The National Building Code of the Philippines (Presidential


Decree No. 1096) was enacted to "provide for all buildings and
structures, a framework of minimum standards and
requirements to regulate and control their location, site, design
quality of materials, construction, use, occupancy, and
maintenance."
OBJECTIVES (SOP Nr. 34)

❖ To construct structures that conform to the minimum


standard of quality and safety.

❖ To enhance AFP’s operational efficiency and


effectiveness through sound and doable structures and
facilities
OBJECTIVES (SOP Nr. 34)

❖ To avoid irregular and unauthorized conduct of


construction and repair inside military camps, bases,
installations and reservations inconsistent to quality and
structures, sound design and base development planning.

❖ To complement the effort of the Department of Public


Works and Highways in the implementation of the Code
inside military camps, bases, installations and
reservations.

3. For implementation of construction by contract the “Notice to Proceed” shall be submitted to the Office of the Building
Official together with the Building Permit.

4. That upon completion of the construction, as part of TIAC documents, the licensed full-time project inspector / project civil
engineer of construction works shall submit the entry to the “official project logbook” duly signed and sealed to the Building
Official including as-built plans and other documents including tests results (concrete compression test, reinforcing bars
tensile test), weather condition, concrete pouring request, revision/variation order, minutes of the meetings, site reports, etc
and shall also submit a certificate of completion stating that the civil/structural works conform to the provisions of the National
Structural Code of the Philippines and National Building Code of the Philippines.

the provisions of the latest Philippine Electrical Codes, the National Building Code and its IRR.

3. That for installed electrical capacity of 200 amperes and above at 230 volts nominal and above, a specialty electrical contractor
duly licensed by the Philippine Contractors Accreditation Board (PCAB) shall be required.

4. That a duly licensed electrical practitioner shall be in-charge of the installation, and that upon completion of the electrical works,
, as part of TIAC documents, he shall submit the entry to the “official project logbook” duly signed and sealed to the OBO
including as-built plans and other documents including revision/variation order, minutes of the meetings, site reports, etc . He
shall also accomplish the Certificate of Completion stating that the electrical works conform to the provisions of the Philippine
Electrical Codes, the National Building Code and its IRR.

5. That a Certificate of Final Electrical Inspection (CFEI) shall be secured prior to the actual occupancy of the building.

6. That this permit shall be posted at the door or site of work.

suspension, revocation and/or invalidation of a building
permit or certificate of occupancy; issuance or work
stoppage order, or and order for discontinuance of the use
of occupancy of the building/structure or portion thereof in
cases for non compliant to the National Building Code or a
building/structure is categorizes as hazardous or
dangerous.

❖ Responsible for the enforcement of the provisions of


the National Building Code and its IRR, this SOP, as well
as Circular, Memoranda, opinions and decisions/orders
issued pursuant thereto, by reviewing and evaluating all
submitted plans that requires for a building permit from
MSE’s (Program 1 - 4)

❖ Have over-all administrative control and/or


supervision over all works pertinent to construction
buildings/structures or facilities that secures permit from
the Office of the Building Official.

❖ Ensure that all changes, modifications, and


alterations in the design, plans during the construction
phase shall not start until the modified design plan has
been evaluated and the necessary amendatory permit
issued by Office of the Building Official.
