2 System Description

In General
The most important development drivers in the network operating companies are reducing the costs of
outages and maintenance. Feeder Automation products are powerful tools for improving customer service
and reducing operation costs. Feeder Automation products and system solutions can be incrementally
integrated and scaled within existing utility feeder infrastructures.

ABB has developed a complete solution for feeder automation including automated switches, remote control
units, and the monitoring and measurement of network behaviour. All the devices in the network can
communicate with, and be controlled from, the network control center.

An objective for Feeder Automation concept is to offer the utilities a system which can be used for reducing
outage times, shortening restoration times, improving power quality, reducing the amount of undelivered
energy and cutting maintenance costs.

This assembly includes following modules: the Distribution Terminal Unit DTU 131 including REC 523 unit
and SF6-insulated switch-disconnector (NXB_ or NXBD_) equipped with auxiliary cables, junction box and
the current and voltage sensors, which are already assembled and tested at the factory.

3.2 Switch-Disconnector Type Sectos NXB_ and NXBD_

In General
Sectos switch-disconnectors are specifically designed to detect and isolate faulted feeder sections,
reconfigure the feeder supply to healthy distribution line sections after a fault, and restore the normal line
configuration. The switches will also interrupt load currents and sectionalize de-energised lines at high
speed.

The Sectos switches are supplied with an integrated motor drive for remote control of closing and opening
operations. The integrated motor device needs no mechanical adjustment on site. Only a control cable is
required. See guide 34 UEMC_45. Operation for the optional earthing switch shall always be done manually
by turning a lever by an insulated hook-stick.

These switches are built into a stainless steel tank, “sealed for life”. The SF6 switch-disconnectors are tested
according to IEC 60265-1 and IEC 62271-102 (earlier IEC 60 129).

NXB_
The NXB_ is available as two positions (ON-OFF) or a three positions (ON-OFF-EARTH) switch. When
supplied as three positions the unit has facility to earth the line on one side of the switch.

The NXB_ is SF6-insulated pole mounted switch-disconnector suitable for both conventional bare overhead
lines and lines with covered conductors. The NXB_ is specifically designed for use in modern telecontrolled,
distribution automation systems. The NXB_ offers reliable maintenance free operation even in the most
demanding climatic conditions. It has excellent load breaking and fault making capacity and satisfies the
isolation requirements specified for disconnectors. The earthed metal tank prevents all possible leakage
currents across an open switch.

Bushing insulators are outer cones “series 400” type (EN 50181 type C). The sensors are integrated in the
bushings, 3 pieces combined current and voltage on the other side and 3 pieces for voltage on the other
side. Line insulators of silicone rubber are installed on the outer cone bushings.

It is possible to connect Sectos to an overhead line directly, or to a cable network with a 400-series cable
connector.

The optional motor operating device of NXB_ is integrated in the spring mechanism and connected to the
control box by a control cable. The need of mechanical linkages and adjustments is eliminated.

No special means for padlocking are required for hook-stick operated switches (IEC 62271-102/5.104.1). In
special cases, safety interlocking can be made by help of the optional locking lever, which prevents both
remote and local electrical operations as well as manual operation of the switch. The interlocking lever can
be operated by a hook-stick.

NXBD_
The Sectos NXBD_ is SF6-insulated; pole mounted 3-way switch-disconnector for demanding outdoor
environments. Two independent switch-disconnectors in one enclosure with the third tapped way can be
used for easy and reliable line branching in overhead, cable, or mixed networks. It has excellent load
breaking and fault making capacity and satisfies the isolation requirements specified for disconnectors. The
earthed metal tank prevents all possible leakage currents across an open switch.

Both switches can be operated and earthed independently. The tapped way is floating, when both switches
are in open or earthed position. The earthing switch on the downstream side provides natural interlocking
between the main switch and earthing switch in a radial network. The switch and earthing switch functions
are described in the drawing (Figure 4.) above.

