, they shall be provided with mechanical protection.
10.0 Power Supplies Power Supplies
Operating voltage shall be Extra Low Voltage.
10.1 Primary Power Supply shall be an ac supply from an authorized Primary
electricity provider and shall be exclusive to the alarm system. Power Supply
The primary power supply should be from eth building emergency mains
supply if such supply is available.
The primary power supply shall be direct from the electrical distribution
board and the circuit shall not be used for any other purpose.
The protective isolating device controlling this circuit shall be clearly
labeled to indicate that it controls the fire alarm system.
It shall terminate inside the fire alarm panel or its integral power supply
unit. No external intermediary switch shall be provided between the
protective isolation device at the electrical distribution board and the fire
alarm panel/integral power supply unit.
10.2 Secondary Power Supply shall be in the form of storage batteries, with an Secondary Power
automatic charger. It shall be capable of operating the alarm system in the Supply
event of failure of the primary power supply and vice versa.
10.3 A fault warning shall be given in the event of failure of either primary or Fault Indications
secondary power supply.
10.4 For fire alarm systems, a battery charger of appropriate type and rating Battery Charger
shall be provided to keep the storage batteries under constant voltage
charge. The charger shall incorporate automatic control features with
output designed to charge and maintain the batteries within the limits
specified by the battery manufacturer, taking into account any quiescent
load imposed by the associated system.
The charger shall be designed and rated to so that a battery discharged to
its final voltage can be recharged to at least 80% of its rated capacity
within 24 hours and its rated capacity within another 48 hours.
10.5 Battery Capacity Battery Capacity
The storage battery used to power the alarm system shall be such that in
the event of primary power supply failure, the battery is capable of
maintaining the system in normal working condition for at least for at
least 24 hours.

Thereafter it shall be capable of supplying the additional load resulting
from an alarm originating in two separate zones for a period of half an
hour and if utilized, to supply emergency evacuation alarms, it shall also
be capable of supplying the full emergency evacuation alarm load for a
period of at least 10 minutes.
Battery capacity sizing shall include the load controlling the operation of
ancillary equipment for example, but not limited to that equipment
required for control of air handling equipment, lift homing, pressurization
fans and fire suppression equipment.

11,356 kJ/m2 (1,000 Btu/ft2).
The responsible engineer shall also confirm and verify that measures are
implemented to ensure that the space remains as originally intended and
there will be no fire load accumulation.
4.0 Concealed ceiling and floor spaces exceeding 400mm but not exceeding 400mm<height<
800mm in depth and containing combustible material shall be protected 800mm and has

FIRE LIFT No: 6.6.3

1. In any building, in which the habitable height exceeds 23m, or the depth of the basement is more
than 9m below the average ground level, there shall be at least one fire lift. Fire lift shall be
contained within a separate protected shaft or a common protected shaft containing other lifts
subject to such other lifts being served at each storey by the fire fighting lobby. The fire fighting
lobby shall be of minimum 1 hour fire resistance rating and pressurised to minimum 10 air changes
per hour.

2. A fire lift shall have access to every habitable floor above or below the designated floor and shall
be adjacent and accessible to an exit staircase and be approached by a fire fighting lobby at each
storey.

3. Fire lift shall be provided with an operational feature that would enable firemen to cancel first or
earlier call which has been inadvertently made to the fire lift during an emergency. For instance, in
a fire emergency when any one of the fire detection devices or fire alarm systems is activated, all
the passenger lifts shall be brought to the designated floor (usually ground storey) and park there
with the lift landing doors remaining opened.

4. Fire lift shall also be provided with an operational feature at the ground storey to recall the lift back
to the ground floor after fire fighter uses it.

5. A lift mainly intended for the transport of goods shall not be designated as a fire lift.

6. The power supply to the lift shall be connected to a sub-main circuit exclusive to the lift and
independent of any other main or sub-main circuit. The power cables serving the lift installation
shall be routed through an area of negligible fire risk.

