An official function of the Office of Historical Preservation is to create and 
maintain an Archive for the preservation of noteworthy documents. This Archive 
chronicles the formation, governance, administration, and dissolution of the Heart of 
the Valley. This government was formed in response to atrophy and entropy in Lego 
society, and it served as the torchbearer for the future preservation and restoration of 
the Lego homeland. 
 
Contained in these archives are the working documents that governed the 
government during its existence, and may serve as a roadmap for the next Lego 
government or ​its ​successors. May we never again know the fear of isolation like those 
of the Heart of the Valley. 
 
There are four basic types of documents, and all are numbered ascending, 
beginning with zero-zero-one, with a different sequence for each document type and a 
new number assigned to each new documents. The Archives begin abruptly - much 
like our movement did - with Record Adjustments. These are the pages that noted 
changes in existing documentation, in order to enforce continuity and explain gaps in 
numbering. Documents were occasionally reassigned numbers, classifications, or 
altered, so a Record Adjustment was issued alongside. Next are Government 
Resolutions. These are the official laws that have been passed by the Legislature and 
signed by the President. They are for governmental purposes. After that are 
Government Documents, the workhorses of the administration. These function as 
executive orders, carrying the full weight of law, and create policies or provide legal 
justification. Last are Government Memos, which serve as the “scratch paper” for the 
government. These are copies of memorable speeches or rough drafts for other media. 
 
It is important to note that the archives are still in force, though the government 
has ceased to function. I leave these documents in the care of the Secretariat of the 
Heart of the Valley, hoping that they will never be used again - but ready if they are.

Declaration of Intent 
 
It has come to my attention that operations are in place that will move the entirety of 
Lego Society into cold storage in the garage. It is my belief that as Legos are slowly 
removed from the house, they will be completely forgotten even if they are intended to 
be accessible. 
 
As a main participant in our almost fifteen-year Lego history, I cannot with good 
conscience turn my back on the characters we have created and the almost six 
hundred souls that reside in our society. 
 
Therefore, several Lego citizens have chosen to form a government in exile to carry on 
the basic functions of our society from abroad. It is their intent to keep alive the embers 
of heritage and history until the homeland can be restored. 
 
Welcome to the Heart of the Valley. 
 
Three-Point Bulletin 
 
1. The Heart of the Valley believes the traditional government of the United States 
of Lego has ceased to exist, and the Government of the Heart of the Valley shall

3. All the great things are simple, and many can be expressed in a single word: 
freedom, justice, honor, duty, mercy, hope. 
 
Governmental and Legal Principles 
 
1. The Government of the Heart of the Valley (HOTV) shall be composed of a 
President, Vice President, Cabinet, and a rump Legislature. 
2. Elections shall be held at regular intervals. 
3. Corporations shall be permitted at the discretion of the legislature, and shall be 
encouraged to conduct research and foster progress. 
4. Foreign affairs shall be conducted at the discretion of the President and the 
legislature.

HOTV

HOTV 
● preparing for a transition back to a restored government and readying corporate 
policy to thrive in a post-HOTV world 
● studying artifacts and recording history 
● and keeping the citizens of the HOTV healthy and happy.

Legal Presence and Entity

Establishing Legal Presence 
 
The Citizens of the Heart of the Valley hereby officially vote to form a 
government-in-exile, the sole legitimate successor state to the United States of Lego 
and its interests, assets, and liabilities. 
 
The ​government ​shall be known as “the Heart of the Valley,” subsequently referred to 
as the “HOTV,” but the nation to which its citizens shall owe their allegiance continues 
to be the United States of Legos, subsequently referred to as the “USL.” The USL has 
lost its sovereignty and no longer has a functioning government, but has not lost its 
statehood. The HOTV operates as a sovereign nation with limited statehood, designed 
to carry on the basic functions of government until the homeland can be restored. 
 
The HOTV meets the following criteria that are generally accepted internationally as 
indicative of sovereignty: 
1. A defined territory. The HOTV has a headquarters in Corvallis and maintains 
limited claims over the territory of the former USL. 
2. A permanent population. The HOTV has a permanent population and the 
government protects its citizens. 
3. A government. The government of the HOTV exists to carry on continuity of 
government for the USL. 
4. A capacity to enter into relations with other states. The HOTV possesses a 
department to direct foreign relations. 
 
Therefore, the Heart of the Valley has legal presence as a sovereign state, and that 
presence shall be extended retroactively to such time that conditions arose that the 
HOTV fulfilled the above criteria. 
 
