According to the IFRC (The International Federation of Red Cross and Red Crescent

Societies), “A disaster is an unexpected, catastrophic event that totally disorders the working

of a community or civilization and instigates mortal, physical, and monetary or ecological

damages that surpass the group's or people's capability to manage employing its individual

assets. Normally, disasters are frequently triggered due to natural causes, but on the other hand,

disasters can be brought about by humans as well in many circumstances”.

The types, size and effects of disasters is altering and turning out to be more complex

and bigger as time goes by. The increase of Global Warming and changes in climate and other

natural calamities such as hurricanes, earthquakes, floods has taken a toll on the prospects of

threats to humans and their communities. Threats are also becoming more widespread by

people all over the world. Crimes such as human trafficking, drug smuggling, various forms of

terrorism, money laundering and the spread of diseases has brought the attention of globalized

attention of all nations to join hands in order to combat such threats and prevent negative

consequences and complications. Thus, each nation in its own capacity have devised their own

strategies to be prepared for such threats and combat them by using their existing resources

and executing emergency strategies and tactics as per their personal laws and policies. This is

established to counteract emergencies and events that are of global magnitude and thus, the

countermeasures planned are researched upon well and are coordinated together by many

countries hand-in-hand.

In this regards, the UAE is not resistant to threats and risks of disasters and thus came

to be the NCEMA which is the National Emergency, Crisis and Disaster Management

Authority which coordinates and invests all efforts to combat all kinds of risks and threats –

locally, federally, regionally and internationally. The NCEMA is tasked with forming steady
models to counteract with diverse forms of emergencies, crisis and disasters, which occurs

naturally or through human actions. This imperative government body also engages itself to

prepare for disasters via drills, training activities and coordination with other government

bodies so as to assure that everyone is engaged and kept well updated on the procedures of

emergency management should any event occur. Although, UAE has not witnessed any major

natural or man-made disasters, the NCEMA is keen on keeping the UAE safe by setting up and

employing national strategies and improving the status of the UAE in areas of emergency and

crisis management and communicating the requirements for the endurance of the efforts if any

such disasters or emergencies occur. Finally, via mutual understanding and readiness along

with planning, employing all the management and interaction means and ways on different

federal and national levels which intends to safeguard and protect the public and their assets.

The UAE is known to be one of the top countries to assist other countries globally with regards

to aiding them during catastrophic events and calamities. The NCEMA has applied their

technique and emergency management tactics to help these countries during their hard times

and thus, this has given UAE more than hands on experience and exposure as well as a good

image and status.
