FOR : ALL PRESIDENTS OF PANLUNGSOD, PAMBAYAN AND PANLALAWIGANG
PEDERASYON NG MGA SANGGUNIANG KABATAAN

SUBJECT : Participation of all Presidents of Panlungsod, Pambayan and Panlalawigang


Pederasyon ng mga Sangguniang Kabataan (SK) to the SK National Summit 2018

The National Youth Commission will be conducting the SK National Summit 2018 with the theme “Tunay
na Pagbabago, Itataguyod ng mga Kabataang Pilipino” on November 22-25, 2018 at Baguio Teachers' Camp,
Baguio City as culmination of the SK Mandatory Training program this year.

This first-ever SK National Summit aims to foster the spirit of nationalism and nation-building among the
highest elected youth leaders of all municipalities, cities, and provinces of our country. The National Youth
Commission will give their State of the Youth Address and will inspire the youth leaders of the country to bring the
reforms being implemented by the National Government down to their respective local government units.

The SK Pederasyon Presidents will be oriented on the Youth Development Planning Process; on how to
access the SK Funds; on how to implement and monitor youth programs; and also for them to gain knowledge on
the youth-related programs and good practices of other national agencies. Key Officials of the Department of
Interior & Local Government (DILG), Commission on Audit (COA), Department of Budget Management (DBM),
Department of National Defense (DND), Department of Social Welfare & Development (DSWD), Department of
Environment & Natural Resources (DENR), Dangerous Drugs Board (DDB), Armed Forces of the Philippines (AFP),
Philippine National Police (PNP) and the National Disaster Risk-Reduction & Management Council (NDRRMC) were
invited to serve as resource speakers during the said summit.

In this connection, all Provincial Governors, City and Municipal Mayors are enjoined to support the said
undertaking by ensuring the attendance of their respective Sangguniang Kabataan (SK) Pederasyon Presidents in
the said SK National Summit. The travelling and other incidental expenses shall be chargeable against local funds,
subject to the availability of funds thereof and the usual government accounting, budgeting and auditing rules and
regulations.

The National Youth Commission shall shoulder the following:


a) Food. Provision of Meals and snacks shall start afternoon of November 22 (PM Snacks) until noon of
November 25 (Lunch); and
b) Accommodation. Delegates will be billeted in dormitory-type rooms. Check-in will be on (Thursday)
November 22, 2 PM onwards. Check-out shall be not later than (Monday) November 26, 8 AM.

Further, NYC will not cover any expenses which are not stipulated in this Advisory. Please also note that
all participants shall wear Barong Tagalog or Filipiñana on Friday, November 23, 2018, while semi-formal attire on
the succeeding days.

For pre-registration, all SK Pederasyon Presidents are requested to accomplish the Online Pre-Registration
Forms below not later than November 9, 2018, 3 PM, so as to give us an official headcount for the event:

All SK Panlalawigang Pederasyon Presidents are requested to immediately disseminate this Advisory to all
SK Panlungsod and Pambayang Pederasyon Presidents under your jurisdiction and facilitate the submission of their
Online Pre-registration Forms. Clarifications on the matter shall be directly coordinated with NYC, through its point