7. The following buildings require the provision of standby generating plant for special emergency
operations of fire lift:
(i) Assembly, business, day-care educational, health care, hotel industrial, mercantile and
industrial buildings;
(ii) Residential buildings;
(iii) Mixed developments where the passenger lifts serve both the residential and non-residential
floors.

Definitions
Certification Fire pump equipment must be listed and certified
by a 3rd party. The certification must be based on
a scheme which includes continual surveillance
of the manufacturing plant where the fire pumps
are manufactured and assembled. Where fire
pumps are assembled at a different plant to where
they are manufactured then the assembly plant
must also be included within the certification and
surveillance scheme.
QCD Fire pump equipment relied upon for satisfaction
Approved of fire safety requirements and regulations must
be submitted to the QCD for review and
approval. On approval a QCD certificate for the
fire pump will be issued to the submitting party.

1.0 Fire pumps must be provided for all buildings and structures where Application
fire fighting systems are required and installed to ensure adequate
flows of water at the minimum required pressures are maintained
for the duration of the fire fighting operations.
2.0 All fire pumps installations must be designed to operate under the
conditions of loss of primary power source and mechanical failure.
A fire pump installation comprising a duty electric motor driven
pump with a standby diesel engine driven pump is deemed to
satisfy this requirement.
All fire pump configurations are subject to review and specific
approval from the QCD is required.
3.0 All equipment comprising the fire pump set including but not
limited to pump, motor, engine, controller, pressure relief valves,
suction valves, discharge valves, check valves, pipe supports and
hangar, etc., must be listed for their intended use by a 3rd party
certification body acceptable to the QCD.
All equipment associated with pump installations must be
submitted for QCD approval.

4.0 All fire pumps must be capable of providing at least 150% of the
required minimum fire fighting water flow at not less than 65% of
the minimum pressure required.
5.0 A listed approved flow meter must be provided for each fire pump Flow meter
installation. The flow meter must be installed in accordance with
the manufacturer's recommendations and within the listing
limitations.
The measurable flow range of the meter must be at least 200% of
the minimum required flow.
The flow meter must be installed such that its indicator/dial/gauge
can be easily seen and read without the aid of step ladders,
scaffolding or other lifting equipment.
The flow meter must be a permanent installation and must not be
removed after initial testing and setting into operation of the
system.
6.0 A performance curve showing the pumps delivery flows and Pumps
pressure together with the system demand curve must be provided performance
for each installation. The intersection must be the design delivery curves
of the pump system.
7.0 Fire pumps must be enclosed in their own dedicated pump room. Fire pump room

rating.
8.0 Where located within a building, a separate and dedicated Ventilation
ventilation system must be provided for the fire pump room.
The ventilation system must draw fresh air directly from outside
the building.
Exhaust fans must be rated for hot gasses at 250ºC for 2 hours.
Power supplies for the exhaust fans must be from the Class 1
central emergency generator through fire rated cables having a
minimum 2 hour fire resistance rating.
9.0 Safe direct access from outside the building must be provided for Access
the fire pump room. The location of the fire pump room must be
agreed with the QCD at DC1 stage.

