AFFIDAVIT OF SERVICE

We, JOVEN V. VILIRAN, single, of legal age, a resident of Barangay Piapi,

Dumaguete City, employed as Administrative Aide I of the City Engineer’s Office and
RAY ROLAND O. VILAN, married, of legal age, a resident of Batinguel, Dumaguete
City, employed as Utility Worker I of the City Engineer’s Office, after having been duly
sworn in accordance with law, hereby jointly declare that:

1. On April 6, 2018 at about 4 o’clock in the afternoon, we were requested by the City
Engineer’s Officer of Dumaguete City to serve a copy of the Letter dated April 6,
2018, to Mr. ANTERO BINDOY at his house located in Babajuba, Dumaguete City;

2. Mr. ANTERO BINDOY through his grandson Bryan Mendoza vehemently

refused to receive his copy of the said Letter ratiocinating that they will not
receive any letter coming from the Office of the City Engineer;

3. Upon instruction of the City Legal Officer, and in accordance with Section 6, Rule
13 of the Rules of Court, we tendered and posted a copy of the Letter at the post
of their house;

4. We are executing this affidavit to attest to the truth and veracity of the foregoing
declarations and for whatever purpose this may lawfully serve.