If triggered by Government Resolution #7 (GR007) “Heart of the Valley Reformation,” 
the Government of the Heart of the Valley shall resume its duties as the sole legitimate 
successor government of the USL/HOTV.

Line of Succession

Presidential Line of Succession 
 
In the event of the incapacitation or death of the President, the Vice President shall 
immediately assume the Office of the President with full force of law, responsibilities, 
and privileges. 
 
Upon the incapacitation or death of the President and the Vice President, the Speaker 
of the House shall assume the Office of the President, followed in order by the 
Secretary of State, the Secretary of the Treasury, and the Secretary of Defense. 
 
Upon the incapacitation or death of these personnel, the Undersecretary of State shall 
assume the Office of the President, followed by the Director of the Security Intelligence 
Bureau, and the Undersecretary of the Treasury. 
 
In the event of a catastrophic disaster, accident, or incident, the last surviving member 
of the line of succession is ordered to name a Vice President. This may be done 
without the endorsement of Congress or a Government Resolution. 
 
If Government Resolution #7 (GD007) “Heart of the Valley Reformation” is triggered, 
the Secretariat shall assume the office of the President as appointed before the 
dissolution of the HOTV by the legitimate president. This makes the Secretariat the sole 
legitimate successor to the Presidency of the USL/HOTV. Once the Secretariat is 
appointed, a state of emergency is automatically declared under Government 
Document #15 (GD015) “NCAHOTV Formation,” granting the new President 
extraconstitutional powers to unilaterally direct the military, appoint new officers, seize 
property, and alter the organs of the state.

Legitimate Successor Government

Recognizing the HOTV as the Legitimate Successor State to the USL 
 
In order to determine the legitimacy of the Government, the President has prepared 
two alternate scenarios to prove the HOTV is the legitimate successor state to the USL, 
and the Office of the Presidency carries the original legal authority of the Presidency of 
the USL. 
 
1. The last ​official​ administration of the USL was led by President Nolan, who was 
chosen after the failed Bridgewater Accords. A transfer of government centers 
on the last chosen president, who at the time of collapse was Nolan. 
2. The last ​functioning ​administration of the USL was led by President Dad. 
However, Vice President Nolan was legally authorized to assume the Office of 
the Presidency upon the incapacitation of the sitting president. After the 
collapse of government in the winter and spring of 2016-2017, the successor to 
the Office of the Presidency of the USL was Nolan. Therefore, Nolan is the 
legitimate President of the USL and HOTV can designate successors as such. 
 
The HOTV is the legitimate successor state to the USL, and subsequent elections shall 
carry the full force of law as legitimate elections to the Office of the President. GD010 
also provides a Line of Succession to be used in the event of the incapacitation or 
death of the President, and such succession is legitimate and carries the full force of 
law. 
 
If triggered by Government Resolution #7 (GR007) “Heart of the Valley Reformation,” 
the new government shall be rendered the sole legitimate successor to the 
governments of the USL/HOTV via the President’s appointment of the Secretariat, 
especially pertaining to Point 2 of this document.

NCAHOTV Formation

Creating a National Command Authority 
 
The President and the Secretary of Defense shall hereby be collectively referred to as 
the ​National Command Authority of the Heart of the Valley ​(NCAHOTV). 
 
If circumstances exist that require such action, the President is authorized to declare 
an emergency, which will temporarily suspend civil proceedings and transfer ultimate 
legal authority to the NCAHOTV and their subordinates of the HOTVDF. 
 
A state of emergency may only be declared by the President for a finite period of time, 
and only the President is authorized to discontinue a state of emergency. A state of 
emergency may be extended at the sole discretion of the NCAHOTV. All civil 
authorities must comply with orders issued by the NCAHOTV during a state of 
emergency or face charges of high treason. 
 
If a state of emergency is declared, the National Command Authority and the President 
and his appointed representatives are hereby authorized to unilaterally and without 
reservation: 
● seize property 
● direct the military 
● appoint and remove officers 
● alter law and the organs of the state 
● other functions at the discretion of the NCAHOTV as demanded by national 
security needs

Reflecting the need to maintain confidentiality and security in the creation, 
transmission, and storage of information, the National Command Authority of the Heart 
of the Valley (NCAHOTV) hereby authorizes select agencies and departments to create 
and withhold documents and information that it deems necessary to the vital security 
interests of the Heart of the Valley. 
 