Bushing insulators are outer cones “series 400” type (EN 50181 type C). The outer cone cable connector
interface makes it suitable also for pad-mount use. The sensors are integrated in the bushings, 3 pieces
combined current and voltage on the other side and 3 pieces for voltage or current on the other side. Line
insulators of silicone rubber are installed on the outer cone bushings.

The operating mechanism is equal with standard NXB types.

Technical Specifications
Sectos NXB_ and NXBD_ switch-disconnectors complies with IEC 60265-1 (1998) requirements for general-
purpose switches in electrical endurance class E3 (Ik = 12,5 kA) and E2 (Ik = 20 kA) and mechanical
endurance class M2 and requirements of EATS 41-27. The breaking tests under earth fault conditions allow
use also in isolated and resonant earthed neutral systems.

3.3 Sensors

Current, Voltage & Combi Sensors


Sensors are a new solution for measuring currents and voltages for protection and monitoring of Medium
Voltage power systems. In the combi sensors, both the current and voltage sensors are integrated in the
same compact cast resin part.

The current sensors are based on the principle of the Rogowski-coil, in which the iron core has been
replaced by non-magnetic material. The sensor consists of an air-core winding, immune of any risk of
saturation, as it has no ferromagnetic core. It is linear over the whole measuring range. The output signal is
a voltage, which is proportional to the time dependent change of the current. A digital integration of this
voltage is carried out and gives the measured current. Current sensor does not require any safety
arrangements for open secondary, like conventional current transformers.

The ferroresonance is harmful phenomenon for conventional VTs. With the sensor technology,
ferroresonance can not occur; thus damping resistors are not needed.

The measuring principle of voltage sensors is based on a capacitive voltage divider, which results in a wide
dynamic range and high linearity. This sensor is also non-saturable. The output signal is a voltage, which is
directly proportional to the primary voltage.

In conclusion, some advantages of combined and integrated sensors:


→ Safety
- No effects of short-circuited or interrupted signal circuits. A short-circuit on the
transmitted signal side of a voltage sensor will cause no damage to the sensor. Consequently,
there is no risk either for a total breakdown of the sensor resulting in serious damage to other
equipment. In a corresponding way, an interruption of the transmitted signal from current
sensor will cause no overvoltages hazardous to people, the sensor itself, secondary insulation,
or other equipment.
- No risk for ferroresonance. In certain types of distribution networks, a major problem has
been damaged voltage transformers, caused by ferroresonance and resulting in a grid
shutdown. Because voltage sensors do not include unlinear inductive cores, they are not prone
to ferroresonance.
→ Compact design
- Measurement of current and voltage has usually been performed with separate CT
and/or VT arrangements. Thanks to the small dimensions of the sensing elements, a current
and voltage sensor can easily be combined in one single combi sensor integrated in the
bushing insulator.
→ Wide dynamic range
- One sensor type can be used from the lowest currents up to the rated continuous thermal
current (630A) and up to the short-time withstand current (20 kA). One (24 kV) voltage rating is
applicable from 7,2 to 24 kV networks. It is not necessary to specify different current and
voltage ratings for each application.

Calibration
In practice, the accuracy of sensors is “good enough” for normal operations e.g. fault indication.

The amplitude error of a current sensor is almost constant and independent of the primary current. Hence, it
can be corrected in the secondary device by a calibration factor, which is given individually for each sensor.
A sensor fulfilling the requirements of e.g. class 5 without the calibration factor can fulfil the requirements of
class 3 with the use of the calibration factor. Calibration factors for amplitude and phase angle are printed in
the nameplate of each sensor and they can be entered in REC 523 on site.

Double switch NXBD_ with sensors


Sectos NXBD_ CS_ contains six pieces of KEVCY 24 SA2-A850 type combi sensors integrated in the
bushings of switch 1 and 2. The combi sensors of switch 2 are normally configured for voltage
measurements ( 3I + 6U configuration). In special cases they can also be configured for current (6I+3U
configuration). One REC 523 unit can be used to measure two feeders or branches by means of nine
analogue channels.

