Heart of the Valley
Reader,
An official function of the Office of Historical Preservation is to create and
maintain an Archive for the preservation of noteworthy documents. This Archive
chronicles the formation, governance, administration, and dissolution of the Heart of
the Valley. This government was formed in response to atrophy and entropy in Lego
society, and it served as the torchbearer for the future preservation and restoration of
the Lego homeland.
Contained in these archives are the working documents that governed the
government during its existence, and may serve as a roadmap for the next Lego
government or its successors. May we never again know the fear of isolation like those
of the Heart of the Valley.
There are four basic types of documents, and all are numbered ascending,
beginning with zero-zero-one, with a different sequence for each document type and a
new number assigned to each new documents. The Archives begin abruptly - much
like our movement did - with Record Adjustments. These are the pages that noted
changes in existing documentation, in order to enforce continuity and explain gaps in
numbering. Documents were occasionally reassigned numbers, classifications, or
altered, so a Record Adjustment was issued alongside. Next are Government
Resolutions. These are the official laws that have been passed by the Legislature and
signed by the President. They are for governmental purposes. After that are
Government Documents, the workhorses of the administration. These function as
executive orders, carrying the full weight of law, and create policies or provide legal
justification. Last are Government Memos, which serve as the “scratch paper” for the
government. These are copies of memorable speeches or rough drafts for other media.
It is important to note that the archives are still in force, though the government
has ceased to function. I leave these documents in the care of the Secretariat of the
Heart of the Valley, hoping that they will never be used again - but ready if they are.

Congress grants authority for war, unless the President has declared a state of
emergency under Government Document #15 (GD015) “NCAHOTV Formation,” which
allows him to unilaterally declare and wage war. The Secretary of Defense shall serve
as the second, equal part of the National Command Authority to issue orders to the
HOTVDF and the HOTVSIB.