Agencies and Departments that may classify information include, but are not limited to: 
 
- the Department of Defense (HOTVDF) 
- the Department of State

The Research and Corporate Division may request to classify information through the

Classified information is immune from Record Adjustments and other standard

Military Formation

Government Resolution to Form the Military of the HOTV 
 
Recognizing the need for an armed forces of the HOTV, the President and the 
Congress have named General Jack Beringer as Chairman of the Joint Chiefs of Staff 
to serve as senior military officer. He may call upon citizens to join the armed forces in 
time of crisis, with permission of the Congress and the President. He shall serve at the 
pleasure of the President. 
 
The Department of Defense shall oversee the HOTV Defense Forces (HOTVDF), the 
armed, non-civilian branch of the Department. The HOTVDF shall be responsible for 
the protection of the nation’s interests against all threats, foreign and domestic. 
 
The GR also establishes the Office of the Secretary of Defense, who shall serve as 
civilian liaison between the President and the military. This person shall serve at the 
pleasure of the President, and General Dwight Eisenhower has been named to this 
office. 
 
The GR also establishes the HOTV Security Intelligence Bureau, led by Director Phil 
Coulson. The HOTVSIB will inform the President, Congress, and the military of 
pertinent intelligence and threats, both foreign and domestic.

Government Resolution to Approve the Creation of an Arsenal 
 
By order of the President, the military of the HOTV shall be charged with the 
maintenance and security of an arsenal of weapons to be used for the protection of the 
HOTV. The arsenal may be composed of small arms, explosives, body armor, and 
other defense equipment as deemed necessary by the Secretary of Defense.

Government Resolution Approving the Formation of a Treasury Department 
 
Recognizing that the HOTV has been charged with the responsibility of carrying the 
material wealth of the former United States of Lego, 
 
Further recognizing that the history and artifacts of the United States of Lego are to be 
kept safe and preserved for the restoration of the homeland, 
 
Hereby forms the Treasury Department, charged with the maintenance of a vault for 
the safekeeping of valuables. The Treasury Department shall be directed by the 
Secretary Obadiah Stane. 
 
An Agency of the Treasury Department, the Historical Preservation Agency, shall be 
established to specifically safeguard artifacts and non-monetary valuables in the vault 
of the HOTV. The Agency shall be led by Director Adventure Man. The Director may 
designate new valuables to be procured and protected from the Old World.

Recognizing the ultimate goal of the HOTV, to relinquish power to a restored Lego 
Government, 
 
Further recognizing the existence of elements in the former United States of Lego who 
may oppose the formation of the government of the HOTV, 
 
The President and Congress hereby order the formation of the Department of State, 
tasked with conducting foreign affairs and outreach to the remaining elements of the 
United States of Lego. The Department shall be primarily charged with searching for 
viable societies to return to in the future, and shall look for governments that can 
adequately take the legitimacy of the Original Lego Government. 
 
The Department shall be led by Secretary Henry Kissinger.

Recognizing that the government of the HOTV functions as an executive branch with a 
legitimate “rump” legislature, 
 
The Government of the HOTV shall hereby issue joint Government Resolutions to enact 
official legislation. Each Government Resolution (GR) shall be issued with the joint 
constitutional approval of the President and Congress (the Speaker of the House). 
 
Each GR shall be codified and carries the full force of law. 
 
This shall apply retroactively to all previous Government Resolutions.

This document may only be triggered via executive order by the President via 
Government Document #23 (GD023) “Transfer of Authority.” 
 
The Vice President shall hereby be named as the Secretariat of the Heart of the Valley. 
They shall represent sole executive and administrative control of the HOTV in 
perpetuity. The Secretariat may name a successor at their sole discretion. The 
Secretariat is bound by the obligations and rights contained in Government Resolution 
#7 (GR007) “Heart of the Valley Reformation.” 
 
The books of the Heart of the Valley shall hereby be closed via Government Document 
#27 (GD027), “Close of Books,” and all recordkeeping functions of the HOTV 
government are hereby ceased. 
 
Under the authority granted to the Heart of the Valley as the sole legitimate successor 
government to the United States of Lego through Government Resolution #5 (GR005) 
“Government Resolutions Rationale,” Government Document #9 (GD009) “Legal 
Presence and Entity,” and Government Document #14 (GD014) “Legitimate Successor 
Government,” the Government of the Heart of the Valley hereby designates the new 
government all rights, duties, obligations, and legitimacy of the United States of Lego 
and its successor, the Government of the Heart of the Valley. 
 