3.4 Junction box and cables

Separate cables from 6 bushings are connected to one downstream cable by means of a junction box. In
addition, the box consist of an amplifier, which makes measuring system stable against the electrical
influence of the downstream cable and provides over-voltage protection.

The enclosure is made of painted corrosion resistant aluminum and the cable is double shielded multipole
cable, which is suitable for outdoor installation.

3.5 Distribution Terminal Unit DTU 131

Distribution Terminal Unit DTU 131 including a REC 523 unit mounted in an UEMC-A2 enclosure together
with all accessories. This assembly includes the following components: stainless steel enclosure, the REC
523 unit, local control push buttons, a remote/off/local switch, miniature circuit breakers, contactors, backup
batteries, temperature compensated battery charger which is integrated to the REC 523, a heating or drying
element and also place for a radiotelephone device.

The control box is made of strong stainless steel and it is normally mounted near to ground in the same pole
as the switch. Local electrical control is made by means of push buttons, independent of the electronic
control device. Manual opening and closing of the switch in emergency is possible by means of an insulated
hook-stick.

The motor control, position indication, and gas density alarm signals are taken down from the switch by a
cable wired to the terminal block inside the control box. The sensor down-lead cable is directly connected to
REC523 inputs.

The DTU 131 is especially fitted and tested together with ABB’s SECTOS NXB_ and NXBD_ disconnectors
and MicroSCADA network control system. Thus, the DTU 131 is mainly used in application where an
actuator or a motor operating device is fitted in primary equipment.

3.6 Remote Monitoring and Control Unit REC 523

The REC 523 terminal is designed to be used for protection, remote control, condition monitoring,
supervision and automation of disconnectors, switch-disconnectors, switches and other objects in overhead
lines and cable networks. The REC 523 unit includes basic remote control functions and it provides a wide
range of monitoring, measurement and protection, fault indication and IEC 1 131-based application
configuration. For protection, the REC 523 can be connected both to conventional current and voltage
transformers and to ABB’s current and voltage sensors.

The REC 523 includes integrated temperature compensated charger for securing the condition of back-up
batteries and 12 V outlet for communication device. LED display facilities status indication of local
inputs/outputs and disconnectors or switches likes overcurrent, undervoltage, over temperature, battery
failure, SF6 gas density low and disconnector open/close.

The REC 523 unit gives a wide range of functionality and increased performance by using the benefits of the
multiprocessor environment and modular construction. Digital signal processing combined with a powerful
CPU, and distributed I/O handling facilities parallel operations and improves response times and accuracy.
Moreover, highly developed function blocks that are used for protection in MV substations are utilized in
REC 523 to indicate faults at secondary substations. For fault indication and measurement, REC 523
provides the most common communication protocols and interface for different communication media. See
chapter 5.

The REC 523 unit is calibrated at the factory. In spite of ageing and
varying temperature, unit is capable to maintain the specified accuracy
because it includes special hardware that allows self-re-calibration on
the field. This re-calibration procedure runs continuously, even when
no measurements are activated, to ensure that the unit is always
optimally calibrated.

System performance with REC 523 measurements

Measurement functions are available e.g. for three-phase currents, neutral current, three-phase voltages,
residual voltage, frequency, and active and reactive power. One REC 523 unit can be used to measure two
feeders or branches by means of nine analogue channels.

Furthermore, the REC 523 incorporates environmental temperature and battery voltage measurements. The
values measured can be forwarded to the control center.

REC 523 improved power quality features measurements, which enable the supervision of voltage and
current harmonics as well as the power factor. In addition, it offers power factor control, which can be used
to operate compensating units eliminating the need to transfer reactive power over the distribution network.

Due to its accurate measurements, REC 523 promotes maximum utilisation of network investment. It
provides precise and real-time information on the load situation of overhead lines and transformers.