‫اﻻدارة اﻟﻌﺎﻣﺔ‬ ‫ﻟﺸﺮوط و ﻣﺘﻄﻠﺒﺎت اﻷﻣﻦ و اﻟﺴﻼﻣﺔ و اﻷﻧﻈﻤﺔ اﻟﺪاﻋﻤﺔ ﻟﻬﺎ‪.‬‬
‫ﻟﻠﺪﻓﺎع اﻟﻤﺪﻧﻲ‬
‫ﻳﺠﺐ ﺗﻮﻓﻴﺮ ﻣﻀﺨﺎت اﻟﺤﺮﻳﻖ و ﻣﻠﺤﻘﺎﺗﻬﺎ و اﻟﻤﻌﺘﻤﺪة ﻟﺠﻤﻴﻊ اﻷﺑﻨﻴﺔ و اﻟﻤﻮاﻗﻊ اﻟﺘﻲ ﺗﺘﻄﻠﺐ وﺟﻮد أﻧﻈﻤﺔ إﻃﻔﺎء‬ ‫‪3‬‬
‫اﻟﺤﺮﻳﻖ و ذﻟﻚ ﻟﻠﺘﺄآﺪ ﻣﻦ ﺗﺄﻣﻴﻦ ﺗﺪﻓﻖ ﻣﻴﺎﻩ آﺎﻓﻲ ﻋﻨﺪ أﻗﻞ ﺿﻐﻂ ﻣﻄﻠﻮب و أن ﺗﺴﺘﻤﺮ ﻋﻤﻠﻴﺔ ﺗﺪﻓﻖ اﻟﻤﻴﺎﻩ ﺑﺎﻟﻀﻐﻂ‬
‫اﻟﻤﻄﻠﻮب ﻃﻴﻠﺔ ﻓﺘﺮة ﻋﻤﻠﻴﺎت إﻃﻔﺎء اﻟﺤﺮﻳﻖ‪.‬‬
‫• ﻳﺠﺐ أن ﻳﻜﻮن ﺗﺮآﻴﺐ ﻣﻀﺨﺎت اﻟﺤﺮﻳﻖ و ﻣﻠﺤﻘﺎﺗﻬﺎ ﻣﺼﻤﻤ ًﺎ ﻋﻠﻰ أﺳﺎس أن ﺗﻌﻤﻞ هﺬﻩ اﻟﻤﻀﺨﺎت ﻋﻨﺪ‬ ‫‪3‬‬
‫ﺣﺪوث أي اﻧﻘﻄﺎع ﻓﻲ اﻟﺘﻴﺎر اﻟﻜﻬﺮﺑﺎﺋﻲ اﻷﺳﺎﺳﻲ )اﻟﻤﺼﺪر اﻷوﻟﻲ( أو ﻋﻨﺪ ﺣﺪوث ﻋﻄﻞ أو ﺧﻠﻞ‬
‫ﻣﻴﻜﺎﻧﻴﻜﻲ‪.‬‬
‫• ﻳﺠﺐ أن ﻳﻜﻮن ﺗﺼﻤﻴﻢ و ﺗﺮآﻴﺐ ﻣﻀﺨﺎت اﻟﺤﺮﻳﻖ و ﻣﻠﺤﻘﺎﺗﻬﺎ ﻣﺒﻨﻴ ًﺎ ﻋﻠﻰ أﺳﺎس أن ﺗﻜﻮن ﻣﺠﻤﻮﻋﺔ‬
‫اﻟﻤﻀﺨﺎت ﻣﺆﻟﻔﺔ ﻣﻦ‪:‬‬
‫‪ -1‬ﻣﻀﺨﺔ اﻟﺤﺮﻳﻖ اﻟﺮﺋﻴﺴﻴﺔ و ﺗﻜﻮن ﻣﺮﺗﺒﻄﺔ ﺑﻤﺤﺮك آﻬﺮﺑﺎﺋﻲ‬
‫‪ -2‬ﻣﻀﺨﺔ اﻟﺤﺮﻳﻖ اﻻﺣﺘﻴﺎط و ﺗﻜﻮن ﻣﺮﺗﺒﻄﺔ ﺑﻤﺤﺮك ﻳﻌﻤﻞ ﺑﺎﻟﺪﻳﺰل‬
‫• ﻳﺠﺐ أن ﺗﻜﻮن ﺟﻤﻴﻊ ﻣﻀﺨﺎت اﻟﺤﺮﻳﻖ و ﻣﻠﺤﻘﺎﺗﻬﺎ ﺧﺎﺿﻌﺔ ﻟﻤﺮاﺟﻌﺔ و ﻣﻮاﻓﻘﺔ اﻻدارة اﻟﻌﺎﻣﺔ ﻟﻠﺪﻓﺎع‬
‫اﻟﻤﺪﻧﻲ‪.‬‬
‫ﻳﺠﺐ أن ﺗﻜﻮن ﺟﻤﻴﻊ ﻣﻜﻮﻧﺎت ﻣﻀﺨﺎت اﻟﺤﺮﻳﻖ و ﻣﻠﺤﻘﺎﺗﻬﺎ ﻣﺘﻀﻤﻨﺔ ﻣﻀﺨﺔ اﻟﺤﺮﻳﻖ‪ ،‬اﻟﻤﺤﺮك اﻟﻜﻬﺮﺑﺎﺋﻲ‪ ،‬ﻣﺤﺮك‬ ‫‪4‬‬
‫اﻟﻤﺘﻄﻠﺒﺎت‬
‫اﻟﺪﻳﺰل‪ ،‬ﻟﻮﺣﺎت اﻟﺘﺤﻜﻢ اﻟﻜﻬﺮﺑﺎﺋﻴﺔ‪ ،‬ﻣﺤﺎﺑﺲ اﻟﻀﻐﻂ‪ ،‬ﻣﺤﺎﺑﺲ اﻟﺪﺧﻮل و اﻟﺨﺮوج‪ ،‬و اﻟﻤﻮاﺳﻴﺮ‪...‬اﻟﺦ ﻣﻌﺘﻤﺪة ﻣﻦ‬

