ACTIVITY DESIGN

I. TITLE: DISCUSSION ON JUVENILE JUSTICE WELFARE ACT


AND SELECTED CRIMES AND THEIR PENALTIES

II. RATIONALE

The protection of the children’s rights has been clearly laid out in
the 1987 Constitution and in the Convention on the Rights of the Child
(CRC) adopted by the United Nations General Assembly on 20 November
1989.

In a more explicit manner, the Supreme Court laid the doctrine of


Parens Patriae which promotes the best interest of the people especially our
children (minors) who are prone to corruption as regards to their physical,
moral, spiritual, intellectual and social well-being. As a consequence, said
doctrine is pragmatic as a means to exercise the inherent power and
authority of the state to provide protection thereof.

In consonance with our State’s commitment in upholding the rights


of children, the University of Mindanao Legal Advocacy Network (ULAN), as
human rights and social justice advocates, deems it necessary to reach out
to the Children in Conflict with the Law to inform them of their rights as
advanced in the Juvenile Justice Welfare Act and to provide them with
pertinent information from the Revised Penal Code and other special laws.

With this, the organization believes that the understanding and


practice of the children of their rights and their limitations are important
factors that will guide them in living in a democratic society that values
equality and social justice. More so, revitalizing their role in nation building,
and inculcating in them youth patriotism and nationalism.

It is with these thoughts that this program was conceptualized.

III. OBJECTIVE (This program aims to):

1. help children in conflict with the law learn their rights upon
custody, investigation and court proceedings as advanced in the
Juvenile Justice Welfare Act;
2. educate them with the elements and penalties of some felonies or
crimes punishable under the Revised Penal Code or special laws;
3. provide an avenue for the law students to engage in community
service in view of ULAN’s advocacies.