The officers of the HOTV are hereby released from their duties, oaths, and loyalty to the 
same. 
 
The former officers of the HOTV are hereby directed to render their complete services 
and aid to the new government designated by the former President in good faith. 
 
Excepting for the Secretariat per Government Resolution #7 (GR007) “Heart of the 
Valley Reformation,” the governmental and administrative functions of the Heart of the 
Valley are hereby ceased.

Government Resolution #007 
 
This Resolution may only be enacted if the following conditions exist: 
1. The President has enacted Government Document #23 (GD023) “Transfer of 
Authority.” 
2. The above document has triggered the provisions contained in Government 
Resolution #6 (GR006) “Formation of a New Lego Government.” 
 
In the event that the successor government chosen by the former President to carry on 
the legitimate functions of the USL/HOTV collapses or ceases to exist, the Secretariat 
may, at their discretion, trigger this document. 
 
If triggered: 
 
1. The former government selected by the former President of the HOTV shall be 
considered non-viable and shall have officially transferred its legitimacy to the 
Secretariat at the moment of its ceasing to exist or carry out its basic functions 
of government. 
2. The books of the Heart of the Valley shall be reopened and all formerly closed 
records and legislation is rendered active. 
3. The issuance of Government Document #23 (GD023) “Transfer of Authority” and 
the triggering of Government Resolution #6 (GR006) “Formation of a New Lego 
Government” is hereby rendered null and void. 
4. The Government of the Heart of the Valley shall be reformed as a legal entity 
with rule of law under Government Document #9 (GD009) “Legal Presence and 
Entity.” 
5. The Government of the Heart of the Valley shall be recognized as the sole 
legitimate successor of the rights, duties, obligations, and legitimacy of the 
United States of Lego and the Heart of the Valley under Government Document 
#14 (GD014) “Legitimate Successor Government.”

My fellow citizens, 
 
Tomorrow will mark two months since we began the arduous task of assembling our 
nation to save the Lego Universe. The road has been difficult, as we waged political, 
military, and logistical battles to build the Box that we now call home. Though the task 
was challenging, we, the citizens of the Heart of the Valley, met it and surpassed it. We 
now have a Congress. We now have an executive. We now have a military, a state 
department, a treasury, and a vault to hold safe the relics of the Old World. We have 
accomplished so much in these last two months. 
 
But now the real work begins - convincing the fellow survivors of the Great Darkness. 
We labor to prove to the world that this game is still worth playing. We work here not 
for ourselves, but remembering the 586 souls that comprise the Universe we yearn to 
mend, so far away but so close in each of our hearts and minds. Tonight, I directly 
address those who remain in the ashes of the Old World. I am here to tell you that we 
can rebuild. The Heart of the Valley proves that it is possible to reinstate the institutions 
that kept us safe, kept us happy, and kept us free. This nation and its government is 
committed to the restoration of the homeland to its former glory, and will work 
tirelessly in exile to that end. We seek peace, we seek prosperity, we seek goodwill 
toward all Legokind. 
 
We will always be here, until we can return to the land of Canaan, a beacon to those 
who are weary and heavy-laden. I thank you for the work we have accomplished, and 
my administration stands arm-in-arm with its citizens to see our work to the finish.

My fellow citizens, 
 
As we approach the end of our time in the Heart of the Valley, my government has 
been readying for a return to what we hope will be a welcoming homeland. We have 
not yet made contact with fellow survivors of the Great Darkness, but we are confident 
that we will hear from them soon, whoever they may be. In the meantime, I ask you all 
to carry on as you have done so magnificently in the past several months. 
 
If the worst comes to pass, and there are no fellow survivors who will greet us in the 
homeland, we will still carry the torch of history and wait for the day that this 
government can confidently transfer power to another. Our home here is secure, with 
invaluable personnel capably managing the day-to-day operations of our civilization. 
We carry with us the sum of our common history, in artifacts, documents, and most 
importantly, memories of faded glory and what is to come. Our most valuable assets 
are our proud citizens - scientists, soldiers, leaders - all of whom work together for our 
cause. Together we shall prevail. 
 
On to more pressing matters. As we approach the end of our time in exile, we will be 
tightening security and preparing protocols for after our arrival. As such, I am hereby 
declaring a state of emergency in the Heart of the Valley, authorized under Government 
Document #15, “NCAHOTV Formation” (GD015), which grants my office and my 
subordinates extraconstitutional powers until such a time as my office or that of my 
representative declares the state of emergency over. I can guarantee you that this time 
will not be one of blind reintegration with survivors - my government and our armed 
forces will accept only viable successor states that represent and promote the finest of 
our homeland: freedom, liberty, prosperity. If none are to be found, then this 
government will continue to function as it has these past months, and we will protect 
our heritage against all encroachment.

