With high hopes and great reverence, we, the civil society of peer bagh hyderpora would like to
extend our great gratitude for establishing anti corruption bureau through SRO 486. We think it is a
right and much needed step towards good governance and moving towards a corruption free state
which would go a long way in the just and inclusive development of the state. We extend our full
support in the fulfilment of this goal of corruption and scam free state of jammu & Kashmir and
commit to keep vigil on those malicious elements of the society who work and act against the
national, social, moral, and ethical wellbeing, using either cohersive means or their ‘connections’ to
various chairs of power.

In this perspective, we would like to bring your kind attention to a multi crore scam in our area
involving 28 kanals of land situated at Halka Rawalpora Srinagar, which belongs to Darmat trust
(Akhada Property) in gulberg ‘co-operative’ colony peerbagh, promoted by co-operative house
building society budgam through its chairman Mr. Muhammad Shafi Dar S/o Abdul Gani Dar R/O
Majeed Bagh Srinagar. These 28 kanals of land have been grabbed by the said person Muhammad
Shafi Dar by way of fictitious mutations with the help of revenue officials of budgam (through bribes
and other illicit means).

At present the said person Mr Muhammad Shafi Dar has constructed 19 double story concrete
houses, and allotted them to his different clients. The case was referred to crime department
Srinagar by Hon’ble high court of J&K, but the said culprit Muhammad shafi dar managed to bribe
and subsequently corrupt the then ssp crime Mr.Abdul Gaffar Malik (retired), who inturn hushed up
the scandal and put it in cold storage, the same is pending there since last 15 years. As a matter of
trust it is requested that the case may be reopened and investigated under your supervision as
otherwise it would be kept at backburner through political influence. We have high hopes that this
multi-crore scandal which is one of the many scandals the said person (who ironically is still holding
the position of chairman of the State Co-operative Bank) is involved in, (details of which are
mentioned in FIR no.s and Case no.s listed below), we have full faith and trust upon your
enthusiasm towards good governance and your will to take our state out of this dark pit of
corruption for which whole community and civil society will always be of praise and support.

We, especially the minority community of Kashmiri Pandiths can feel a sigh of relief because we
believe in your will to retrieve this religious property of darmat trust. It is pertainent to mention here
that F.I.R No: 35/2005/ps VOK, U/s 5(2) Act 120-B, 419, 420, 468, 471 R.P.C stands registered in
other cases against the said fraudulent person. In addition to this another case through IGP CID J&K
vide no. CID/SS/D-1/2017/2023-34, Dated: 26-09-2017 is lying in chief secretary J&K office but we
are of the belief that the accused person has again used his illicit connections and the file did not
reach higher ups for further action. The accused person is involved in multiple scandals involving
embezellments, recruitment scams in the bank he is the chairman of, land grabbing, to name a
few, and has become an expert in dodging the law using his established connections and bribes,
which has resulted in the said person raising so many assets/properties which he has cleverly kept as
benami. This case is the highest example of corruption with impunity and no regard or fear of the
law and the same should be investigated through NIA or CBI on priority and your personal
supervision so that the accused Mr. Muhammad shafi dar is not able to dodge the law once again by
his deceitful tactics, so as to ensure prevelance of justice.