The measurement function blocks are documented on the CD-ROM “Technical Descriptions of Functions”
(1MRS750889-MCD).

4 Applications examples

4.1 Automatic line sectionalizer

Automatic line sectionalizer isolates automatically a faulted section of line from the rest of the distribution
system. The sectionalizer logic opens the switch during the deadtime of an upstream circuit-breaker or
recloser, after it has performed a user-configured number of reclosing operations. The sectionalizer logic
relies upon current sensing to detect the fault, and opens the switch after the current has been interrupted by
the circuit breaker or recloser. Sectionalizer is easily coordinated with other protective devices on the system
because it does not require real time communication for its operation. It simply follows network phenomenon
by help of current and voltage sensors.

The sectionalizer should not be confused with a recloser; sectionalizer is not capable of breaking fault
current, but it may be closed on to a fault and it can break load currents.

Figure 9. shows situation where Customer 1 is part of normal distribution line and power to Customer 3 can
be restored by back feed if the network type allows it.

This sequence is shown in Figure 10, covering the case of a fault on a feeder connected to the main
feeder by an automatic sectionalizer. For a transient fault, when the recloser restores the supply, the
sectionalizer sensing devices note that only load current is flowing and return the sectionalizer to its
normal state.

The communication option provides following benefits:


• The isolated line section is automatically identified at the control center, and this reduces the
outage time.
• Non-faulted line segments behind the fault can be restored by closing the NOP switch.
• All settings of sectionalizer function can be changed by remote control commands for example
to adapt a new network configuration.

In conclusion:
ü Automatic line sectionalizers are self-contained, automatically controlled circuit-opening devices.
ü Automatic line sectionalizers count the fault current operations of an upstream re-closing device.
ü Automatic line sectionalizers operate after a preselected number of fault current operations.
ü Automatic line sectionalizers isolate the faulted section of a distribution feeder after the feeder has been
de-energised by e.g. a recloser or reclosing CB.

4.2 Remote controllable switching point or normally open point with measurements

The switch is used to open and to close the circuit by remote control command. Current measurement in
each phase can be used for fault indication, load management, and many other applications.

The switch can be closed, opened, and earthed also manually by turning the operation lever by an insulated

earthed using the integrated earthing switch option.

The system is more simple but the effect on the power quality improvement is comparable to automatic line
sectionalizers with communication option. It is recommended when a SCADA system is available.

5 Communication

Data communication between remotely controllable substation and monitoring center turn out to be the most
difficult part of feeder automation. Communication could be divided two main areas: protocol and media.

This application offers possibilities to a comprehensive selection of protocols and versatile interface for
communication devices with help of the remote monitoring and control unit REC 523. Beside measuring and
monitoring data, the most important configuration of the REC 523 could be done by remotely.

REC 523 supports the most common open communication protocols likes IEC 870-5-101, DNP 3.0 and
Modbus. By using open and standard protocols in the Terminal units, the ability to connect to various
SCADA systems is possible. The REC 523 has default protocol interface which fit modern SCADA systems
as such. However, interface could be modified in case of existing inflexible SCADA system by help of
software tool developed to this purpose.

The REC 523 offers interface for almost all-possible communication media used in feeder automation
applications. Usable/used communication media:

ü Digital Line Carrier, DLC
ü Digital cellular phones
ü Analogue cellular phones
ü Optical cables
ü Satellite communication

There is also plug-in modem available as an option. It can be used for communication over conventional

REC 523 is also capable to communicate with modem using by freely programmable AT-Hayes commands.
This function enables sophisticated calling and re-calling system, watchdog function, and even entering PIN-
code for cellular telephones.

Enclosure 1

Overvoltage protection
As well as preventing damage to equipment due to fault current, it is also necessary to ensure that surge
voltages do not cause damage or lead to unnecessary outages. The optimum methods of the protection
against overvoltages and how widely such protection should be applied, depends on system-operation
practice and local weather conditions, e.g. lightning strikes.