‫‪ -1‬اﻟﻤﺨﺘﺒﺮ اﻟﻌﺎﻟﻤﻲ اﻷﻣﺮﻳﻜﻲ)‪Underwriters Laboratories, (UL‬‬
‫‪ -2‬اﻟﻤﺨﺘﺒﺮ اﻟﻌﺎﻟﻤﻲ اﻷﻣﺮﻳﻜﻲ ‪FM Global‬‬
‫‪ -3‬اﻟﻤﺨﺘﺒﺮ اﻟﻌﺎﻟﻤﻲ اﻟﺒﺮﻳﻄﺎﻧﻲ ‪LPCB‬‬
‫‪ -4‬اﻟﻤﺨﺘﺒﺮ اﻟﻌﺎﻟﻤﻲ اﻷورﺑﻲ ‪VdS‬‬
‫أي ﻣﺨﺘﺒﺮات ﻋﺎﻟﻤﻴﺔ أﺧﺮى ﻏﻴﺮ اﻟﻤﺬآﻮرة أﻋﻼﻩ ﻳﻤﻜﻦ ﺗﻘﺪﻳﻤﻬﺎ ﻟﻠﻨﻈﺮ ﻓﻴﻬﺎ‪.‬‬
‫ﻳﺠﺐ ﺗﻘﺪﻳﻢ ﺟﻤﻴﻊ اﻟﻮﺛﺎﺋﻖ و اﻟﺸﻬﺎدات اﻟﻌﺎﻟﻤﻴﺔ اﻟﻤﻄﻠﻮﺑﺔ و ﺑﺎﻟﻠﻐﺔ اﻻﻧﻜﻠﻴﺰﻳﺔ ﻋﻨﺪ ﻃﻠﺐ اﻟﻤﻮاﻓﻘﺔ ﻋﻠﻰ أي ﻣﻨﺘﺞ‪.‬‬
‫• ﻳﺠﺐ أن ﺗﻜﻮن ﻣﺠﻤﻮﻋﺔ اﻟﻤﻀﺨﺎت و ﻣﻠﺤﻘﺎﺗﻬﺎ ﻗﺎدرة ﻋﻠﻰ ﺗﻘﺪﻳﻢ ﺗﺪﻓﻖ ﻣﺎء ﺑﻨﺴﺒﺔ ‪ %150‬ﻣﻦ اﻟﺘﺪﻓﻖ‬ ‫‪5‬‬
‫اﻟﻤﻄﻠﻮب و ﺑﻀﻐﻂ ﻻ ﻳﻘﻞ ﻋﻦ ‪ %65‬ﻣﻦ ﺣﺠﻢ اﻟﻤﻀﺨﺔ‪.‬‬
‫• ﻳﺠﺐ أن ﻃﺮﻳﻘﺔ اﻗﻼع ﻟﻮﺣﺔ ﺗﺤﻜﻢ اﻟﻜﻬﺮﺑﺎء ﻟﻠﻤﺤﺮك هﻲ ﻃﺮﻳﻘﺔ ﺳﺘﺎر دﻟﺘﺎ ‪ Star Delta‬ﻓﻲ ﺣﺎل زادت‬
