PRELIMINARY

I.1 PROJECT DESCRIPTION

Bandar Lampung Bypass is situated in the southern coast of the Province of


Lampung. The road bypasses the capital city, Bandar Lampung, which connects
the southern and southeastern areas to the northern cities.
The project is a capacity expansion ( widening ) of an existing two-lane road. The
capacity expansion works include among others the construction of additional
embankments, retaining walls in some sections, widening of bridges, construction
of new pavements, overlay of existing pavements, shoulders, and road furnitures.
There project also include improvements of existing intersections, side and cross
drainage system.
Traffic volume along this road section has increased signifyingly in recent years
which necessitate capacity expansion ( widening ) of existing road.
The road project has a total length of 8,10 kilometers.
The construction activities of the Bandar Lampung Bypass - B include job-the job
as follows:

I.2 PURPOSE AND OBJECTIVES.

The purpose of this activity is to improve the public service road users generally
and particularly on road traffic of Bandar Lampung bypass, who currently require
treadment with the priority scale. The activity of the Package Project Bandar
Lampung Bypass is also intended to increase road capacity by widening the road
from an existing two-lanes to four-lanes road with median and increase the
performance of the condition of existing roads that most have experienced some
changes in shape ( deformation structures, holes and wavy ), in order to remain
able to provide optimal service.

II.2 EXISTING ROAD CONDITIONS

Condition of existing road of Bandar Lampung bypass includes things following :

 The condition of asphalt pavement average wavy and cracked and peeling on
the top (wearing coarse). This condition other than discomfort is also not
safe for traffic.

 The initial condition is an existing two-lanes road

 The condition of the side drains and some culverts is not working properly, so
that when the heavy rains, some water pooled on the road.

III. PROBLEMS AND PROPOSED HANDLING

III.1 PROBLEMS

The result of Field Engineering found that there is a lack of budget and there are
some works need to increase and decrease the quantity, adding the new items.

That is because the condition of existing road (pavement), shoulders, and the
edge of the road agency has undergone many changes are possible as a result of
excessive load of traffic load that occurs in some street of the Strategic National
Road.

As a result of the implementation work of widening the pavement, there are


several locations where the width of the culverts and bridges should be adjusted
towith width of the existing road, to avoid narrowing the intended location.

In fact, there are many incompatibilities between work items contained in the
design drawings with the existing work items in BoQ. Here are the problems
founds in actual condition as follows:

 Change of plans original bridge box culvert to be precass in Sta 10+660


 Many roads traversed by a vehicle great that required ka-land rotatory
broader, And necessary widening road pavement wider in U-Turn
 The channel needs to be stronger with Mortar Stone Masonry as to retaining
the channel against erosion because the grade slope be great rugged, so with
great speed, there is a discharge and water around the area of the road
through concentrated on the road
 There are many mismatches between the volume of work results of
calculations based on the dimensions as illustrated in the design drawings
with the volume of work needed according to actual conditions belows:
 Volume of excavation for drainage ditches and waterways increased,
according to the larger dimensions of drainage ditches that needed in
actual conditions;
 The dimensions needed of mortared stoneworks larger than before,
according to actual conditions, as found that it needs to strengthened
against erosion and as a cause of a larger "i" (grade) values that require a
larger and stronger ditches;
 The designed quantity only needed 23 location of reinforced concrete pipe
culvert, while the actual conditions needs 31 location of it;
 Volume of porous drainage or filter material increased, according to
increased location of concrete retaining wall and stone masonry retaining
wall;
 Volume of common excavation increased according to actual conditions;
 Increased locations of retaining wall causing the increased volume of
structure excavation 0 - 2 m depth;
 Volume of excavation on existing asphalt pavement with cold milling
machine increased according to actual conditions;
 Increased volume of selected embankment is a cause of calculations of
selected embankment needed on median and sidewalk, according to actual
conditions;
 Volume of grade preparation increased according to actual conditions;
 Volume of aggregate base class S for widening and shoulders decreased
according to actual conditions;
 Volume of aggregate base class B increased according to actual conditions
of purposeability, based on the changes of pavement width from 2 x 7.50
m to 2 x 7.75 m, under the widening location of U-Turn & rigid pavement;
 Volume of rigid pavement increased according to addition of 1 intersection
and addition of length in ramp and curve area, from 4 locations in 1 side
(L/R) to 3 locations in 2 side (L&R);
 Volume of wet lean concrete subbase increased according to addition of 1
intersection and addition of length in ramp and curve area, from 4
locations in 1 side (L/R) to 3 locations in 2 side (L&R);
 Increased volume of cement treated base is a cause of changes of
pavement width from 2 x 7.50 m to 2 x 7.75 m, and for U-Turn area;
 Volume of portland cement for cement treated recycling base increased
according to actual conditions;
 Volume of cement treated recycling base decreased according to actual
conditions;
 Volume of prime coat increased according to changes of pavement width
from 2 x 7.50 m to 2 x 7.75 m and U-Turn area, with applicable of asphalt
based on specification;
 Volume of tack coat decreased according to actual conditions;
 Volume of asphalt concrete wearing course decreased according to
changes of pavement width from 2 x 7.50 m to 2 x 7.75 m and U-Turn
area;
 Volume of asphalt concrete binder course decreased according to changes
of pavement width from 2 x 7.50 m to 2 x 7.75 m and U-Turn area;
 Volume of structural concrete K-350 increased according to dimension
changes;
 Volume of structural concrete K-250 increased according to length changes
of Box Culvert and concrete plate;
 Volume of structural concrete K-125 increased according to actual
condition, as a cover for median and under curb, Box Culvert and

 Decreased quantity of cast in place concrete pile and load test for pile as a
cause of no widening of bridge in STA. 16+920;
 Decreased quantity of caisson 300 cm diameter furnished and sunk as a
cause of design changes of Nirwana bridge become Box Culvert;
 Volume of stone masonry increased according to actual condition, as it
usage for retaining wall on embankment areas that prone to avalanche or
erosion;
 Decreased quantity of elastomeric bearing as a cause of no widening of
bridge in STA. 10+600 and STA. 16+920;
 Length of guard rail increased according to actual conditions, as it usage
for curve in a steep areas;
 Length of precast portland cement concrete curb increased according to
addition of 1 intersection;
 Area of block paving on sidewalks or medians increased according to
addition of 1 intersection;
 Quantity of road lighting single arms increased according to actual
condition, as it usage for intersection and bridge oprit;
 Quantity of road lighting single arms increased according to actual
condition, as it usage for intersection and U-Turn area;
 Quantity of traffic light system type TL-2 for intersection of four legs
decreased according to actual condition;
 Quantity of bus bay increased according to actual condition.
 In the Original Design, construction needs only the concrete retaining wall in
2 (two) locations, while based on the Field Engineering there are 3 (three)
locations that require the construction of concrete retaining wall. While there
are 43 (fourty three) locations that require retaining wall of stone masonry.
 The increasing road damage in the form of cracks, holes, undulating surfaces
that need repair or until the layers of foundation, due to the many heavy
vehicles that exceed the capacity of handling and lack of roads and drainage
are generally not working properly because a lot of channels that have been
buried and hardened much damaged.
 Nirwana bridge must be treated as an intersection, as the World Bank
permitted.
 The pavement width changes from 2 x 7.50 m to 2 x 7.75 m.
 Rigid pavement extended on to medians with same thickness as Curb does.
 Concrete and Stone Masonry Retaining Walls as well as strengthening the
embankment soil due to limited land, especially in areas causing foot high
pile that exceeds the actual based on ROW.
 Cut and Fill Works, where there is a difference in elevation between the
image's original plan with the real conditions in the field resulted in
adjustments to the volume of work.
 It is found that problems exist in some locations depending on obstruction
from PLN Utility Pole of Medium Voltage as listed on the attachment.
 As a result of heavy vehicles as well as the density of traffic flow and cause a
bumpy road in the intersection and ramp area.
 The need for reforestation along for the preservation of the environment.
The conditions mentioned above resulted in the addition or reduction in volume of
work and also creates a new work item.

