TERMS OF REFERENCE

POSITION: Five (5) Case Story Writers

I. Background and Objectives

Project Inclusion aims to improve work access opportunities for Persons with
Disability through employment advocacy and skills-building.

We advocate for Person with Disability employment by encouraging


companies to hire Persons with Disability, by helping Persons with Disability
find work situations that make use of their skills while taking their disabilities
into consideration, and by supporting companies develop the proper
conditions and support for Persons with Disability to thrive in the workplace.

Since 2013, we have helped 800 Persons with Disability with improved work
access opportunities

Program Objectives:
1) Develop partnerships, processes, and programs that improve skills and
work access opportunities of Persons with Disability
2) Train organizations in workplace readiness for Person with Disability
employment
3) Facilitate access to skill-building activities for Persons with Disability

The program will start a new 9-month project, May 1% Na Kami!, which aims
to 1) identify policy and practice gaps, 2) build capacities, and 3) document
good practices in implementing Republic Act 10524 – An Act Expanding the
Positions Reserved for Persons with Disability, particularly for Local
Government Units in the National Capital Region (NCR).

The project also seeks to continue the gains, and inspire action after the May
1% Ka Ba? campaign, which aims to build public awareness on Republic Act
10524.
II. Scope of Work/Activities

The Case Story Writer shall undertake the following responsibilities:

A. Produce one (1) case story documenting existing good practices of a


local government unit (LGU), or a national government agency (NGA) in
implementing RA10524 – An Act Expanding the Positions Reserved for
Persons with Disability
B. Conduct key informant interviews with relevant stakeholders, and public
sector officials in developing the case story
C. Pursue possible leads provided by Project Inclusion team
D. Work in close collaboration with Project Inclusion team to ensure timely
and efficient delivery of outputs.

III. Deliverables/ Specific Output Expected

The work is expected to provide Project Inclusion expertise within the


consultancy timeframe. Expected deliverables and project timeline for the
consultant is summarized below:

IV. Reporting Requirements or Consultations and Guidance

The Case Story Writer will report to, and closely work with the Program
Manager. This consultancy will commence on 01 November 2018, and end
on 30 June 2019 or upon delivery of all outputs, whichever is earlier.

V. Remuneration

This will cover the professional fees of the Case Story Writer for the above-
mentioned activities and deliverables, inclusive of all applicable taxes. All
logistics, representation, and admin costs to be incurred in fulfillment of the
planned activities will be covered by the project.

VI. Qualifications

The Case Story Writer must have the following qualifications:

 Experience in writing case stories/feature articles, preferably on the


public sector, local government units, and/or national government
agencies
 Knowledge on labor and disability legal frameworks and concepts,
and public sector mechanisms for human resources management
 Excellent written and verbal English communication skills