‫اﺳﺘﻄﺎﻋﺔ اﻟﻤﺤﺮك اﻟﻜﻬﺮﺑﺎﺋﻲ ﻋﻦ ‪ 15‬ﺣﺼﺎن )‪(15 HP‬‬
‫• ﻳﺠﺐ ﺗﺮآﻴﺐ ﺟﻬﺎز ﻣﺆﺷﺮ اﻟﺘﺪﻓﻖ و اﻟﻀﻐﻂ ﻣﻊ آﻞ ﻣﺠﻤﻮﻋﺔ ﻣﻀﺨﺎت و أن ﻳﻜﻮن هﺬا اﻟﺠﻬﺎز ﻣﻌﺘﻤﺪًا‬ ‫‪6‬‬
‫أﻳﻀ ًﺎ ﻣﻦ اﻟﻤﺨﺘﺒﺮات اﻟﻌﺎﻟﻤﻴﺔ اﻟﻤﺬآﻮرة‪ .‬و ﻳﺠﺐ أن ﻳﺨﻀﻊ ﺗﺮآﻴﺐ هﺬا اﻟﺠﻬﺎز ﻟﺘﻮﺻﻴﺎت و ﺗﻌﻠﻴﻤﺎت‬
‫اﻟﺸﺮآﺔ اﻟﻤﺼﻨّﻌﺔ و ﺿﻤﻦ ﺣﺪود ﺷﻬﺎدة اﻻﺧﺘﺒﺎر اﻟﻌﺎﻟﻤﻴﺔ اﻟﺨﺎﺻﺔ ﺑﻪ‪.‬‬
‫ﻣﺆﺷﺮ اﻟﺘﺪﻓﻖ‬
‫• ﻳﺠﺐ أن ﻻ ﺗﻘﻞ ﻧﺴﺒﺔ اﻟﻘﻴﺎس ﻓﻲ هﺬا اﻟﺠﻬﺎز ﻋﻦ ‪ %200‬ﻣﻦ اﻟﺘﺪﻓﻖ اﻟﻤﻄﻠﻮب‪.‬‬
‫و اﻟﻀﻐﻂ‬
‫• ﻳﺠﺐ أن ﻳﻜﻮن ﺗﺮآﻴﺐ اﻟﺠﻬﺎز ﺑﺼﻮرة واﺿﺤﺔ و ﺳﻬﻠﺔ اﻟﻮﺻﻮل ﻟﻘﺮاءة اﻻﺣﺪاﺛﻴﺎت دون اﻟﺤﺎﺟﺔ‬
‫ﻻﺳﺘﺨﺪام ﺳﻠﻢ أو ﺳﻘﺎﻻت أو أي ﺷﻲ ﺁﺧﺮ‪.‬‬
‫• ﻳﺠﺐ أن ﻳﻜﻮن هﺬا اﻟﺠﻬﺎز داﺋﻢ اﻟﺘﺮآﻴﺐ و ﻻ ﻳﺠﺐ ﻧﺰﻋﻪ أﺑﺪًا ﺑﻌﺪ ﻋﻤﻠﻴﺔ اﻟﻔﺤﺺ و اﻟﺘﺠﺮﻳﺐ و اﻟﺘﺸﻐﻴﻞ‪.‬‬