The insulation strength, or insulation level, of various items of equipment has to be greater than the
magnitude of these transient overvoltages. Various overvoltage protection devices can be fitted on the
network to reduce the overvoltages to an acceptable level.

Distribution Terminal Unit:


Both the sensor inputs and the junction box are protected. Surge arresters for the power supply
circuit are optional.

Switch-disconnector:
To protect the switch-disconnector Sectos NXB & NXBD against atmospheric overvoltages, it is
necessary to install surge arresters on one or both sides of the switch. The new silicon rubber
insulated surge arresters of ABB, type MWK are recommended for use together with Sectos NXB
and NXBD.

Earthing
The main purpose of earthing is to guarantee safety during possible insulation failures and to prevent the
effects of leakage across the isolating distance.

Note especially the minimum earthing conductor area, earthing resistance, corrosion protection, and
mechanical protection and insulation of the lower part. Both the disconnecting and earthing functions of the
switch are ineffective if the frame is not earthed. In addition, the line insulator crossarm shall be earthed, if
the switch is mounted on a separate crossarm.

Common principles:
The earthing cables shall be dimensioned to withstand the max. earth-fault current of the main
circuit. Even the most unfavourable cases are covered if the cable is dimensioned to withstand 3-
phase short-circuit current. The earthing resistance shall be dimensioned to limit the earth fault
voltage to a safe level, see national regulations for exact rules. The lower part of the earthing cable
is normally insulated to avoid unintentional contact to parts exposed to earth fault voltages. Cable,
terminal and joint part materials shall be selected to avoid corrosion.

The switch and separate line crossarms of the pole shall always be earthed to avoid creepage
currents across the open switch.

Common earthing for the DTU and HV circuits to protect auxiliary circuits.

The shield of control cable shall be earthed at both ends to protect the control electronics.

The primary of voltage transformer shall be connected between two phases, not between phase and
earth. Single pole VT:s between phase and earth should not be used for safety reasons. The
secondary shall be earthed to the frame or to the control cabinet earth.

The auxiliary DC system is normally earthed for safety and EMC reasons. The benefits of a floating
system are minimal in small auxiliary systems limited to one DTU.

The stresses of primary and secondary circuits are different during earth fault conditions, depending on the
neutral point earthing practices.

In isolated neutral and resonant earthed neutral systems

The earth fault voltages shall be limited on a safe level, see local safety regulations concerning
common earthing of auxiliary and main circuits. If that is not practical, principles for solidly earthed
neutral systems should be followed.

The auxiliary power may be taken from the LV network or any other source.

If steel rods are used for manual or motor operating it is not necessary to use an operating rod
insulator, especially if it is shunted by the auxiliary circuits or a pole of a conducting material.

In solidly or low-ohm earthed neutral systems


It is not practical to limit the earth fault voltage to a safe level due to the high earth fault current. The
station shall be built so that the operator and auxiliary system is not exposed to the earth fault
voltage. Suitable means can be found from the national safety code and practice. In addition, the
following principles may be used, if not in conflict:
ü Access to control cabinet only from an insulated ladder or platform.
ü Auxiliary energy only from a local source. No connections to LV or galvanic communication networks.
ü The separate manual operating mechanism, if any, shall be isolated from the common earth,
alternatively no access from earth level, or hook stick operation.

The earthing should always be done in accordance with the local safety regulations.

Auxiliary power
Auxiliary power for DTU can be taken from local LV network or from the MV line through a VT. Acceptable
input voltage range is 80 … 265 V. Maximum power needed is 100 VA.

Power backup for the DTU has been arranged by connecting 24 V (2 x 12 V) sealed lead acid batteries to
the unit. The batteries supply the REC 523 unit, motor and the communication device during eventual
outages. Thus, the communication between the unit and a network control center operates in any situation.

The voltage of the batteries may vary in range of 19...32 V. The batteries are charged by the temperature
compensated battery charger of the REC 523 unit.
