listeners on his missionary spirituality talk focused
on commitment, gratitude and witnessing.

Pagninilay:
My mission here in Taiwan com-
menced in October 2002 when I first
stayed at the Taigi Maryknoll Center in
order to study Taigi, the dominant Chi-
nese language in the diocese of
Taichung.
My first parish exposure in turn be-
gan in January 2004. Then I received my
official assignment as a priest in charge
of migrant apostolate in February 2005
in a small church, the Shioushoi Church.
I found that in the diocese, there were
about 500 Filipinas married to Taiwan-
ese men, while 5,000 Vietnamese
women had Taiwanese husbands. With
these figures, I thought that they could
be the main object of Church evangeliza-
tion, especially that their children are
baptized into the Catholic Church.
Conversion among the Taiwanese
people is rather rare. So for Bp. Joseph
Wang, the former bishop of Taichung,
these children of the Catholic mothers
who are baptized in the Catholic Church
serve as the potential hope of the Church
in Taiwan. Bp Wang was the one who
gave the approval to make me the chap-
lain of the Filipino and Asian migrants in
the diocese. Covered in the special apos-
tolate for Filipinas married to Taiwanese
were about 300 in Chnahua City, and
around 80 in Nantou.
The Center for Migrants’ Concerns
was opened in Changhua, just adjacent
to the Holy Cross Parish Church. It is a
center for Asian migrants: Filipinos,
Thais, Indonesians, Vietnamese. Occa-
sionally, there are few Caucasians, like
Canadians, who also come.
As part of evangelization, I have a regu-
lar Sunday column in the China Post
entitled “Sunday Reflections.” I have
contributed Sunday homilies for three
years now. I had been also heard on ra-
dio before over which I gave gospel re-
flections every Saturday for about a
year. The SVD missionaries are doing it
now.
Challenges
In my work for the migrants, I found that
most of them are ordinary or non-skilled
workers toiling in factories or in homes
as caregivers. It is sad to note that some
of them are were hired workers as care-
givers but they force to work in family-
owned factories. The common cases we
found among the factory workers are
deprivation of day-offs, sex assaults
(rape), and industrial accidents (cut
arms) . Those working as caregivers are
abused verbally and physically.
As their chaplain, I assist in resolving
their cases so that they could get their
insurance benefits. The migrants’ office
or chaplaincy coordinates properly with
the Council of Labor Affairs (CLA). We
bring the cases to the CLA because, by
law, it is the proper agency to handle
labor problems and cases. If we find that
a cases is mishandled by the agency, we
bring the case to court.

So far, we have good members in the
team. There are three members coming
from the migrants’ office and one from
the CLA. Because of the nature of our
work, some employers feel threatened.
There are employers’ men, called “wak-
yao” who finds way to discredit the
chaplaincy. If that made threats, these
have not been serious.
Cases are never resolved overnight.
Some workers who have family in the
Philippines could not wait long, so they
decided to go back to the Philippines
before their cases were over. They aban-
doned their dreams in Taiwan. There are
others, however, who have no families
of their own yet and had decided to re-
main in Taiwan, hoping that they could
get the desired justice even if it takes
long.
Fulfillment
I would be happy if I am able to help
a person who is in need, especially in
solving their labor problems. I would be
even happier if I see a compatriot going
home free of worries. It is also a source
of joy when the Non-Christian Asians
appreciate the apostolate of the Catholic
Church in Taiwan. When we help them,
their understanding of the Catholic
Church changes. They begin to realize
that the Church has the heart for the
oppressed.

Pope John Paul II has recognized that the
mission of Jesus, which is entrusted to the
Church, is still far from completion. The
Second Vatican Council emphasized the
Church’s missionary nature and sought to
renew its life and activity and our Holy Fa-
ther has continued this concern from the first
day of his Pontificate. While there is a new
awareness that missionary activity must in-
volve all Christians, this document, Redemp-
toris Missio, is meant to address and over-
come the negative tendency that exists to-
wards missionary activity.
Chapter 1: JESUS CHRIST, THE ONLY
SAVIOR
In his first encyclical JPII wrote the
Church’s fundamental function is to direct
“the whole of humanity toward the mystery
of Christ.” This mission is born of faith in
Christ. Through the Paschal mystery redemp-
tion became available for all people. How-
ever have cultural changes and the birth of
new theological ideas changed or affected the
Church’s missionary activities and goals? Is
salvation possible in other religions? If so
why do we need missionary activity? How
important are conscience and personal free-
dom?
From the earliest days of the Church it
was clear that Jesus Christ is the one Savior
of all. “By the name of Jesus Christ…there is
salvation in no one else...” (Acts 4:10,12).
Christ is the one mediator between God and
mankind (1 Tim. 2:5-7; cf. Heb. 4:14-16).
God has made himself fully known to the
world, and for this reason the Church must
proclaim the Gospel to the whole world
through missionary activity. The newness of
life brought by Christ is enough to justify the
urgency of missionary activity. God’s plan is
“to unite all things in Christ, things in heaven
and things in earth” (Eph.1:10), a plan that
Jesus carries out through his Bride, the
Church. The Catholic Church believes she
herself was established as “the universal sac-
rament of salvation.”
Chapter 2: THE KINGDOM OF GOD