‫ﻋﻨﺪ ﺗﻤﻮﺿﻊ ﻏﺮﻓﺔ اﻟﻤﻀﺨﺎت داﺧﻞ اﻟﻤﺒﻨﻰ‪ ،‬ﻳﺠﺐ ﺗﺄﻣﻴﻦ ﻧﻈﺎم ﺗﻬﻮﻳﺔ ﻣﻨﻔﺼﻞ ﻟﻬﺬﻩ اﻟﻐﺮﻓﺔ‪.‬‬ ‫•‬ ‫‪9‬‬
‫ﻳﺠﺐ أن ﻳﺆﻣﻦ ﻧﻈﺎم اﻟﺘﻬﻮﻳﺔ هﻮا ًء ﻧﻘﻴ ًﺎ ﻣﺒﺎﺷﺮة ﻣﻦ ﺧﺎرج اﻟﻤﺒﻨﻰ‪.‬‬ ‫•‬
‫اﻟﺘﻬﻮﻳﺔ‬ ‫ﻳﺠﺐ ﺗﺄﻣﻴﻦ ﻣﺮاوح ﺷﻔﻂ ﻣﻘﺎوﻣﺔ ﻟﻠﻐﺎزات اﻟﺤﺎرة ﺑﺪرﺟﺔ ‪ 250‬درﺟﺔ ﻣﺌﻮﻳﺔ و ﻟﻤﺪة ﺳﺎﻋﺘﻴﻦ‪.‬‬ ‫•‬
‫ﻳﺠﺐ رﺑﻂ هﺬﻩ اﻟﻤﺮاوح ﺑﻜﻬﺮﺑﺎء ﻣﻦ ﻣﻮﻟﺪ اﻟﻜﻬﺮﺑﺎء اﻻﺣﺘﻴﺎﻃﻲ اﻟﻤﺮآﺰي ﻣﻦ اﻟﺼﻨﻒ اﻷول و ذﻟﻚ‬ ‫•‬
‫ﺑﻜﺎﺑﻼت ﻣﻘﺎوﻣﺔ ﻟﻠﺤﺮﻳﻖ ﻟﻤﺪة ﻻ ﺗﻘﻞ ﻋﻦ ﺳﺎﻋﺘﻴﻦ‪.‬‬
‫ﻳﺠﺐ ﺗﺄﻣﻴﻦ ﻣﺪﺧﻞ ﺁﻣﻦ و ﻣﺒﺎﺷﺮ ﻣﻦ ﺧﺎرج اﻟﻤﺒﻨﻰ ﻟﻐﺮﻓﺔ ﻣﻀﺨﺎت اﻟﺤﺮﻳﻖ‪.‬‬ ‫•‬ ‫‪10‬‬
‫اﻟﻤﺪﺧﻞ‬ ‫ﻳﺠﺐ أن ﻳﻜﻮن ﻣﻜﺎن ﻏﺮﻓﺔ ﻣﻀﺨﺎت اﻟﺤﺮﻳﻖ ﻣﻌﻠﻮﻣ ًﺎ و ﻣﻮاﻓﻘ ًﺎ ﻋﻠﻴﻪ ﻣﻦ ﻗﺒﻞ اﻻدارة اﻟﻌﺎﻣﺔ ﻟﻠﺪﻓﺎع اﻟﻤﺪﻧﻲ‬ ‫•‬
‫ﻋﻨﺪ ﻣﺮﺣﻠﺔ ‪.DC1‬‬
‫ﻳﺠﺐ ﺿﻤﺎن ﺗﻮﻓﻴﺮ ﻗﻄﻊ ﻏﻴﺎر ﻟﺠﻤﻴﻊ ﻣﻀﺨﺎت اﻟﺤﺮﻳﻖ و ﻣﻠﺤﻘﺎﺗﻬﺎ و ﻟﻤﺪة ﻻ ﺗﻘﻞ ﻋﻦ ﺧﻤﺲ ﺳﻨﻮات‬ ‫•‬ ‫‪11‬‬