This Master Plan has been commissioned by the President to develop a 
comprehensive strategy and protocol for the eventual transfer of power to a viable 
successor state in the homeland. This will involve the cooperation of every part of 
government on all levels. The President has ordered that the government prepare a 
flexible strategy to respond to a successor state, under several scenarios. 
 
Command is pursuant to Government Document #22 (GD022) “Chain of Command for 
Legal Authority.” 
 

 
 
1. Recognition of Viability 
a. The President or his designated survivor shall have final authority on all 
decisions regarding reintegration. 
b. The Director of HOTVSIB is charged with maintaining a list of potential 
successor governments (SGs).

c. If a viable successor state is detected, the Director of HOTVSIB will 
forward to the President his Successor State Dossier (SSD) for 
consideration. 
d. If the President agrees to continue, then he will proceed to Step #2. The 
Director of HOTVSIB may recommend a course of action. If not, then he 
will return to Step 2. 
2. The President shall declare a state of emergency under Government Document 
#15 (GD015) “NCAHOTV Formation,” which grants to himself and the NCAHOTV 
extraconstitutional powers to respond to extraordinary circumstances. 
3. The Director of the Research and Corporate Division shall provide a clear 
communications channel for the Secretary of State to contact the apparent 
leader of the SG. 
4. The Director of HOTVSIB shall be charged with determining in an ongoing 
fashion whether the intent of the SG is benevolent and may counsel the National 
Command Authority at his discretion. If at any point the SG is determined to 
harbor malevolent intent toward the HOTV, then proceed to Step 13. 
5. The President shall dispatch the Secretary of State and the Director of NASA as 
a “landing party” to make initial contact with the SG. 
6. If such contact is successful, then proceed to Step 7. 
7. The Director of Historical Preservation shall determine the legitimacy of the SG. 
If it is a direct successor to the United States of Lego, then proceed to Step 8. If 
it is a new government, then Proceed to Step 18. 
8. The Secretary of State shall function as the official liaison between 
governments. 
9. The Secretary of State shall begin to offer to merge governments and powers, 
only if the SG is willing to provide a safe harbor for citizens of the HOTV. 
10. If the SG is willing to protect the former HOTV as citizens, then the Secretary of 
State will offer to fold the government of the HOTV into the SG. 
11. The Director of HOTVSIB will perform a go-no go check. 
a. He will test for final verifiability and benevolence. If the HOTVSIB finds the 
SG to be credible, then he will inform the President so, who shall proceed 
to Step 12. 
b. If not, he will inform the President, who shall proceed to Step 13. 
12. The President shall personally meet with the leader of the SG, and offer the 
HOTV to the SG on the conditions the Secretary has made. The President shall 
activate GD023. ​END ALPHA

13. T​ he Secretary of State shall contact the SG and politely decline further 
integration. The NCAHOTV shall order the HOTVDF to immediately secure the 
borders with special emphasis on executive government protection and the 
protection of historical assets. 
14. If the SG lowers tensions, then the President shall continue the state of 
emergency as long as he feels it is necessary (including the deployment of the 
HOTVDF in the previous step), the Director of HOTVSIB shall review this plan, 
and return to Step 1. 
15. If the SG raises tensions or makes bellicose maneuvers, the President shall 
immediately declare martial law and deploy the HOTVDF for the protection of 
the borders. 
16. The HOTV must be immediately removed from the situation (possibly by stealth) 
and hidden away from the SG. 
17. The President shall continue the state of emergency and martial law at his 
discretion. If tensions are sufficiently lowered, then proceed to Step 1. ​END

18. The Secretary of State shall politely offer the services of the HOTV government 
to the SG to strengthen their bureaucracy or government. 
19. If the SG is compliant, then the Secretary of State will assess the needs of the 
SG and offer the services of individuals from the HOTV to collaborate with the 
SG in official governmental positions. 
20. If the SG is willing in this action, the officials will move over with HOTVDF 
protection. 
21. If the SG is further compliant, then proceed to Step 12. ​END DELTA 
22. If the SG is unwilling to host security or the officials, then proceed to Step 13. 
 
Under GR007, the Secretariat can reactivate the HOTV.
