- Importance of a Trans European Transport Network

- History and current legal status

- The new legal framework

- Status and importance for Austria

3 TEN-T Spiegel, Infra 5

Importance of a Trans European Transport Network

- Efficient multimodal transport network as a pillar of EU principles (free movement of
passengers and goods, competition and cohesion)

Maximum European Value ≠ SUM (Maximum National Values)

Current situation: infrastructure quality along an international corridor

Country A Country B
Country C

- Missing Links in TEN-V

Content:
- Basic Network
- Priority Projects (1996: 14 Projects, 2004: 30 Projects)

Modes and Type of Infrastructure):

- Road, Rail, Inland Waterways, Networks for Combined Transport

New TEN-T Architecture

- (TEN-V) Comprehensive Network

• Realisation until 2050
• Marginal EU-financial Contribution

- Core Network „2 Layer Approach “

• Realisation until 2030
• Focus on EU-financial Contribution

- Core – Network Corridors

• Tool for implementation

TEN-T Methodology

Comprehensive
Definition according to certain rules in
Network accordance with MS

Multimodal Network (Mode independent network

of connections)

„Methodology“ Selection of Key Nodes. Capitals, Key urban

agglomerations, („MEGAs“), Ports.

Network = Connection between nodes according

to rules: (connection to the next node,
detours,..)
Core Network Proposal developed by Commission.

Legal Instruments: Key Content

TEN-T Guidelines
- Definition of the comprehensive and core network including nodes
- Priorities
- Infrastructure requirements for comprehensive and core network, including
deadlines.
- Implementation and coordination tools and process
CEF „Connecting Europe Facility“
- Financial framework for 2014-2020
- Including also other types of networks (energy, telecom)
- Principles for getting subsidies, maximum EU contribution rates
- Annexes: definition of Core Network Corridors, amendment to regulation 913/2010
(rail freight corridors)

Implementation and Coordination:

Core Network Corridors
- Aims: „modal integration“, „interoperability“, „coordinated infrastructure
development“

- Defined in CEF

- European Coordinator for each corridor

- Secretariat + consultative body (“Corridor Forum”) + working groups where

appropriate

- Work plan; “Commission may adopt implementing decisions for the cross-border
and horizontal”

- Coordination / Harmonisation with Rail freight corridors (EU-Reg. 916/2010) (new:

Rhine – Danube Corridor)

Position / Consequences for Austria

- Internal dimension: what we have to implement / where we are concerned

• TEN-T guidelines strongly in coherence with national concepts concerning
definition of networks, technical standards, priorities (Rail: ÖBB Zielnetz 2025+,
Federal Road Act, Concepts for upgrading river Danube)
• Possibility of grants
• Administrative burdens

- External Dimension: how can Austria benefit from TEN-T in other countries
• Importance of good connections to main trading partner, Hafen-Hinterland
connections,
• Importance of certain degree of obligingness
• Efficient coordination structures; role of European coordinators