1 The design, installation and testing of Clean Agent Systems shall be in Applicable Codes
accordance with these regulations and the NFPA 2001. and regs

2 Only clean agents specifically approved by the Qatar Civil Defence shall be
used.

3 The use of CO2 is prohibited without specific approval from the QCD. Such
approval will only be granted on the basis of a formal engineering analysis that
concludes to the satisfaction of the QCD, that alternative clean agents are not
able to satisfactorily extinguish the fire.

4 Clean Agent storage containers shall not be stored within the protected Location of
enclosure. storage containers

5 A manual mechanical means of discharging the required agent shall be provided Mechanical

6 Clean Agent systems shall be operated automatically by a QCD approved Automatic

located near the main entrance to the protected enclosure.
The Control Panel shall be connected to the Buildings Main Fire Alarm Panel
and shall provide Alarm, Gas Discharged and Fault indications on the Main
Panel.

testing) and the type and nature of the clean agent used, ventilation system to

shall be given to this aspect of the system.

12 All enclosures protected by Clean Agents systems must be subjected to an


Enclosure Integrity Test. The test must be conducted by a qualified tester
acceptable to the QCD. The test shall verify the ability of the protected
enclosure to maintain the minimum design concentration for 10 minutes.
The enclosure test must be witnessed by the QCD. This is a pre-condition for
issue of the building's fire safety certificate.

1 Car park smoke control ventilation systems using ducts that extract Deemed to

of 6 ACH.

1.0 Installers of Fire Protection Products and Systems for compliance with
Qatar Fire Safety Requirements shall be Licensed by the QCDD.
2.0 To obtain a license, the installer shall demonstrate his understanding of
the types of fire detection and protection systems he installs.
3.0 In the case of a company, the management shall maintain in the
company’s employ at least one engineer who shall demonstrate
competence as in 2.0 above for the validity of the license. Failing which
the license shall be null and void.
4.0 The installer or engineer shall submit himself to an interview by a panel
comprised of QCD technical staff that will assess his competence. During
the panel interview, the interviewee may submit certifications and
accreditation in support of his application for a license.
5.0 On completion of the interview, the QCD technical will report by to the
licensing officer on their assessment using form CL1-01.
6.0 On receipt of form CL1-01 and in accordance with the policies of the
QCD, the Licensing Officer may issue the license or may reject the
application.
7.0 If the installer or company believes that he has been wrongly assessed
due to special circumstances, he may appeal the assessment by
application to the licensing officer who may require him to submit
himself to another Assessment Interview.

1.0 Fire Protection Products intended for sale and use in Qatar in
performance of QCD Life Safety a requirement shall be approved for
such use by the QCD.
2.0 Approval is obtained by presenting for review the following.
• A Product Review Application Form is completed for each product or
system
• Data sheets or product catalogues which fully describe the product
shall be attached to the application form.
• At least one test certificate from a QCD approved 3rd party testing
laboratory shall be listed on the application form complete with
reference number and a copy shall be attached to it. In the case of
sprinklers, at least two certificates from different laboratories are
required
• Valid and current Product Certification to validate the QMS; issued
by an approved accredited organization to the manufacturer's factory
3.0 QCD FSE’s shall review the application for completeness, correctness
and currency.
4.0 In the event that any of the review criteria is not fulfilled, the application
will be returned.
5.0 On verification of fulfillment of the criteria in 3.0, the reviewing FSE
shall prepare a Product Review Report which shall indicate the QCD’s
acceptance or rejection of the product. The FSE shall sign on the Product
Review Report.
6.0 Product Review Report shall be approved by a Senior Fire Safety
Engineer and shall sign on the report.
7.0 On approval of the Product Review Report a QCD Approval Certificate
shall be issued by the Officer In Charge.