IV. PROPOSAL FOR ALTERNATIVE TREATMENT

With the following considerations:

 Alternative I (FE = OC+17% = Rp 113.933.091.597,51 + Tax Included),


the target length (8.100 km) is reached, the existing problems can be handled
optimally, the width of pavement 2 X 7.75 m, median 1.00 m, Rigid Pavement at
3 (three) intersection areas (STA.10+600, STA.15+300, STA.18+100) and 3
(three) ramp locations areas (STA. 14+275 – 14+700, STA. 15+500 – 15+600,
STA. 17+400 – 17+700 handled, widening the bridge at STA.10+600 using Box
Culvert, while STA.16+920 with added of cantilever, concrete retaining wall at 4
(four) locations (STA. 15+150 – 15+400, STA.15+550 – 15+600, STA. 15+775
– 15+825, STA. 17+581 – STA. 17+605) handled, 37 (Thirty seven) locations
for retaining wall of stone masonry, 53 (Fifty three) location mortared
stonework, reforestation with the planting of mahony trees along the 8.100 km,
the final result packet handling package can connect with other projects, 9
(nine) Bus Bay location, widening 7 (seven) location of U-Turn and 12 (twelve)
location of Road-in.
 Alternative II (OC +10% = Rp. 106.295.534.060,67 + Tax Included), the target
length (8.100 km) is reached, the existing problems can be handled optimally,
the width of pavement 2 X 7.75 m, median 1.00 m, Rigid Pavement at 3 (three)
intersection areas (STA.10+600, STA.15+300, STA.18+100) and 3 (three) ramp
locations areas (STA. 14+275 – 14+700, STA. 15+500 – 15+600, STA. 17+400
– 17+700 handled, widening the bridge at 2 (two) locations (STA.10+660,
STA.16+920), job retaining wall concrete at 4 (four) locations (STA. 15+150 –
15+400, STA.15+550 – 15+600, STA. 15+775 – 15+825, STA. 17+581 –
17+605) handled, 34 (thirty four) locations for retaining wall of stone masonry,
47 (fourty two) location mortared stonework, reforestation with the planting of
mahony trees along the 8.100 km, the final result packet handling package can
connect with other projects, 4 (four) Bus Bay location, and widening 4 (four)
location of U-Turn and 5 (five) location of Road-in.

 Alternative III (BB = Rp 97.202.303.691,52 + Tax Included), the target length


(8.100 km) is reached, the existing problems can be handled optimally, the
width of pavement 2 X 7.75 m, median 1.00 m, Rigid Pavement at 3 (three)
intersection areas (STA.10+600, STA.15+300, STA.18+100) and 3 (three) ramp
locations areas ( STA. 14+275 – 14+700, STA. 15+500 – 15+600, STA. 17+400
– 17+700 handled, widening the bridge at STA.10+600 using Box Culvert, while
STA.16+920 with added of cantilever, retaining wall concrete at 3 (three)
locations (STA. 15+550 – 15+825, STA. 16+638 – 16+688, STA. 16+888 –
16+988) handled, 19 (nineteen) locations for retaining wall of stone masonry,
28 (twenty eight) location mortared stonework, reforestation with the planting
of mahony trees along the 8.100 km, the final result packet handling package
can connect with other projects, 2 (two) Bus Bay location, and widening 0 (zero)
location of U-Turn and 0 (zero) location of Road-in.

We propose an alternative treatment I, Rp. 113.933.091.597,51 as a treatment


option for the Package Bandar Lampung Bypass - B.
The road will have a good construction, comfortable and ideal for the safety of road
users.
IV. CONCLUSION

The job changes, as proposed in the previous section must:

1. Technical Administration supported the process according to the Drawing in the


Appendix of Contract Agreement

2. Immediately followed up with the Contract Administration process in accordance


with the provisions of the Contract and accepted Amandment.

Thus, Technical Justification is made to be used as concideration in further discussion
